【摘要】：新形勢(shì)下我國政府提出了"絲綢之路經(jīng)濟(jì)帶"建設(shè)的重大戰(zhàn)略構(gòu)想。桑樹產(chǎn)業(yè)對(duì)于絲綢之路經(jīng)濟(jì)帶建設(shè)中的生態(tài)文明和區(qū)域經(jīng)濟(jì)發(fā)展以及對(duì)于傳統(tǒng)蠶桑產(chǎn)業(yè)轉(zhuǎn)型升級(jí)都將發(fā)揮重要的作用。發(fā)展桑樹產(chǎn)業(yè)不僅具有前所未有的機(jī)遇,而且具有悠久的歷史文化傳承、堅(jiān)實(shí)的科技基礎(chǔ)、完整的產(chǎn)業(yè)體系以及明顯的區(qū)位優(yōu)勢(shì)。絲綢之路經(jīng)濟(jì)帶建設(shè)中桑樹產(chǎn)業(yè)發(fā)展的思路是:以西向發(fā)展及出口貿(mào)易為導(dǎo)向,以生態(tài)功能為重要支撐,以生態(tài)經(jīng)濟(jì)和產(chǎn)業(yè)經(jīng)濟(jì)為發(fā)展動(dòng)力,以絲綢文化為引導(dǎo),以完善的制度和政策為重要保障,實(shí)現(xiàn)生態(tài)保護(hù)、手工業(yè)和手工藝產(chǎn)業(yè)復(fù)興、產(chǎn)業(yè)發(fā)展和使農(nóng)民富裕為目標(biāo)的可持續(xù)發(fā)展。桑樹產(chǎn)業(yè)發(fā)展的設(shè)想及其措施包括:完善桑樹產(chǎn)業(yè)科技基礎(chǔ),構(gòu)建桑樹產(chǎn)業(yè)技術(shù)體系,加強(qiáng)與新絲綢之路經(jīng)濟(jì)帶沿線國家間的合作,成立絲綢之路經(jīng)濟(jì)帶桑樹產(chǎn)業(yè)技術(shù)創(chuàng)新聯(lián)盟,建立桑樹產(chǎn)業(yè)示范基地,完善政策和組織機(jī)構(gòu)保障。
[Abstract]:Under the New situation, our Government put forward the "Silk Road Economic Belt" Mulberry industry will play an important role in the development of ecological civilization and regional economy in the construction of Silk Road economic belt, as well as in the transformation and upgrading of traditional sericulture industry. There are unprecedented opportunities. And has a long history and cultural heritage, a solid scientific and technological foundation. The idea of mulberry industry development in the construction of Silk Road economic belt is: westward development and export trade, with ecological function as the important support. Take ecological economy and industrial economy as the development power, take silk culture as the guide, take the perfect system and the policy as the important safeguard, realizes the ecological protection, the handicraft industry and the handicraft industry renaissance. The idea and measures of mulberry industry development include: perfecting the science and technology foundation of mulberry industry and constructing mulberry industry technology system. Strengthen the cooperation with the countries along the New Silk Road Economic Belt, set up the Silk Road Economic Belt Mulberry Industry Technology Innovation Alliance, establish the mulberry industry demonstration base, perfect the policy and organization guarantee.
