【摘要】：國(guó)防工業(yè)產(chǎn)業(yè)集群是國(guó)防工業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的迫切要求和重要推手,是推動(dòng)軍民融合深度發(fā)展的客觀需要和重要內(nèi)容,更是促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展的有力杠桿。對(duì)國(guó)防工業(yè)產(chǎn)業(yè)集群的區(qū)域經(jīng)濟(jì)效應(yīng)進(jìn)行探索研究,既能夠拓展軍民融合深度發(fā)展的研究視野,為國(guó)家相關(guān)部門制定政策提供咨詢參考,又能夠?yàn)榈胤綌M定經(jīng)濟(jì)發(fā)展規(guī)劃提供政策建議。文章基于產(chǎn)業(yè)經(jīng)濟(jì)和區(qū)域經(jīng)濟(jì)的相關(guān)理論,從國(guó)防工業(yè)產(chǎn)業(yè)集群的內(nèi)涵與特征入手,對(duì)國(guó)防工業(yè)產(chǎn)業(yè)集群的區(qū)域經(jīng)濟(jì)效應(yīng)與影響因素進(jìn)行了剖析,并以美國(guó)128號(hào)公路產(chǎn)業(yè)區(qū)和硅谷為例,總結(jié)了其經(jīng)驗(yàn)教訓(xùn)和對(duì)我國(guó)的啟示,然后對(duì)湖南省長(zhǎng)株潭地區(qū)進(jìn)行了實(shí)證研究,證明了國(guó)防工業(yè)產(chǎn)業(yè)的集群化發(fā)展對(duì)區(qū)域經(jīng)濟(jì)社會(huì)的發(fā)展有顯著影響,并分析了長(zhǎng)株潭地區(qū)國(guó)防工業(yè)產(chǎn)業(yè)集群區(qū)域經(jīng)濟(jì)效應(yīng)不強(qiáng)的原因。最后從產(chǎn)業(yè)結(jié)構(gòu)、新經(jīng)濟(jì)增長(zhǎng)點(diǎn)、創(chuàng)新體系、資源共享和體制機(jī)制五個(gè)方面對(duì)如何更好地發(fā)展我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)集群,以及更好地發(fā)揮其區(qū)域經(jīng)濟(jì)效應(yīng)提出了針對(duì)性強(qiáng)的對(duì)策措施。文章將國(guó)防工業(yè)產(chǎn)業(yè)集群與區(qū)域經(jīng)濟(jì)效應(yīng)相結(jié)合,首次采用了耦合機(jī)理來分析國(guó)防工業(yè)產(chǎn)業(yè)集群的區(qū)域經(jīng)濟(jì)效應(yīng),引入?yún)^(qū)位熵的概念來描述區(qū)域國(guó)防工業(yè)產(chǎn)業(yè)的集聚程度,以此反映長(zhǎng)株潭地區(qū)國(guó)防工業(yè)產(chǎn)業(yè)的地方專業(yè)化程度,通過走訪調(diào)研和數(shù)據(jù)分析,從區(qū)域經(jīng)濟(jì)效應(yīng)的角度對(duì)推進(jìn)我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)集群自身發(fā)展和對(duì)區(qū)域的積極影響提出了對(duì)策與思路。
[Abstract]:Defense industry cluster is an important driving force and urgent requirement of national defense industry upgrade of industrial structure, promote the objective requirement and important content of depth development of civil military integration, is a powerful lever to promote regional economic development. Regional economic effects of national defense industry cluster in exploration and research, can not only expand the research vision of civil military integration depth development, which offers reference for the relevant departments of the state policy, and provides policy suggestions for the local economic development planning. This paper proposed the theory of industrial economy and regional economy based on the connotation of preventing industrial clusters from the country and the characteristics, factors of regional economic effect and influence on the national defense industry cluster are analyzed, and the U.S. highway 128 and Silicon Valley industrial district as an example, summarizes the experience and Enlightenment of our country, and then the Changsha Zhuzhou Xiangtan area in Hunan Province The empirical research proves that significantly affected the cluster development of defense industry to regional economic and social development, and analyzed the reason of Lake area defense industry industry cluster effect of regional economy is not strong Zhuzhou. Finally, from the industrial structure, the new economic growth point, innovation system, resource sharing and system five aspects on how to develop the national defense industry cluster in China to better play its regional economic effect and better put forward targeted countermeasures. This article will strong defense industry clusters and regional economic effects of the combination of the first coupling mechanism to the analysis of regional economic effect of the defense industry cluster, introduce the concept of entropy to describe the degree of agglomeration of regional national defense industry, in order to reflect the local specialization degree of Changsha Zhuzhou Xiangtan national defense industry, through visits to research and data analysis, From the perspective of regional economic effect, the countermeasures and ideas are put forward to promote the development of national defense industry cluster and the positive impact on the region.
