【摘要】：政府投資效率，經(jīng)常用于評(píng)價(jià)政府利用有限資源改善區(qū)域經(jīng)濟(jì)環(huán)境和社會(huì)公眾生活水平的行為有效性，它是衡量政府績(jī)效的重要指標(biāo)。建立科學(xué)合理的政府投資效率評(píng)價(jià)體系，是關(guān)系到政府提高資源利用效果，提升區(qū)域經(jīng)濟(jì)發(fā)展導(dǎo)向效力的核心問題。論文以公共基礎(chǔ)設(shè)施項(xiàng)目為切入點(diǎn)，對(duì)我國(guó)公共基礎(chǔ)設(shè)施政府投資效率現(xiàn)狀分析，結(jié)合X效率理論、系統(tǒng)評(píng)價(jià)理論、霍爾三維結(jié)構(gòu)模型、模糊綜合評(píng)價(jià)等理論的運(yùn)用，構(gòu)建政府投資效率的評(píng)價(jià)體系，回答了誰來評(píng)價(jià)、評(píng)價(jià)什么、拿什么評(píng)價(jià)以及如何評(píng)價(jià)等一系列問題，并提出以下主要結(jié)論： ①通過采用宏觀、中觀、微觀三層次的分析結(jié)構(gòu)，分別探討公共基礎(chǔ)設(shè)施政府投資的規(guī)模效率、結(jié)構(gòu)效率和組織效率，呈現(xiàn)出我國(guó)公共基礎(chǔ)設(shè)施投資雖規(guī)模效應(yīng)彰顯，投資結(jié)構(gòu)逐步優(yōu)化但投資項(xiàng)目微觀效率仍低下的現(xiàn)狀，并指明本文政府投資效率研究的重點(diǎn)在于微觀層次的項(xiàng)目評(píng)價(jià)； ②通過比較與分析公共基礎(chǔ)設(shè)施項(xiàng)目中各利益相關(guān)者投入資本的專用性和風(fēng)險(xiǎn)大小，選擇政府和社會(huì)公眾為主要評(píng)價(jià)主體，并基于兩者的利益訴求博弈，，最終確立資金效率、時(shí)間效率、功能效率的三維評(píng)價(jià)目標(biāo)； ③通過引入霍爾三維結(jié)構(gòu)模型，構(gòu)建政府投資效率評(píng)價(jià)的三維評(píng)價(jià)體系結(jié)構(gòu)，并結(jié)合公共基礎(chǔ)設(shè)施全生命周期的建設(shè)過程，設(shè)計(jì)出具有12個(gè)初始指標(biāo)、42個(gè)終極指標(biāo)的多層次指標(biāo)體系。
[Abstract]:The efficiency of government investment is often used to evaluate the effectiveness of the government's use of limited resources to improve the regional economic environment and the living standards of the public. It is an important indicator to measure the performance of the government. The establishment of a scientific and reasonable evaluation system of government investment efficiency is related to the efficiency of the government to improve the use of resources. The paper takes the public infrastructure project as the breakthrough point, analyzes the present situation of our country's public infrastructure government investment efficiency, combines X efficiency theory, systematic evaluation theory. Hall three-dimensional structure model, fuzzy comprehensive evaluation theory, the construction of the evaluation system of the efficiency of government investment, answered a series of questions, such as who to evaluate, what to evaluate, what to take and how to evaluate. The main conclusions are as follows: 1. By adopting macro, meso and micro analysis structure, the paper discusses the scale efficiency, structure efficiency and organization efficiency of government investment in public infrastructure. Although the scale effect of public infrastructure investment in China is obvious, the investment structure is gradually optimized, but the micro-efficiency of investment projects is still low. It also points out that the emphasis of the research on the efficiency of government investment lies in the project evaluation at the micro level. (2) by comparing and analyzing the specificity and risk of the stakeholders in public infrastructure projects, selecting the government and the public as the main evaluation subjects, and based on the interests of the two game. Finally, the three-dimensional evaluation objectives of capital efficiency, time efficiency and function efficiency are established. 3 by introducing Hall three-dimensional structure model to construct the three-dimensional evaluation system structure of government investment efficiency evaluation, and combined with the construction process of the whole life cycle of public infrastructure, 12 initial indicators are designed. The multi-level index system of 42 ultimate indexes.
