【摘要】：作為國家的基本經(jīng)濟(jì)行業(yè)之一，礦業(yè)的健康可持續(xù)發(fā)展不僅有助于國家經(jīng)濟(jì)的穩(wěn)定增長(zhǎng)，而且事關(guān)子孫后代的福祉。在我國遼闊的疆域內(nèi)，蘊(yùn)藏著豐富的礦產(chǎn)資源，尤其以位于我國西北部的五省區(qū)為甚。西北五省區(qū)的疆域面積只占我國國土面積的1/3，養(yǎng)育著我國7.2%的人民。同時(shí)，在已發(fā)現(xiàn)的168種礦產(chǎn)中，90%以上都在西北五省區(qū)有所蘊(yùn)藏。豐富的礦產(chǎn)資源不僅為區(qū)域的礦業(yè)發(fā)展提供了良好的資源保障，更為區(qū)域經(jīng)濟(jì)的發(fā)展奠定了堅(jiān)實(shí)的基礎(chǔ)。 建國以來，西北五省區(qū)的礦業(yè)經(jīng)濟(jì)有所發(fā)展，但是在吸引礦業(yè)投資方面仍存在一定欠缺。特別是中國實(shí)行改革開放政策及中國加入世界貿(mào)易組織以后，經(jīng)濟(jì)全球化的形勢(shì)既給西北五省區(qū)的礦業(yè)發(fā)展提供了前所未有的機(jī)遇，又向西北五省區(qū)如何更好地發(fā)展礦業(yè)提出了挑戰(zhàn)。 如何彌補(bǔ)西北五省區(qū)與我國其他區(qū)域經(jīng)濟(jì)發(fā)展的差距，如何吸引更多有效長(zhǎng)久的礦業(yè)資本進(jìn)入西北五省區(qū)的礦業(yè)中來，都是發(fā)展西北五省區(qū)礦業(yè)，實(shí)現(xiàn)其區(qū)域經(jīng)濟(jì)穩(wěn)健增長(zhǎng)中亟需解決的問題。 鑒于此，本文在前人研究的基礎(chǔ)上，構(gòu)建并完善了礦業(yè)投資環(huán)境的評(píng)價(jià)指標(biāo)體系，并運(yùn)用主成分分析法對(duì)指標(biāo)進(jìn)行提取，試圖探究影響西北五省區(qū)礦業(yè)投資環(huán)境的主要因素。分析表明，區(qū)域經(jīng)濟(jì)及社會(huì)發(fā)展?fàn)顩r、區(qū)域基礎(chǔ)設(shè)施建設(shè)情況、區(qū)域礦業(yè)發(fā)展程度、人力資源水平以及區(qū)域生態(tài)環(huán)境保護(hù)等五方面對(duì)西北五省區(qū)的礦業(yè)投資環(huán)境影響深遠(yuǎn)。同時(shí)，，本文也對(duì)全國其它區(qū)域的礦業(yè)投資環(huán)境進(jìn)行了分析，并將西北五省區(qū)的礦業(yè)投資環(huán)境與其進(jìn)行了比較研究。研究發(fā)現(xiàn)，西北五省區(qū)在影響礦業(yè)投資環(huán)境的五個(gè)主要因子方面表現(xiàn)不佳，基本處于全國中下游水平，亟需得到改善。 基于區(qū)域經(jīng)濟(jì)學(xué)的理論，針對(duì)西北五省區(qū)在礦業(yè)投資環(huán)境方面存在的問題，結(jié)合五個(gè)主要影響因素，對(duì)改善西北五省區(qū)礦業(yè)投資環(huán)境提出相應(yīng)的對(duì)策建議：加強(qiáng)礦業(yè)市場(chǎng)建設(shè)，增強(qiáng)區(qū)域礦業(yè)發(fā)展動(dòng)力；完善區(qū)域基礎(chǔ)設(shè)施建設(shè)，改善礦業(yè)投資環(huán)境；加大教育科研經(jīng)費(fèi)投入，建設(shè)礦業(yè)發(fā)展人才庫；建立礦業(yè)環(huán)保體系，發(fā)展綠色健康礦業(yè)。
[Abstract]:As one of the basic economic sectors of the country, the healthy and sustainable development of the mining industry is not only conducive to the stable growth of the national economy, but also related to the well-being of future generations. There are abundant mineral resources, especially the five provinces located in the northwest of China. The territory of the five northwest provinces only accounts for 1 / 3 of the land area of our country, raising 7.2% people. At the same time. More than 90% of the 168 kinds of minerals have been found in the five provinces of northwest China. The rich mineral resources not only provide a good resource guarantee for the development of the mining industry in the region. More regional economic development laid a solid foundation. Since the founding of the people's Republic of China, the mining economy of the five northwest provinces has developed somewhat, but there are still some deficiencies in attracting mining investment, especially after China has implemented the policy of reform and opening up and China has joined the World Trade Organization. The situation of economic globalization not only provides an unprecedented opportunity for the development of mining industry in the five provinces of Northwest China, but also challenges how to develop the mining industry better in the five provinces of Northwest China. How to make up the gap between the five provinces of Northwest China and other regions in economic development and how to attract more effective and long-term mining capital into the mining industry of the five provinces of Northwest China is to develop the mining industry in the five provinces of Northwest China. To achieve its regional economic growth in a sound need to solve the problem. In view of this, this paper on the basis of previous studies, the construction and improvement of the mining investment environment evaluation index system, and the use of principal component analysis to extract the indicators. This paper attempts to explore the main factors that affect the mining investment environment in the five provinces of Northwest China. The analysis shows that the regional economic and social development, regional infrastructure construction, and regional mining development level. The level of human resources and regional ecological environment protection have a profound impact on the mining investment environment in the five provinces of Northwest China. At the same time, this paper also analyzes the mining investment environment in other regions of the country. The paper makes a comparative study on the mining investment environment of the five provinces in Northwest China. The results show that the five provinces of Northwest China are not good at the five main factors affecting the investment environment of mining industry and are basically at the level of the middle and lower reaches of the country. There is an urgent need for improvement. Based on the theory of regional economics, aiming at the problems existing in the mining investment environment in the five provinces of Northwest China, this paper combines five main influencing factors. To improve the investment environment of mining industry in the five provinces of Northwest China, the corresponding countermeasures and suggestions are put forward: strengthening the construction of mining market and strengthening the motive force of the development of regional mining industry; Improve the regional infrastructure construction and improve the mining investment environment; Increase investment in education and scientific research, build talent pool for mining industry development; Establish mining environmental protection system and develop green and healthy mining industry.
