山西省最低工資標(biāo)準(zhǔn)的就業(yè)效應(yīng)研究

【摘要】:隨著全國經(jīng)濟(jì)不斷的快速發(fā)展,各省市人民的生活水平有了很大的提高,平均工資水平也有所上升。為了使社會各個階層的群體都享受到經(jīng)濟(jì)發(fā)展的成果,政府對低收入勞動者的保障及救濟(jì)措施也成為了一個重點(diǎn)。1994年7月《中華人民共和國勞動法》的頒布標(biāo)志著我國的最低工資制度以國家法律的形式最終確立,2004年3月1日,原勞動和社會保障部頒布了《最低工資規(guī)定》,如今最低工資制度已在全國范圍內(nèi)實(shí)施。該規(guī)定中明確指出,最低工資標(biāo)準(zhǔn)最少每兩年調(diào)整一次。近幾年來,各省市加大了對最低工資標(biāo)準(zhǔn)的測算、制定的重視程度,調(diào)整頻率也越來越快。例如,2011年,全國24個省份都上調(diào)了最低工資標(biāo)準(zhǔn),平均增幅達(dá)到22%。而在2013年全國共有26個省份調(diào)整了最低工資標(biāo)準(zhǔn),平均增幅為18%。 最低工資標(biāo)準(zhǔn)不斷提高,導(dǎo)致企業(yè)成本上升,使勞動力需求減少,從這個角度來看,最低工資標(biāo)準(zhǔn)對就業(yè)水平勢必造成一定影響。當(dāng)前國內(nèi)存在很多關(guān)于最低工資標(biāo)準(zhǔn)的就業(yè)效應(yīng)的研究,其中不乏理論及實(shí)證方面的多方探討,但這些研究的結(jié)論卻不大相同,不同的就業(yè)群體、不同的地區(qū)及行業(yè)最低工資標(biāo)準(zhǔn)的就業(yè)效應(yīng)也不相一致,因此,其他各地區(qū)的研究與分析并不適用于山西省最低工資標(biāo)準(zhǔn)的就業(yè)效應(yīng)及行業(yè)的就業(yè)效應(yīng)的實(shí)際情況。山西省是國家的能源重化工基地,是國家資源型經(jīng)濟(jì)綜合改革試驗(yàn)省份,正謀求經(jīng)濟(jì)轉(zhuǎn)型與結(jié)構(gòu)調(diào)整,產(chǎn)業(yè)結(jié)構(gòu)與發(fā)展重心與其他省份存在較大差異,其最低工資標(biāo)準(zhǔn)的實(shí)施及其對就業(yè)的影響,也會表現(xiàn)出與其他省份不同之處,因此,對山西省進(jìn)行一個獨(dú)立的研究有助于最大限度地消除最低工資制度帶來的不利影響,促進(jìn)最低工資制度與就業(yè)和諧發(fā)展,為山西省區(qū)域經(jīng)濟(jì)的健康穩(wěn)定發(fā)展提供一定的理論參考。 本文在闡述有關(guān)最低工資標(biāo)準(zhǔn)及其就業(yè)效應(yīng)的相關(guān)理論之后,首先分析山西省最低工資標(biāo)準(zhǔn)的歷史沿革及現(xiàn)狀,對其進(jìn)行縱向及橫向的比較,以得出山西省最低工資標(biāo)準(zhǔn)的特點(diǎn)及其存在的問題。其次,基于協(xié)整理論與誤差修正模型,對山西省最低工資標(biāo)準(zhǔn)對總體的就業(yè)效應(yīng)進(jìn)行研究,并分析其原因。再次,同樣基于前文的理論,選取建筑業(yè)、制造業(yè)及采礦業(yè)三個行業(yè),研究最低工資標(biāo)準(zhǔn)對這三個行業(yè)就業(yè)量的不同影響。最后,對以上分析中提出的問題提出一些政策建議,以期為完善山西省乃至全國的最低工資制度提出一些合理化的改進(jìn)措施。

The minimum wage increase, leading to the rise in the cost of enterprise, reduce the demand for labor, from this point of view, the minimum wage is bound to have some impact on the level of employment. At present there are many studies on the employment effects of minimum wage in China, which is lack of multi study theoretical and empirical aspects, but the conclusions of these studies is not the same, different groups of employment, employment effects of different regions and industries the minimum wage is not consistent, therefore, the actual situation of the employment effect and employment effect of industry research and analysis of other regions is not applicable to the minimum wage standard in Shanxi province. Shanxi province is the country's energy and heavy chemical industry base, is a comprehensive the reform of national resource-based economy pilot provinces, is seeking economic transformation and structural adjustment, there is a big difference between the industrial structure and development center and other provinces, the The implementation of the minimum wage and its impact on employment, will be different from that in other provinces, and so on, Shanxi Province, an independent research helps to maximally eliminate the adverse effects of the minimum wage system, the minimum wage and employment and promote harmonious development, provide a theoretical reference for health the stable development of regional economy in Shanxi province.
Based on the relevant theories about the minimum wage and employment effect, first analyzes the history and status quo of Shanxi Province, the minimum wage standard, the vertical and horizontal comparison of the characteristics of Shanxi Province, in order to get the minimum wage standard and the existing problems. Secondly, cointegration theory and error correction model based on the overall employment effect of the minimum wage in Shanxi Province, and analyzes its reason. Again, the same above theory based on the selection of building industry, manufacturing industry and mining industry three, the minimum wage standard of different influence on the three industry employment. Finally, it puts forward some suggestions on the above analysis the problem, in order to put forward some reasonable improvement measures for the improvement of Shanxi province and even the country's minimum wage system.
