【摘要】：國(guó)家“十二五”規(guī)劃明確提出，要推進(jìn)京津冀區(qū)域經(jīng)濟(jì)一體化發(fā)展、打造首都經(jīng)濟(jì)圈。這一戰(zhàn)略的核心是推動(dòng)京津同城化發(fā)展。在此大背景下，津京簽署了加強(qiáng)經(jīng)濟(jì)與社會(huì)發(fā)展的合作協(xié)議，從完善交通基礎(chǔ)設(shè)施體系、產(chǎn)業(yè)轉(zhuǎn)移和對(duì)接合作等十個(gè)方面推出了一攬子計(jì)劃。天津市寶坻區(qū)區(qū)位優(yōu)越，交通便捷，資源豐富，，生態(tài)優(yōu)良，經(jīng)濟(jì)社會(huì)發(fā)展態(tài)勢(shì)強(qiáng)勁，具備承接北京要素資源轉(zhuǎn)移的能力，可以發(fā)揮在京津同城發(fā)展中橋頭堡的作用。 本文以增長(zhǎng)極理論、核心—邊緣理論、梯度推移理論為理論依據(jù)，采用文獻(xiàn)研究、案例研究、統(tǒng)計(jì)分析等研究方法，在對(duì)國(guó)內(nèi)外實(shí)踐經(jīng)驗(yàn)進(jìn)行了分析與借鑒的基礎(chǔ)上，從京津同城發(fā)展的基礎(chǔ)、成效及規(guī)劃，寶坻區(qū)打造橋頭堡戰(zhàn)略的基礎(chǔ)、SWOT分析三個(gè)方面對(duì)寶坻打造橋頭堡的戰(zhàn)略選擇進(jìn)行了研究，并在此基礎(chǔ)上提出了相應(yīng)的政策建議：一是堅(jiān)持以規(guī)劃引領(lǐng)建設(shè)，制定科學(xué)的產(chǎn)業(yè)布局、城市建設(shè)、社會(huì)發(fā)展、人才發(fā)展規(guī)劃；二是積極對(duì)接京津資源，包括行政、產(chǎn)業(yè)、科技、旅游、金融、人才教育、文化、市場(chǎng)、交通物流、醫(yī)療衛(wèi)生等資源；三是打造京津同城發(fā)展橋頭堡的戰(zhàn)略支撐，包括載體支撐、科技和產(chǎn)業(yè)支撐、生態(tài)支撐、城鎮(zhèn)化支撐、文化支撐、體制機(jī)制支撐、組織領(lǐng)導(dǎo)體系支撐等。本文的研究對(duì)環(huán)渤海區(qū)域協(xié)作，加速津京一體化進(jìn)程有重要的現(xiàn)實(shí)意義。
[Abstract]:The national "12th Five-Year" plan explicitly proposed to promote the development of regional economic integration of Beijing Tianjin Hebei, build capital economic circle. The core of this strategy is to promote the development of Beijing and Tianjin city. In this context, Beijing signed a cooperation agreement to strengthen the economic and social development, from the improvement of transportation infrastructure system, ten aspects of industrial transfer and docking cooperation launched the package plan. Tianjin District of Baodi City, superior location, convenient transportation, abundant resources, good ecological, economic and social development situation is strong, have the ability to undertake the transfer of Beijing resources, can play a bridgehead in Tianjin city development.
Based on the growth pole theory, core periphery theory, gradient theory as the theoretical basis, using literature research, case studies, statistical analysis, carried out in the practice of the experience at home and abroad. Based on the analysis and reference, from the basis of Tianjin city development, performance and planning, Baodi district to build the foundation of strategic bridgehead the strategic choice of the three aspects of Baodi to build a bridgehead of the SWOT is studied, and put forward the corresponding policy suggestions: the first is to adhere to the guidance of the construction of scientific planning, industrial layout, city construction, social development, talent development planning; two are actively docking Beijing and Tianjin resources, including administrative, industry, science and technology, tourism, finance, education, culture, market, transportation and logistics, health and other resources; three is the strategic support to build the Beijing Tianjin city development bridgehead, including support for science and technology, and Industry support, ecological support, urbanization support, cultural support, institutional support, organization and leadership support system. This paper studies the Bohai rim regional cooperation, has important practical significance to accelerate the process of integration of Beijing and Tianjin.
