【摘要】：在總體支配的格局下,總體動(dòng)員是實(shí)現(xiàn)各種國(guó)家目標(biāo)的重要方式。改革以來(lái),慢慢轉(zhuǎn)變?yōu)橐约夹g(shù)化治理權(quán)力為主的局面,更加注重解決事本主義的行政目標(biāo)。為了達(dá)成更加深入的動(dòng)員目標(biāo),精準(zhǔn)扶貧政策是將脫貧的目標(biāo)兌換成相應(yīng)的技術(shù)指標(biāo),通過(guò)這些逐步分解的技術(shù)指標(biāo)進(jìn)一步落實(shí)總體動(dòng)員的要求。本文將這種使用技術(shù)手段以達(dá)到治理目標(biāo)的事本主義動(dòng)員方式稱為技術(shù)動(dòng)員。技術(shù)動(dòng)員更在乎動(dòng)員的實(shí)際結(jié)果,而不是動(dòng)員的政治意義、動(dòng)員過(guò)程和治理手段。然而,技術(shù)動(dòng)員無(wú)法充分涵蓋基層實(shí)際,也不能與治理對(duì)象實(shí)現(xiàn)價(jià)值互動(dòng)。如何既利用技術(shù)治理,又不會(huì)解構(gòu)治理價(jià)值,是今后需要進(jìn)一步探索的議題。
[Abstract]:In general, the overall mobilization is an important way to achieve the goals of the various countries. Since the reform, it has gradually changed into the situation of technology-based governance, and more focused on the administrative objective of solving the problem. In order to achieve a more in-depth mobilization target, the precise poverty-reduction policy is to convert the target of poverty eradication into corresponding technical indicators, and further implement the overall mobilization requirements through the technical indicators of these gradual decomposition. In this paper, this kind of method of using the technology to achieve the goal of governance is called technology mobilization. Technical mobilization is more about the actual outcome of the mobilization, rather than the political significance of mobilization, the mobilization process and the means of governance. However, technical mobilization can not fully cover the actual level of the base, and can not realize the value interaction with the governance object. How to take advantage of technology governance and not to deconstruct the value of governance is the subject that needs to be further explored in the future.
