【摘要】：共青團(tuán)組織作為中國共產(chǎn)黨的后備軍,通過組織引導(dǎo)青年,不斷打牢黨在青年群眾中的基礎(chǔ),同時(shí)團(tuán)組織作為一個(gè)社會(huì)組織,通過服務(wù)青年實(shí)現(xiàn)凝聚青年的目標(biāo)。隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展,一方面,在農(nóng)村地區(qū)傳統(tǒng)的團(tuán)組織體系很難聯(lián)系到青年,另一方面農(nóng)村區(qū)域經(jīng)濟(jì)中聚集了大量的青年,而團(tuán)組織的工作不能與時(shí)俱進(jìn)。習(xí)近平總書記指出當(dāng)前共青團(tuán)工作面臨的最大挑戰(zhàn)是脫離青年。在這樣的大背景下,團(tuán)中央提出開展農(nóng)村區(qū)域化的團(tuán)建。開展農(nóng)村區(qū)域化的團(tuán)建,是為了適應(yīng)農(nóng)村區(qū)域經(jīng)濟(jì)發(fā)展和青年聚集的客觀規(guī)律,也是為了服務(wù)農(nóng)村經(jīng)濟(jì)發(fā)展和青年的創(chuàng)業(yè)就業(yè),實(shí)現(xiàn)有效覆蓋農(nóng)村青年的目標(biāo)。加強(qiáng)團(tuán)組織自身建設(shè),堅(jiān)持從青年需求出發(fā),突出服務(wù)青年的職能,立足“第三部門”滿足青年需求,是團(tuán)組織恢復(fù)影響力的基礎(chǔ)。農(nóng)村青年外出務(wù)工引發(fā)了一系列的社會(huì)問題,解決好返鄉(xiāng)青年的創(chuàng)業(yè)就業(yè)困難,是擺在各級(jí)黨委、政府面前的一項(xiàng)突出任務(wù),圍繞中心服務(wù)大局是共青團(tuán)開展工作的重要經(jīng)驗(yàn)。綜上所述,團(tuán)組織的職能和地方發(fā)展的迫切需求,是開展農(nóng)村區(qū)域化團(tuán)建的因素。論文在整體分析徐州農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展、青年聚集現(xiàn)狀、團(tuán)組織存在的問題的基礎(chǔ)上,提出圍繞區(qū)域產(chǎn)業(yè)發(fā)展,開展團(tuán)建工作的基本思路。重點(diǎn)研究豐縣、沛縣、睢寧縣建立團(tuán)的組織、規(guī)范團(tuán)的制度、開展團(tuán)的活動(dòng)情況。在總結(jié)歸納三種團(tuán)建模式的基礎(chǔ)上,推動(dòng)徐州農(nóng)村區(qū)域化團(tuán)建工作的全面發(fā)展。本文除結(jié)語部分外,全文共分五大部分。第一部分為緒論,主要闡述了選題的緣由和研究的意義,列舉了本文的研究方法以及研究的重點(diǎn)、難點(diǎn)和創(chuàng)新點(diǎn),分別論述了國外“第三部門”研究情況,國內(nèi)將團(tuán)組織作為“第三部門”研究的現(xiàn)狀、同時(shí)分析了國內(nèi)農(nóng)村區(qū)域化團(tuán)建研究的基本情況。第二部分,對(duì)共青團(tuán)組織、“第三部門”、農(nóng)村區(qū)域化團(tuán)組織建設(shè)等概念和區(qū)域化發(fā)展、社會(huì)治理等理論進(jìn)行了界定與說明,歸納加強(qiáng)團(tuán)組織建設(shè)和區(qū)域化發(fā)展的內(nèi)在聯(lián)系。分析農(nóng)村區(qū)域化團(tuán)建的意義,提出突出服務(wù)職能是團(tuán)組織發(fā)揮“第三部門”的特性參與社會(huì)治理,開展區(qū)域化團(tuán)建的基礎(chǔ)。第三部分,分析徐州農(nóng)村區(qū)域化團(tuán)建的現(xiàn)狀及存在問題的原因。通過研究農(nóng)村青年和基層團(tuán)組織的基本情況,重點(diǎn)總結(jié)豐縣、沛縣、睢寧縣為代表的區(qū)域化團(tuán)建典型案例,闡述產(chǎn)業(yè)園牽頭的“產(chǎn)業(yè)園—鄉(xiāng)鎮(zhèn)團(tuán)委—農(nóng)村合作組織”地域性團(tuán)建模式,行業(yè)協(xié)會(huì)牽頭的“行業(yè)協(xié)會(huì)—鄉(xiāng)鎮(zhèn)團(tuán)委—青年自組織”行業(yè)性團(tuán)建模式,非公企業(yè)牽頭的“龍頭企業(yè)—鄉(xiāng)鎮(zhèn)團(tuán)委—農(nóng)村合作組織”產(chǎn)業(yè)鏈團(tuán)建模式�？偨Y(jié)歸納區(qū)域化團(tuán)建的背景、主體和特色,肯定徐州農(nóng)村區(qū)域化團(tuán)建模式能夠有效解決當(dāng)前農(nóng)村基層團(tuán)組織薄弱的問題。同時(shí)梳理存在的問題,從團(tuán)組織、青年、區(qū)域經(jīng)濟(jì)發(fā)展三個(gè)方面分析團(tuán)建薄弱的原因。第四部分,分析湖北省襄陽市區(qū)域化農(nóng)村合作社團(tuán)建的經(jīng)驗(yàn)、浙江省諸暨市農(nóng)村區(qū)域化團(tuán)建的經(jīng)驗(yàn)和河南省武陟縣農(nóng)村區(qū)域化團(tuán)建的經(jīng)驗(yàn),總結(jié)歸納了因地制宜、圍繞黨政中心、提升凝聚力、提高服務(wù)能力四個(gè)方面的經(jīng)驗(yàn)對(duì)徐州的農(nóng)村區(qū)域化團(tuán)建研究進(jìn)行指導(dǎo)。第五部分,針對(duì)徐州農(nóng)村區(qū)域化團(tuán)建發(fā)展不均衡的現(xiàn)象,.提出從挖掘自身潛力、全面梳理資源、樹立服務(wù)理念三個(gè)方面優(yōu)化農(nóng)村基層的團(tuán)組織。同時(shí)不斷提高農(nóng)村青年素質(zhì)、積極爭取黨委、政府支持,完善區(qū)域化團(tuán)建的策略。最后,結(jié)語部分回顧了農(nóng)村區(qū)域化團(tuán)建研究心得,提出團(tuán)組織發(fā)揮“第三部門”服務(wù)青年的特性,參與社會(huì)治理,總結(jié)徐州區(qū)域化團(tuán)建對(duì)策和成效。并就在更大的范圍內(nèi)推廣區(qū)域化團(tuán)建的經(jīng)驗(yàn)提出個(gè)人的想法。
