【摘要】：通過這些年來區(qū)域經(jīng)濟(jì)發(fā)展的實(shí)踐結(jié)果表明,以特色產(chǎn)業(yè)為核心的產(chǎn)業(yè)集群能夠加快區(qū)域經(jīng)濟(jì)轉(zhuǎn)型的升級進(jìn)程,為區(qū)域經(jīng)濟(jì)的轉(zhuǎn)型向著更快、更好方向發(fā)展。地方政府與產(chǎn)業(yè)集群的互動理論也表明,兩者之間是互惠互利的合作型關(guān)系,所依據(jù)的載體主要是產(chǎn)業(yè)集群政策,這一現(xiàn)象產(chǎn)生的原因不僅僅是因?yàn)樵诋a(chǎn)業(yè)集群內(nèi)部的市場和系統(tǒng)有時候會發(fā)揮不了完全的作用,同時也是地方政府經(jīng)濟(jì)管理職能所在。產(chǎn)業(yè)集群政策在產(chǎn)業(yè)集群產(chǎn)業(yè)目前發(fā)展和長遠(yuǎn)發(fā)展當(dāng)中有著很重要的作用,好的政策能對一些發(fā)展中的企業(yè)起到獎勵和激勵的作用,能在企業(yè)發(fā)展的同時,為整個產(chǎn)業(yè)鏈條的發(fā)展提供市場上激勵,目前,我國的一些地方政府也逐漸的意識到它的重要性和必要性,在企業(yè)產(chǎn)業(yè)化的不斷發(fā)展中,還不斷制定并且完善實(shí)施了一系列的政策措施,但是這些政策的落實(shí)和實(shí)施結(jié)果并不是那么理想,另一方面又因?yàn)槔碚摻绲难芯亢彤a(chǎn)業(yè)集群政策的研究不能同步發(fā)展,這些因素的存在都阻礙著產(chǎn)業(yè)化集群的發(fā)展,也意味著政策的實(shí)施和落實(shí)推進(jìn)產(chǎn)業(yè)發(fā)展比較困難。在這些問題的基礎(chǔ)上,本文主要想通過東營市石油裝備制造業(yè)產(chǎn)業(yè)集群為案例,它作為眾多企業(yè)的代表,代表著眾多產(chǎn)業(yè)中各個環(huán)節(jié)比較完善的企業(yè)之一,希望通過對它的發(fā)展的優(yōu)劣勢以及相關(guān)公共政策的分析評價,來為現(xiàn)實(shí)發(fā)展中產(chǎn)業(yè)集群的發(fā)展提供指導(dǎo),提供理論的可實(shí)踐性。本文采用理論與實(shí)踐相結(jié)合的研究方法,以產(chǎn)業(yè)集群理論與政府經(jīng)濟(jì)管理職能為切入點(diǎn),通過對公共政策的研究,來得出地方政府在一些政策措施的制定和實(shí)施過程中,產(chǎn)業(yè)集群化發(fā)展有沒有也因此而受到影響,發(fā)生變化。首先,對概念性政策進(jìn)行制定,分析政策理論和地方政府的一些互動理論,指出產(chǎn)業(yè)集群政策在產(chǎn)業(yè)化集群的發(fā)展方面有著極為關(guān)鍵的推動作用。第二,利用對東營市石油裝備制造業(yè)產(chǎn)業(yè)集群的歷史沿革、現(xiàn)狀以及優(yōu)劣勢的分析,以期能夠全面了解其發(fā)展過程中急需關(guān)注與解決的問題,希望由分析得出的結(jié)論可以在產(chǎn)業(yè)化政策的后期完善上給予一些參考,幫助其更好的完善落實(shí)。再次,主要從宏觀層面及保障措施方面對東營市石油裝備制造業(yè)產(chǎn)業(yè)集群所涉及的政策進(jìn)行梳理,并從政策制定、實(shí)施以及評價三個方面分析得出政策存在的不足。最后,就東營市石油裝備制造業(yè)產(chǎn)業(yè)集群政策在實(shí)施過程中容易出現(xiàn)的不可避免的問題,加以分析比較,分析其中的利弊和發(fā)展的優(yōu)劣勢,從理念層面、操作層面和制度層面提出改進(jìn)的對策建議,以期能夠?yàn)槭脱b備制造產(chǎn)業(yè)集群政策優(yōu)化給予一定的借鑒。
[Abstract]:Through these years of practice to the development of regional economy shows that industrial clusters with characteristics of industry as the core to speed up the process of regional economic transition, regional economic transformation toward faster and better direction. The interaction theory of local government and industry cluster also shows that, between the two is the type of cooperation and mutually beneficial relationship, carrier the basis is the main industrial cluster policy, the reason of this phenomenon is not only because the market and system in industrial cluster can sometimes play a role not completely, but also the local government economic management functions. Industrial cluster policy plays a very important role in industry current development and long-term development. Good policy of the development of enterprises to reward and incentive effect in enterprise development at the same time, for the whole industry chain development. For market incentives, at present, some local governments in China have gradually realized the importance and necessity of it, in the continuous development of enterprises in the industry, also continue to develop and improve the implementation of a series of policies and measures, but the implementation of these policies and the implementation of the results is not so ideal, on the other hand because of not theoretical research and industrial cluster policy development, the existence of these factors have hindered the development of industrial clusters, also means that the implementation of the policy and promote the implementation of industrial development more difficult. Based on these problems, this paper mainly through Dongying petroleum equipment manufacturing industry cluster as a case as a representative of many enterprises, represents one of the many industries in all aspects of relatively perfect enterprise, hope to its development through the analysis of the advantages and disadvantages of public policy evaluation The price, to provide guidance for the development of industrial clusters is the reality of development, provide the theory can be practical. This paper uses the combined method of theory and practice, the economic management function to the theory of industrial cluster and the government as the starting point, through the study of public policy, as the local government in the process of formulating and implementing policies measures in the development of industrial clusters have also affected as a result, change. First, the concept of policy formulation, analysis some policy theory and the interaction theory of local government, and points out that the industrial cluster policy in the development of industrial cluster plays a key role in promoting the use of history. Second. City of Dongying petroleum equipment manufacturing industry cluster, analysis of the current situation and the advantages and disadvantages, in order to fully understand the urgent need in the development process concerned with solving the problem of hope by analysis The conclusion can be in the late industrialization policy to give some reference to perfect, perfect to help them better implemented. Again, mainly from the macro level and the protection measures of Dongying petroleum equipment manufacturing industry cluster involved in policy review, and from the policy formulation, implementation and evaluation of three aspects of lack of policy there is inevitable. Finally, Dongying petroleum equipment manufacturing industry cluster policy easily arise in the implementation process problems, analyzed the comparison, analysis of advantages and disadvantages and develop the advantages and disadvantages, from the conceptual level, puts forward countermeasures and suggestions to improve the operational level and system level, in order to provide petroleum equipment manufacturing cluster policy optimization of industry to give certain reference.
