【摘要】：水是生命的源泉,水資源作為人類社會的基礎(chǔ)性自然資源和戰(zhàn)略性經(jīng)濟資源,是所有資源中不可替代的一種非常重要的資源。水資源問題早已成為當今世界嚴峻問題,這是由于水資源和人口、生活以及環(huán)境等方方面面緊密相關(guān)。 進入21世紀以來,全球性的水危機由于世界人口快速增加以及迅猛增長的社會經(jīng)濟已經(jīng)全面爆發(fā),水危機就是水資源短缺以及水生態(tài)環(huán)境的惡化,使水資源的供需矛盾問題日益突出,如今到了必須要正視水問題的關(guān)鍵時期。這就需要實行最嚴格、最完善、最健全的水資源管理體制來保護生態(tài)環(huán)境、提高人居生活品質(zhì)。為了確保社會經(jīng)濟可以持續(xù)發(fā)展和社會的文明更加進步,就需要大力開展水資源的合理開發(fā)和利用,達到對水資源的最優(yōu)化配置。 現(xiàn)如今區(qū)域經(jīng)濟的發(fā)展十分迅速,嚴重制約著遼寧省人民生活和社會經(jīng)濟的發(fā)展要素之一就是水資源的短缺。遼寧省是中國嚴重缺水的省份,同時也是我國東北老工業(yè)基地的代表城市之一,所以對遼寧省在水資源開發(fā)利用和管理中所存在的問題,提出科學性的建議、完善的對策和有力的解決措施是十分有必要的。 本文的內(nèi)容主要包括當今國內(nèi)外水資源管理的研究現(xiàn)狀、遼寧省水資源現(xiàn)狀及我省水資源管理中所存在的主要問題,并結(jié)合我省實際的現(xiàn)實情況,綜合提出實現(xiàn)水資源可持續(xù)發(fā)展目標的水資源管理對策和建議。 第一部分導論主要闡述了論文選題的研究背景和研究意義,并對國內(nèi)外主要的水資源管理相關(guān)文獻進行分析、整合、綜述,同時介紹了國內(nèi)外水資源管理研究階段性現(xiàn)狀和發(fā)展趨勢,最后對本文的研究內(nèi)容和思路以及運用到的研究方法進行詳細的陳述。 第二部分的主要內(nèi)容是論文涉及到的概念解釋以及相關(guān)理論。本章對水資源和水資源管理的概念進行解釋,并對公共資源理論和可持續(xù)水資源發(fā)展理論做出詳細闡明。 第三部分是對遼寧省水資源現(xiàn)狀及水資源管理存在的主要問題進行詳細的分析說明。首先概括介紹遼寧省地理位置及氣候條件等特殊自然情況,然后分析了遼寧省水資源短缺、污染和浪費情況現(xiàn)象,最后明確指出我省水資源管理存在的問題,即第一,水資源管理目標方向不明確；第二,水資源管理的法律法規(guī)還不夠健全；第三,水資源統(tǒng)一管理體制不夠完善；第四,水資源管理技術(shù)不先進,導致水資源污染、浪費現(xiàn)象嚴重；第五,短缺的水資源管理經(jīng)費造成了水資源管理規(guī)劃的進行缺乏保障。 第四部分主要介紹了美國和法國先進的水資源管理模式和取得的優(yōu)秀成果,結(jié)合我省的實際情況總結(jié)出值得我們借鑒的寶貴經(jīng)驗。 第五部分綜合對前面內(nèi)容的分析研究,明確提出提高遼寧省水資源管理的對策建議。第一,要加強水資源管理的法制建設(shè),完善相關(guān)法律法規(guī)；第二,要實行一體化水資源統(tǒng)一管理體制,在管理制度、執(zhí)行制度、監(jiān)督制度、政績考核制度、公眾參與制度等方面進行完善；第三,加快科技創(chuàng)新,建設(shè)可持續(xù)發(fā)展節(jié)約型社會；第四,優(yōu)化水資源配置,加強協(xié)調(diào)平衡水資源供給關(guān)系,使我省水資源得到高效利用；第五,充分利用市場經(jīng)濟的協(xié)調(diào)作用,建立統(tǒng)一標準的水價機制、合理的水資源費征收制度,使我省水資源管理工作協(xié)調(diào)統(tǒng)一、有序高效的展開,實現(xiàn)水資源可持續(xù)發(fā)展的管理目標。 水資源管理的基本前提是保護生態(tài)環(huán)境,核心宗旨是要保障經(jīng)濟社會發(fā)展,最終的目標是實現(xiàn)水資源的可持續(xù)發(fā)展。為了快速地推進水資源管理體制改革創(chuàng)新,實現(xiàn)可持續(xù)地滿足社會經(jīng)濟發(fā)展的目標,就要系統(tǒng)的綜合運用經(jīng)濟、法律、行政和技術(shù)等手段,對水資源的分配、開發(fā)、利用和保護進行高效、科學、合理的系統(tǒng)管理。
[Abstract]:Water is the source of life, water resources as the foundation of human society and natural resources and strategic economic resources, all resources can not be replaced in a very important resource. The problem of water resources had become serious problems, which is due to the water resources and population, living environment and other aspects are closely related.
