【摘要】：企業(yè)孵化器是世界各國在扶植中小企業(yè)成長過程中，形成的社會經(jīng)濟組織。早期主要出現(xiàn)在發(fā)達國家，對本國的科技創(chuàng)新和經(jīng)濟發(fā)展起到了極大的促進作用。近些年，我國企業(yè)孵化器的數(shù)量和規(guī)模迅速增長，在推動區(qū)域經(jīng)濟發(fā)展方面，做出了巨大貢獻。然而，在孵化企業(yè)規(guī)模小，生產經(jīng)營方式企業(yè)與房屋產權關系等方面存在很大差異。另外，小企業(yè)安全投入較少，安全意識淡薄等因素。使得企業(yè)孵化器安全隱患種類繁多，安全生產管理嚴重缺失。因此，構建企業(yè)孵化器安全監(jiān)管系統(tǒng)，具有重大的現(xiàn)實意義。 本文以天津濱海高新區(qū)企業(yè)孵化器為實例。分析其安全生產管理現(xiàn)狀。提出了企業(yè)負責，物業(yè)協(xié)管多部門共同監(jiān)管的安全管理模式。強化了物業(yè)公司在安全監(jiān)管工作中的作用，解決了安全監(jiān)管力量不足，監(jiān)管不及時等安全管理問題。 由于企業(yè)孵化器扶植中小企業(yè)的目的是使企業(yè)成長起來，，進入規(guī)模化生產階段從而脫離孵化器。這種模式?jīng)Q定了企業(yè)孵化器內的企業(yè)數(shù)量以及所存在的隱患問題處于一個不斷變化的狀態(tài)。對企業(yè)孵化器的安全監(jiān)管工作也需要不斷的調整監(jiān)管手段和工作方式。因此，將PDCA循環(huán)的方法引入到監(jiān)管工作中來。通過PDCA的計劃、運行、整改、提高四個階段的循環(huán)，發(fā)現(xiàn)工作中存在的不足，針對導致這些問題發(fā)生的主要因素制定計劃措施。通過分析現(xiàn)在工作中的不足：物業(yè)協(xié)管參與到監(jiān)管工作中，存在物業(yè)工作人員安全管理經(jīng)驗不足的問題。得出針對不同類型企業(yè)和隱患建立企業(yè)孵化器的安全檢查表的措施，強化了物業(yè)工作人員的安全管理水平。把制定的措施作為下一輪PDCA循環(huán)的開始，在實際運行中檢驗計劃的效果。對成功的經(jīng)驗予以肯定，失敗的避免重現(xiàn)。這樣通過一輪輪周而復始的PDCA循環(huán)監(jiān)管的工作的效果必然逐漸提高。 構建天津濱海高新區(qū)企業(yè)孵化器的安全監(jiān)管信息系統(tǒng)，系統(tǒng)的隱患信息管理模塊實現(xiàn)了對在孵企業(yè)的隱患閉環(huán)管理。信息上報模塊使得安全監(jiān)管部門可以及時準確的獲取企業(yè)的安全生產信息。對安全監(jiān)管工作效率的提升起到極大促進作用。
[Abstract]:Business incubator is a social and economic organization formed in the process of supporting the growth of small and medium-sized enterprises in the world. Early mainly appeared in developed countries, and played a great role in promoting scientific and technological innovation and economic development. In recent years, the number and scale of business incubators in China have increased rapidly, and have made great contributions to promoting the development of regional economy. However, there are great differences in the scale of incubating enterprises and the relationship between enterprises and housing property rights. In addition, small enterprises less investment in safety, safety awareness and other factors. Business incubators make a wide variety of safety risks, safety management is seriously missing. Therefore, the construction of business incubator safety supervision system, has great practical significance. This paper takes the business incubator of Tianjin Binhai Hi-tech Zone as an example. Analyze the current situation of production safety management. Put forward the enterprise responsible, property management multi-department joint supervision of the safety management model. It strengthens the role of property companies in the work of safety supervision, and solves the problems of safety management such as insufficient safety supervision strength and untimely supervision. Because the purpose of business incubator is to make the enterprise grow up and enter the stage of scale production, the business incubator can break away from the incubator. This model determines the number of enterprises in the business incubator and the hidden problems in a constantly changing state. The safety supervision of business incubator also needs to constantly adjust the means of supervision and working methods. Therefore, the method of PDCA loop is introduced into the supervision work. Through the planning, operation, rectification and improvement of PDCA, the cycle of four stages is improved, and the deficiencies in the work are found, and the planning measures are made in view of the main factors that lead to these problems. Through the analysis of the shortcomings of the present work: property management involved in the supervision, there is a problem of property staff safety management experience. The measures of establishing the safety check list of business incubator for different types of enterprises and hidden dangers are obtained, and the level of safety management of property staff is strengthened. Take the established measures as the beginning of the next round of PDCA cycle, and test the effect of the plan in actual operation. Affirm the experience of success and avoid recurrence of failure. In this way, through a round of cycle of PDCA cycle supervision of the work is bound to improve gradually. The safety supervision information system of enterprise incubator in Tianjin Binhai Hi-tech Zone is constructed. The hidden trouble information management module of the system realizes the closed loop management of hidden danger to incubated enterprises. The information reporting module enables the safety supervision department to obtain the safety production information of the enterprise in time and accurately. Safety supervision to improve the efficiency of the work played a great role in promoting.
