【摘要】：最新的《環(huán)境保護公眾參與辦法(試行)》以法律形式保障了公眾對于環(huán)境治理的參與行為,在地區(qū)經濟發(fā)展壓力大而環(huán)境污染自解決機制欠缺的背景下,公眾環(huán)境參與或將成為環(huán)境治理的有效手段。然而目前對于公眾環(huán)境參與的影響因子卻少有研究。本研究通過理論分析及文獻梳理構建了公眾環(huán)境參與理論框架,采用2003-2012年間中國31個省份的面板數據分析社會經濟狀況、環(huán)境污染狀況以及政府環(huán)境規(guī)制對于公眾環(huán)境參與的影響。實證結果表明,在社會經濟因素方面,人均地區(qū)生產總值與公眾來信正相關,而城鎮(zhèn)居民人均年消費支出與來信負相關,說明區(qū)域經濟發(fā)展加劇環(huán)境問題,而個人經濟狀況好轉有利于改善環(huán)境,二者都促進公眾環(huán)境參與;在環(huán)境污染狀況方面,工業(yè)廢水的排放量以及突發(fā)環(huán)境事件對于公眾參與的影響明顯高于工業(yè)廢氣以及固體廢物污染,說明人們對于水資源污染的敏感程度要遠高于其他兩者;在政府規(guī)制方面,頒布的環(huán)保法律法規(guī)數對來訪和"兩會"提案都呈現出負相關,政府環(huán)境污染治理投資比對人大建議數呈負相關關系,說明政府推行的環(huán)境政策較成功,對環(huán)境污染具有一定的遏制作用,能夠減緩環(huán)境質量惡化速度;另外,來信比來訪更易受上述因素的影響,說明便捷、經濟的公眾環(huán)境參與方式更易接受。以高中生為指標的受教育程度與公眾參與不具備相關性,主要是因為受教育程度越高意味著對良好環(huán)境質量的偏好越強,選擇環(huán)境質量更好的社區(qū)居住而對環(huán)境問題敏感度降低。促進我國公眾環(huán)境參與需在政策的引導下,提高公眾經濟水平,增加參與的便利性,并考慮民間發(fā)揮民間組織作用。
[Abstract]:The new way of public participation in environmental protection "(Trial)" in the form of legal protection for the public participation in environmental governance, regional economic development and environmental pollution since the pressure to solve the lack of mechanism under the background of public participation in environmental or will become effective means of environmental governance. However, the influence of public environmental participation the factor has seldom been studied. This research through theoretical analysis and literature review of public participation in the environmental construction of the theoretical framework, using the panel data of 31 provinces in the 2003-2012 years China analysis of social economic status, environmental pollution and environmental regulation of the government for public participation in the environmental impact. The empirical results show that, in terms of social economic factors, the per capita production area gross public letters are related, and the expenditure and per capita consumption of urban residents from negative correlation, that regional economic development intensified environmental problems, While individuals of better economic conditions conducive to improving the environment, the two are to promote the public participation in the environmental; in terms of environmental pollution, emissions of industrial wastewater and environmental emergencies for the effect of public participation was significantly higher than that of industrial waste gas and solid waste pollution, illustrate the sensitivity of the water resources pollution is much higher than the other two in the government; regulation, environmental protection laws and regulations promulgated by the number of visitors and show NPC and CPPCC proposal negatively related to government investment in environmental pollution control on the recommendations were negatively correlated, indicating the government's environmental policy is successful, is a deterrent to environmental pollution, can slow the pace of deterioration in environmental quality; in addition, the letter the visiting ratio is more easily influenced by the above factors, the economic environment that is convenient, public participation is more acceptable. High school students refers to the education subject The degree of public participation and does not have the relevance, mainly because of higher level of education means good environmental quality preference is strong, environmental quality and better living in the community of environmental problems less sensitive. To promote the public environment in our country in need under the guidance of the policy, improve the public economic level, increase the convenience in the folk and play the role of civil society organizations.