Since twenty-first Century, the global water crisis due to the rapid increase in world population and the rapid growth of social economy has full-blown, water crisis is the shortage of water resources and deterioration of water ecological environment, the contradiction between supply and demand of water resources have become increasingly prominent, now at a critical period must face the problem of water. This requires the implementation of the most stringent and the most perfect, the most robust water resources management system to protect the ecological environment, improve the quality of human life. In order to ensure social and economic sustainable development and social civilization progress, we need to develop the reasonable exploitation and utilization of water resources, optimal allocation of water resources.
Now the development of the regional economy is very rapid, shortage restricts one of the development factors of Liaoning province people's life and the social economy is water resources. Liaoning province is a serious water shortage in Chinese provinces, and one of the representative city is China's northeast old industrial base in Liaoning Province, so the problems existing in the development and utilization of water resources and management in the problem, put forward the scientific advice, perfect countermeasures and powerful measures is very necessary.
The main content of this paper includes the research present situation of domestic water resources management, the main problems of water resources in Liaoning province and water resources management, the reality and combining the reality of our province, put forward the comprehensive goal to realize sustainable development of water resources in water resources management countermeasures and suggestions.
The first part is the introduction, mainly introduces the research background and significance of the research, and the related literature at home and abroad mainly carries on the analysis of water resources management, integration, review, and introduces the status quo and development stage of management of water resources at home and at the end of the trend, the research content and research ideas and methods applied to the detail the statement.
The second part is the conceptual explanation and related theories. This chapter explains the concept of water resources and water resources management, and expounds the theory of public resources and the theory of sustainable water resources development.
The third part is the present situation and main problems of water resources management of water resources in Liaoning province are analyzed in detail. This paper first introduces the Liaoning geographical location and climate conditions of the special natural conditions, and then analyzes the Liaoning province water resources shortage, pollution and waste phenomenon, it is clearly pointed out that the existing water resources management problems, i.e. first, the direction of water resources management goal is not clear; second, laws and regulations of water resources management is not perfect; third, the unified water resources management system is not perfect; fourth, water resource management technology is not advanced, resulting in the pollution of water resource, serious waste; fifth, the shortage of funds caused by the water resources management in water resources management planning the lack of security.
The fourth part mainly introduces the advanced water resources management mode and outstanding achievements of the United States and France, and summarizes the valuable experience that we should learn from the actual situation of our province.
The fifth part of the front of the content analysis, put forward countermeasures to improve the water resources management in Liaoning province. First, to strengthen the construction of legal system of water resources management, improve relevant laws and regulations; second, to the implementation of integrated water resources management system, the management system, execution system, supervision system, performance evaluation system, public participation other aspects of the system were improved; third, accelerate technological innovation, sustainable development of economical society; fourth, optimize the allocation of water resources, strengthen coordination and balance between the supply of water resources, make our province water use efficiency; fifth, make full use of the coordinating role of the market economy, the price mechanism to establish a unified standard, water resources fee collection system reasonable, I make the water resources management work coordination, expand orderly and efficient, to achieve the sustainable development of water resources management.
The basic premise of water resources management is to protect the ecological environment, the core purpose is to protect the economic and social development, the ultimate goal is to achieve sustainable development of water resources. In order to promote the reform and innovation of the management system of water resources, to achieve sustainable economic development to meet the social goals, to comprehensive use of economic system, legal, administrative and technology of water resources allocation, development, utilization and protection of scientific management system, efficient and reasonable.