[Abstract]:As the back-up army of the Communist Party of China, the Communist Youth League, which guides the youth by organizing the youth, keeps the foundation of the party in the youth, and the organization as a social organization, through serving the youth to achieve the goal of gathering the youth. With the rapid development of the economy and society, one side, the traditional organizational system in the rural areas is difficult to contact. To the youth, on the other hand, a large number of young people have been gathered in the rural regional economy, and the work of the group can not keep pace with the times. General Secretary Xi Jinping points out that the biggest challenge to the work of the Communist Youth League is to break away from the youth. In this context, the Central Committee of the Communist League puts forward the construction of a rural regional group. In order to serve the rural economic development and the objective law of youth gathering, it is also for the purpose of serving the rural economic development and young people's entrepreneurial employment, realizing the goal of effective coverage of rural youth, strengthening the construction of the group organization itself, insisting on the youth needs, serving the youth's ability to serve the youth, and foothold "the third sector" to meet the needs of the youth. It is the basis of the organization to restore influence. Rural youth migrant workers have triggered a series of social problems, and it is a prominent task for the party committees at all levels to solve the difficulties in their employment. On the basis of the overall analysis of the rural economic and social development in Xuzhou, the present situation of youth gathering and the existing problems in the organization, the paper puts forward the basic ideas about the development of regional industry and the work of the regiment construction, focusing on the organization of the establishment of a regiment in Fengxian County, Peixian and Suining County, and the system of standard regiments. On the basis of summarizing and summarizing the three kinds of regiment construction patterns, we can promote the overall development of the construction work of the Xuzhou rural regionalization. In addition to the conclusion part, the full text is divided into five parts. Finally, the concluding part reviews the achievements of the rural regional group construction research, and proposes that the group play the "third sector" to serve the youth and take part in the social governance. The strategy and effectiveness of Xuzhou's regionalization of the Communist Youth League were concluded, and personal ideas were put forward to promote the experience of regionalization in a larger scope.
