【摘要】：改革開放30多年來，中國經(jīng)濟(jì)經(jīng)歷了高速的發(fā)展，GDP呈現(xiàn)逐年增加趨勢，增速始終保持在8%左右，人民生活逐漸奔入小康社會。2013年，我國經(jīng)濟(jì)比去年增長了7.7%，實(shí)現(xiàn)了平穩(wěn)的增長，國內(nèi)生產(chǎn)總值達(dá)到了5.7萬億元。伴隨著經(jīng)濟(jì)的發(fā)展，，我國西部地區(qū)與東部地區(qū)之間的發(fā)展差距逐漸顯現(xiàn)且日益增大，如何縮小東西部地區(qū)之間的發(fā)展差距成為了學(xué)者們研究的熱點(diǎn)。 本文首先介紹了研究背景、研究意義，以及國內(nèi)外研究現(xiàn)狀。我國的《西部大開發(fā)“十二五”規(guī)劃》在2012年年初的時(shí)候獲得了國務(wù)院的正式批準(zhǔn)，對西部地區(qū)的開發(fā)不僅僅在經(jīng)濟(jì)發(fā)展方面具有現(xiàn)實(shí)意義，也具有更加深遠(yuǎn)的政治方面的意義。對中外學(xué)者關(guān)于資本市場的理論與實(shí)證研究的總結(jié)，有助于更加正確和深入的理解西部經(jīng)濟(jì)發(fā)展中資本市場的支持作用以及意義。 其次，作者從多方面分析了西部地區(qū)經(jīng)濟(jì)發(fā)展的現(xiàn)狀以及當(dāng)前西部地區(qū)經(jīng)濟(jì)在發(fā)展中存在的問題；同時(shí)也介紹了西部地區(qū)資本市場發(fā)展的一些狀況，并對西部資本市場發(fā)展中的問題進(jìn)行了分析。 此外，通過對比西部地區(qū)自身的發(fā)展特點(diǎn)和東部地區(qū)經(jīng)濟(jì)發(fā)展歷程相對比，分析了資本市場和西部實(shí)體經(jīng)濟(jì)之間的密切關(guān)系，二者具有很大的互動(dòng)性。文章分別從三個(gè)方面分析了資本市場對西部地區(qū)經(jīng)濟(jì)的支持作用。首先，在企業(yè)層面上，由于西部地區(qū)的大部分規(guī)模企業(yè)都是國有企業(yè)，故先簡單介紹了一下國有企業(yè)改革的歷程；其次主要是從四個(gè)點(diǎn)上分析了資本市場對企業(yè)的作用以及影響；第二是在產(chǎn)業(yè)層面，由于西部地區(qū)產(chǎn)業(yè)結(jié)構(gòu)不合理，致使西部地區(qū)主導(dǎo)產(chǎn)業(yè)發(fā)揮不了自己的優(yōu)勢，然而，資本市場可以為西部地區(qū)主導(dǎo)產(chǎn)業(yè)提供資金支持，促進(jìn)產(chǎn)業(yè)的優(yōu)化調(diào)整，進(jìn)而去帶動(dòng)地區(qū)發(fā)展；最后作者指出高新技術(shù)企業(yè)的發(fā)展更加能為西部經(jīng)濟(jì)做貢獻(xiàn)，而資本市場可以借助風(fēng)險(xiǎn)投資為其提供重要支持；最后是在區(qū)域經(jīng)濟(jì)發(fā)展方面，資本市場不僅為經(jīng)濟(jì)發(fā)展提供了更直接的融資渠道，也為市場經(jīng)濟(jì)中風(fēng)險(xiǎn)投資的退出機(jī)制提供途徑。其次，資本通過擴(kuò)張，會使得區(qū)域經(jīng)濟(jì)整體水平提高以及經(jīng)濟(jì)效益的快速增長，龍頭企業(yè)由于吸引了資金加快了其在區(qū)域經(jīng)濟(jì)中的發(fā)展。區(qū)域資本市場的建立可以有效地促進(jìn)區(qū)域經(jīng)濟(jì)的發(fā)展。在市場經(jīng)濟(jì)條件下，一個(gè)地區(qū)可以使用該地區(qū)資本市場引導(dǎo)生產(chǎn)要素資源的流動(dòng)，并實(shí)現(xiàn)資源的優(yōu)化配置。 最后，通過介紹美國以及巴西對欠發(fā)達(dá)地區(qū)的金融支持采取的措施以及所得出的一些經(jīng)驗(yàn)啟示，筆者根據(jù)西部地區(qū)的發(fā)展現(xiàn)狀，在吸取其他國家開發(fā)欠發(fā)達(dá)地區(qū)的成功經(jīng)驗(yàn)和做法的基礎(chǔ)上，針對西部地區(qū)發(fā)展中存在的不足，從多個(gè)方面為今后我國西部地區(qū)資本市場的發(fā)展提出了政策性建議。
[Abstract]:After more than 30 years of reform and opening up, China's economy has experienced a rapid development and its GDP has been increasing year by year. The growth rate has been kept at about 8 percent, and the people's living standards have gradually entered a well-off society. In 2013, China's economy grew by 7.7 percent over last year, achieving a steady growth.The gross domestic product has reached 5.7 trillion yuan.With the development of economy, the development gap between the western region and the eastern region is gradually appearing and increasing. How to reduce the development gap between the eastern and western regions has become a hot topic for scholars.This paper first introduces the research background, research significance, and domestic and foreign research status.The 12th Five-Year Plan for the Great Development of the West of China was formally approved by the State Council in early 2012, which is of practical significance not only to the development of the western region, but also to economic development.It also has more profound political implications.The summary of the theoretical and empirical research on capital market by Chinese and foreign scholars is helpful to understand the supporting role and significance of capital market in western economic development.Secondly, the author analyzes the present situation of the economic development of the western region from many aspects and the existing problems in the development of the western region economy, at the same time, it also introduces some conditions of the development of the capital market in the western region.It also analyzes the problems in the development of western capital market.In addition, by comparing the development characteristics of the western region and the economic development course of the eastern region, this paper analyzes the close relationship between the capital market and the real economy of the western region.This paper analyzes the supporting function of capital market to the western region economy from three aspects.First of all, at the enterprise level, because most of the large scale enterprises in the western region are state-owned enterprises, it introduces the course of the reform of state-owned enterprises.Secondly, it mainly analyzes the function and influence of capital market on enterprises from four aspects. Secondly, at the industrial level, because of the unreasonable industrial structure in the western region, the leading industries in the western region can not play their own advantages, however,The capital market can provide financial support for leading industries in the western region, promote the optimization and adjustment of industries, and then promote regional development. Finally, the author points out that the development of high-tech enterprises can contribute more to the western economy.The capital market can provide important support with venture capital. Finally, in the area of regional economic development, the capital market not only provides a more direct financing channel for economic development.It also provides a way for the exit mechanism of venture capital in market economy.Secondly, the expansion of capital will increase the overall level of regional economy and the rapid growth of economic benefits. Leading enterprises speed up their development in the regional economy because of attracting funds.The establishment of regional capital market can effectively promote the development of regional economy.Under the condition of market economy, a region can use the regional capital market to guide the flow of production factor resources and realize the optimal allocation of resources.Finally, by introducing the financial support measures taken by the United States and Brazil to the less developed regions and some experience and enlightenment, the author according to the current situation of the development of the western region,Based on the successful experiences and practices of developing underdeveloped regions in other countries, and in view of the shortcomings in the development of the western regions, this paper puts forward some policy suggestions for the future development of the capital markets in the western regions of China.
