【摘要】：招商引資作為地方政府加快區(qū)域經(jīng)濟發(fā)展的根本途徑和重要手段，其規(guī)模和質(zhì)量仍然是開發(fā)區(qū)優(yōu)化存量、提升增量、加快發(fā)展的關(guān)鍵所在，一直受到各地政府的高度重視。從威海高新區(qū)招商引資的現(xiàn)狀看，外商投資產(chǎn)生的多方面溢出效應，使威海高新區(qū)在開放競爭中得到提升與發(fā)展，但仍存在許多不容忽視的問題。因此，研究如何讓招商引資工作科學規(guī)范地有效開展，如何有效發(fā)揮政府在招商引資過程中的公共職能對于保持經(jīng)濟可持續(xù)增長、促進威海高新區(qū)招商引資工作具有長遠和現(xiàn)實意義。 本文采用文獻研究方法，研究了招商引資理論的變化過程和招商引資理論的創(chuàng)新發(fā)展，為威海高新區(qū)招商引資的對策研究提供理論支持。采用實證分析和問卷調(diào)查的方法進行數(shù)據(jù)統(tǒng)計，基于威海高新區(qū)經(jīng)濟發(fā)展現(xiàn)狀，研究分析了威海高新區(qū)招商引資現(xiàn)狀、存在的問題及其成因。認為外商投資結(jié)構(gòu)單一、利用外資后勁不足、產(chǎn)業(yè)集群亟待發(fā)展、投資環(huán)境尚需優(yōu)化等是制約威海高新區(qū)招商引資工作發(fā)展的因素。稀缺資源減少、行政考核缺陷、公共服務不足等是導致這些瓶頸問題的原因。采用比較分析方法，研究了國內(nèi)外招商引資的先進經(jīng)驗，分析了不同環(huán)境條件下招商引資的創(chuàng)新動因和激勵因素，得出對威海高新區(qū)招商引資工作的啟示。 本文通過研究，針對威海高新區(qū)政府在招商引資過程中的角色定位提出了相應的公共政策建議，結(jié)合威海高新區(qū)產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀與未來發(fā)展趨勢提出了具體策略和實施方案。認為威海高新區(qū)政府應充分發(fā)揮其集規(guī)制主體與媒介主體于一體的協(xié)同作用，，做好規(guī)則設(shè)計并監(jiān)督實施、做好城市營銷；威海高新區(qū)招商引資工作應發(fā)揮地緣優(yōu)勢、創(chuàng)新優(yōu)勢、環(huán)境優(yōu)勢等現(xiàn)有的比較優(yōu)勢；具體操作中應創(chuàng)新利用外資方式，鼓勵外資流向高新技術(shù)、現(xiàn)代服務業(yè)等領(lǐng)域，優(yōu)化外商投資結(jié)構(gòu)，加快實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級和增長方式轉(zhuǎn)變。
[Abstract]:The fundamental way and important means of investment as a local government to accelerate the development of regional economy, the scale and the quality is still the development zone to optimize the stock, incremental upgrade, the key to accelerate the development, has been highly valued by the local government. From the current situation of Weihai high tech Zone to attract foreign investment, many aspects of the spillover effect of foreign investment, the Weihai high tech Zone to get promotion and development in an open competition, but there are still many problems can not be ignored. Therefore, the study of how to make the investment work scientifically effectively, how to effectively play the government investment in the process of public functions to maintain sustainable economic growth, and has long-term practical significance to promote the Weihai high tech Zone to attract foreign capital.
In this paper, using the method of literature research, innovation and development process and investment theory of investment theory, providing theoretical support for the research on Countermeasures of Weihai high tech Zone investment. Through the empirical analysis and questionnaire survey data statistics, Weihai New District Economic Development Based on the situation of the research and analysis of the Weihai high tech Zone investment status, causes and problems. Foreign investment utilization of foreign capital structure is single, lack of stamina, to develop industrial clusters, the investment environment is still need to optimize the factors restricting the development of Weihai high tech Zone investment work. Scarce resources to reduce administrative examination, defects, lack of public services are the causes of these problems by comparative analysis. Method of the advanced experience of domestic and foreign investment, analyzes the different conditions of investment innovation motivation and shock The inspirations to the investment and investment work of Weihai high tech Zone are obtained.
In this paper, the role of government in the Weihai high tech Zone in the process of investment puts forward the public policy advice, combined with the Weihai High-tech Zone industrial structure status quo and future development trend put forward specific strategies and implementation plan. That Weihai new district government should give full play to the synergy in regulation subject and in one of the main media well, the rules of design and implementation of the supervision, completes the city marketing; Weihai high tech Zone investment should play a geographical advantage, innovation advantage, comparative advantage of existing environmental advantages; innovative methods of utilizing foreign capital should be in the specific operation, to encourage foreign investment flows to high-tech, modern service industries, optimize the structure of foreign investment, accelerate the transformation and upgrading the growth mode and optimize the industrial structure.
