【摘要】：城鎮(zhèn)化作為區(qū)域經濟社會發(fā)展的重要力量，一直受到政府以及學術界的廣泛關注與討論。在我國城鎮(zhèn)化快速發(fā)展的背景下，河北省作為京津冀城市群的重要組成部分，對其城鎮(zhèn)化問題的研究具有很重要的現(xiàn)實意義。 對城鎮(zhèn)化問題的研究通常從城鎮(zhèn)化水平和城鎮(zhèn)化速度兩個方面進行，分別從靜態(tài)以及動態(tài)發(fā)展角度來衡量一個區(qū)域的城鎮(zhèn)化進程。本文分別對河北省的城鎮(zhèn)化水平和速度進行了實證分析,首先從城鎮(zhèn)化相關理論出發(fā)，介紹了城鎮(zhèn)化及其水平和速度的定義，并闡釋了城鎮(zhèn)化的內涵以及發(fā)展的一般規(guī)律，其次從人口城鎮(zhèn)化水平和綜合城鎮(zhèn)化水平兩個方面來全面分析河北省城鎮(zhèn)化水平，人口城鎮(zhèn)化即通過單一的城鎮(zhèn)化率指標來探討城鎮(zhèn)化水平的高低，綜合城鎮(zhèn)化則是通過建立一個包含經濟指標、人口指標、社會指標、環(huán)境指標以及土地指標這五個子系統(tǒng)的指標評價體系，運用熵值法進行實證研究，并在此基礎進行了障礙因子分析，找到阻礙河北省綜合城鎮(zhèn)化水平的因子。再次，，對城鎮(zhèn)化速度同樣從人口城鎮(zhèn)化和綜合城鎮(zhèn)化角度出發(fā)進行了評析，并得出主要結論：河北省人口城鎮(zhèn)化速度在當前中國整個大的背景環(huán)境下是與經濟發(fā)展速度相適應的，不快也不慢，同時已經過了快速發(fā)展階段的拐點，增速會變緩，預計未來五年會在1～1.17百分點左右推進，此外綜合城鎮(zhèn)化速度明顯快于人口城鎮(zhèn)化速度，且各個子系統(tǒng)的速度存在明顯的差異。最后，根據分析可知，河北省的城鎮(zhèn)化速度整體是適當的，更重要的是進一步提升城鎮(zhèn)化的水平，并有針對性的提出促進河北省城鎮(zhèn)化發(fā)展的對策建議：加快產業(yè)結構升級調整，強化城鎮(zhèn)化發(fā)展產業(yè)支撐；優(yōu)化城鎮(zhèn)布局和形態(tài)，進一步提高城市聚集能力；改善生態(tài)環(huán)境質量，加大環(huán)境保護力度；積極促進城鎮(zhèn)就業(yè)，提高居民生活水平。
[Abstract]:Urbanization, as an important force of regional economic and social development, has been widely concerned and discussed by the government and academia. Under the background of rapid development of urbanization in China. As an important part of Beijing, Tianjin and Hebei cities, the study of urbanization in Hebei province is of great practical significance. The research on urbanization is usually carried out from two aspects: the level of urbanization and the speed of urbanization. From the perspective of static and dynamic development to measure the urbanization process of a region. This paper analyzes the level and speed of urbanization in Hebei Province, starting from the theory of urbanization. This paper introduces the definition of urbanization, its level and speed, and explains the connotation of urbanization and the general law of its development. Secondly, the level of urbanization in Hebei Province is comprehensively analyzed from two aspects: the level of population urbanization and the level of comprehensive urbanization. Population urbanization is to discuss the level of urbanization through a single index of urbanization rate. Comprehensive urbanization is through the establishment of economic indicators, population indicators, social indicators, environmental indicators and land indicators of the five indicators of indicators evaluation system, using the entropy method for empirical research. And on this basis, the obstacle factor analysis to find the obstacles to the level of comprehensive urbanization in Hebei Province. Thirdly, the speed of urbanization from the perspective of population urbanization and comprehensive urbanization is also evaluated. And draws the main conclusion: Hebei Province population urbanization speed in the present China entire background environment is adapts with the economic development speed, is not fast also is not slow, at the same time has passed the fast development stage inflection point. The growth rate will slow down, the next five years is expected to be 1% 1.17% or so, in addition, the speed of comprehensive urbanization is significantly faster than the speed of population urbanization, and there are significant differences in the speed of each subsystem. Finally. According to the analysis, the overall pace of urbanization in Hebei Province is appropriate, more important is to further improve the level of urbanization. The countermeasures and suggestions to promote the development of urbanization in Hebei Province are put forward: accelerating the adjustment of industrial structure and strengthening the industrial support of urbanization development; Optimize the urban layout and form, further improve the ability of urban agglomeration; Improving the quality of ecological environment and increasing the intensity of environmental protection; Actively promote urban employment, improve the standard of living of residents.
