【摘要】：湖北省十堰市竹溪縣是湖北省距省會武漢市最遠的縣城之一,與陜西省平利縣、鎮(zhèn)坪縣及重慶市巫溪縣交接,是國家級貧困縣,其農村發(fā)展水平和區(qū)域經濟的水平在中國廣大貧困農村發(fā)展中具有一定的代表性和特殊性。竹溪縣目前的農村發(fā)展主要靠的是農村的土地流轉和農民專業(yè)合作社,在多年的實踐中,兩種模式各有利弊,都對美麗鄉(xiāng)村的建設都提供了巨大的幫助,加強了村鎮(zhèn)建設的統(tǒng)一性。土地流轉對土地的整體性和規(guī)模性生產帶來了巨大的變化,但是因為農民的收入并沒有在短期內大幅增長和流轉后所帶來的見效時間長等因素,已經在實踐中產生了的負面問題,急需在今后的發(fā)展中解決。農民專業(yè)合作社兼顧了土地流轉的部分優(yōu)勢,帶動了農民對生產的渴望和對發(fā)展的積極性,但是先進的技術支持相對滯后,專業(yè)性人員相對缺乏,產品受市場波動大等因素也帶來了新的問題。另一方面,精準扶貧工作在全國范圍內的開展,對竹溪縣的脫貧工作和發(fā)展機遇又注入了新的動力,進村入戶的實地調查,帶來的是符合實際的農村實情,按照農民和貧困農戶的實際情況來制定有效的區(qū)域發(fā)展方向至關重要。用研究竹溪縣的發(fā)展情況進行擴展,即是從局部來反映我國貧困農村的發(fā)展規(guī)律,也是從局部探索我國未來發(fā)展的道路,尋找共同發(fā)展和進步的方向。
[Abstract]:Zhuxi County of Hubei Province, Shiyan City, Hubei province is one of the most far away from the provincial capital city of Wuhan County, and Pingli County of Shaanxi Province, Wuxi County Transfer Zhenping county and Chongqing City, is a state-level poverty-stricken counties, the rural development level and regional economic level are special and representative in the development of rural poverty China at present, the rural development of Zhuxi county. Mainly rely on the circulation of rural land and farmers' professional cooperatives, in the years of practice, the two models have advantages and disadvantages, all the construction of the beautiful countryside has provided great help, strengthen the unity of the development of villages and towns. The land of the land transfer and scale overall the production has brought great changes, but because the farmer income has not brought substantial growth and turnover in the short term after the effective time and other factors, negative problems have been produced in practice, urgently needed in the future The development of farmer cooperatives. Taking into account the advantage of land circulation, driven by the desire for farmers and enthusiasm for production development, but advanced technology is relatively backward, the relative lack of professional personnel, products by market fluctuations and other factors also brought new problems. On the other hand, precise poverty work in the nationwide development of Zhuxi county poverty alleviation and development opportunities and inject new impetus, field survey of villages and households, the rural is consistent with the actual facts, in accordance with the actual situation of farmers and poor farmers to develop the important direction of regional development. With the development of effective research in Zhuxi County by extension, that is to reflect the development of China's poor rural areas from the local, but also to explore the future development of our country road from the local, to seek common development and progress.
