【摘要】：隨著經(jīng)濟(jì)全球化和知識(shí)經(jīng)濟(jì)時(shí)代的到來,區(qū)域創(chuàng)新已成為區(qū)域經(jīng)濟(jì)增長(zhǎng)的重要助推力。技術(shù)創(chuàng)新活動(dòng)依賴于技術(shù)創(chuàng)新平臺(tái),它不僅是技術(shù)創(chuàng)新活動(dòng)的承載基礎(chǔ),更是區(qū)域技術(shù)創(chuàng)新體系的重要組成部分。同時(shí),鑒于技術(shù)更新速度加快及我國(guó)技術(shù)區(qū)域創(chuàng)新資源分散和冗余并存等現(xiàn)實(shí)問題的存在,建設(shè)和完善技術(shù)創(chuàng)新平臺(tái),整合區(qū)域技術(shù)創(chuàng)新資源,優(yōu)化技術(shù)創(chuàng)新資源配置,最大限度發(fā)揮區(qū)域技術(shù)創(chuàng)新優(yōu)勢(shì),提升區(qū)域技術(shù)創(chuàng)新水平就顯得尤為迫切。浙江省技術(shù)創(chuàng)新水平雖居全國(guó)前列,但其技術(shù)創(chuàng)新資源分散與冗余并存的現(xiàn)象仍然突出。技術(shù)創(chuàng)新資源分布不均衡、區(qū)域經(jīng)濟(jì)差異等多種原因可能阻礙浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)的建設(shè)與發(fā)展。為此,本研究從經(jīng)濟(jì)地理學(xué)角度出發(fā),結(jié)合區(qū)域空間結(jié)構(gòu)理論及其相關(guān)研究,對(duì)浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)的時(shí)空分異特征及其空間聚類格局等問題進(jìn)行了深入的分析與探討,得到如下結(jié)論： (1)根據(jù)區(qū)域技術(shù)創(chuàng)新平臺(tái)的功能及特征,結(jié)合浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)的建設(shè)和發(fā)展現(xiàn)狀,其類型主要包括以下6種：重大科技創(chuàng)新平臺(tái)、高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、區(qū)域創(chuàng)新服務(wù)中心、企業(yè)科技孵化器、特色產(chǎn)業(yè)基地和技術(shù)研究中心； (2)浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)呈現(xiàn)空間差異化分布特征,且差異化程度整體增強(qiáng),區(qū)域上表現(xiàn)為“北多南少,東多西少”的數(shù)量分布特征； (3)空間分布存在集聚化特征,且集聚程度呈現(xiàn)波動(dòng)中上升的態(tài)勢(shì),杭州市轄區(qū)、海寧、紹興市轄區(qū)等環(huán)杭州灣市縣成為集聚熱點(diǎn)區(qū),龍泉、景寧、文成等市縣則為集聚冷點(diǎn)區(qū)； (4)區(qū)域技術(shù)創(chuàng)新基礎(chǔ)、區(qū)域科技資源投入和區(qū)域技術(shù)創(chuàng)新主體分布成為該時(shí)期浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)差異化分布的主要原因。根據(jù)研究結(jié)論,本文從影響浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)差異化分布的因素角度出發(fā),對(duì)推動(dòng)浙江省區(qū)域技術(shù)創(chuàng)新平臺(tái)建設(shè)與發(fā)展提出相關(guān)對(duì)策建議,認(rèn)為浙江省各市縣應(yīng)當(dāng)夯實(shí)區(qū)域技術(shù)創(chuàng)新基礎(chǔ),優(yōu)化科技資源配置效率,增強(qiáng)區(qū)域自主研發(fā)能力,從而推動(dòng)自身技術(shù)創(chuàng)新平臺(tái)建設(shè)。
[Abstract]:With the arrival of economic globalization and knowledge economy era, regional innovation has become an important driving force of regional economic growth. Technological innovation activities depend on technological innovation platform, which is not only the bearing basis of technological innovation activities, but also an important part of regional technological innovation system. At the same time, in view of the fact that the speed of technological renewal and the coexistence of regional innovation resources and redundancy exist in our country, we should build and perfect the platform of technological innovation, integrate regional technological innovation resources and optimize the allocation of technological innovation resources. It is particularly urgent to give full play to the advantages of regional technological innovation and improve the level of regional technological innovation. Although the level of technological innovation in Zhejiang Province ranks in the forefront of the country, the phenomenon of dispersion and redundancy of technological innovation resources in Zhejiang Province is still prominent. The uneven distribution of technological innovation resources and regional economic differences may hinder the construction and development of regional technological innovation platform in Zhejiang Province. Therefore, from the point of view of economic geography, combined with the theory of regional spatial structure and its related research, this paper makes an in-depth analysis and discussion on the spatio-temporal differentiation characteristics and spatial clustering pattern of the regional technological innovation platform in Zhejiang Province. The conclusions are as follows: (1) according to the functions and characteristics of the regional technological innovation platform and the current situation of the construction and development of the regional technological innovation platform in Zhejiang Province, the main types of the platform include the following six types: major scientific and technological innovation platform, High-tech industrial development zone, regional innovation service center, enterprise science and technology incubator, characteristic industry base and technology research center; In the region, the quantity distribution characteristics of "north more than south, east more and west less" have the characteristics of agglomeration, and the degree of agglomeration is rising in fluctuation, Hangzhou municipal district, Haining, Shaoxing City District and other cities and counties around Hangzhou Bay have become hot spots, while cities and counties such as Longquan, Jingning and Wencheng have become the focus areas. The regional scientific and technological resource investment and the distribution of the main body of regional technological innovation are the main reasons for the differentiation distribution of the regional technological innovation platform in Zhejiang Province during this period. According to the research conclusions, this paper puts forward some countermeasures and suggestions to promote the construction and development of the regional technological innovation platform in Zhejiang Province from the perspective of the factors affecting the differential distribution of the regional technological innovation platform in Zhejiang Province. It is suggested that all cities and counties in Zhejiang Province should consolidate the foundation of regional technological innovation, optimize the efficiency of scientific and technological resources allocation, strengthen the regional independent R & D capability, and thus promote the construction of their own technological innovation platform.
