【摘要】：貧困,是全球面臨的共同問題。根治貧困,對任何一個國家或地區(qū)的和平、穩(wěn)定及發(fā)展都有非常重要的戰(zhàn)略意義。消除貧困,逐步實現(xiàn)共同富裕,是中國社會主義的本質(zhì)要求,也是我們黨的重要使命。自2013年習(xí)總書記提出“精準(zhǔn)扶貧”概念以來,圍繞著“精確識別、精確幫扶、精確管理”的扶貧戰(zhàn)略,中國已在脫貧攻堅戰(zhàn)中取得了可喜的成績。然而,精準(zhǔn)扶貧開發(fā)工作中仍然存在著諸多問題,如何更好地解決這些問題,對于全面實現(xiàn)小康社會的奮斗目標(biāo)具有現(xiàn)實而深遠(yuǎn)的意義。本文從背景、概念、內(nèi)容及行政扶貧、金融扶貧和社會扶貧三種扶貧方式等方面介紹了我國的精準(zhǔn)扶貧戰(zhàn)略。通過對甘肅省某貧困村進(jìn)行精準(zhǔn)扶貧現(xiàn)狀的抽樣調(diào)查問卷,了解了該村目前的扶貧現(xiàn)狀,同時介紹了我國精準(zhǔn)扶貧的總體現(xiàn)狀以及國外的扶貧現(xiàn)狀。針對目前精準(zhǔn)扶貧工作中存在的問題,如“識真貧”存在一定難度、扶貧資金腐敗問題嚴(yán)重、金融機(jī)構(gòu)面臨追求商業(yè)利益與實踐金融扶貧之間的矛盾、扶貧工作中的形式主義引發(fā)社會問題等,提出相關(guān)建議:完善識貧手段和方法,確保精確識別;加強(qiáng)對扶貧資金的監(jiān)管,提高扶貧效果;加強(qiáng)扶貧工作制度化建設(shè),建立長效機(jī)制;金融機(jī)構(gòu)要平衡好商業(yè)利益與金融扶貧的關(guān)系。

[Abstract]:Poverty is a common problem facing the world. The eradication of poverty is of great strategic significance to the peace, stability and development of any country or region. Eliminating poverty and gradually realizing common prosperity are the essential requirements of Chinese socialism and an important mission of our party. Since General Secretary Xi put forward the concept of "accurate poverty alleviation" in 2013, around the poverty alleviation strategy of "accurate identification, accurate help and accurate management", China has made gratifying achievements in the fight against poverty. However, there are still many problems in the work of accurate poverty alleviation and development. How to better solve these problems is of practical and far-reaching significance for the realization of the goal of a well-off society in an all-round way. This paper introduces the accurate poverty alleviation strategy of our country from the aspects of background, concept, content and three poverty alleviation methods: administrative poverty alleviation, financial poverty alleviation and social poverty alleviation. Through a sample questionnaire on the current situation of accurate poverty alleviation in a poor village in Gansu Province, this paper understands the present situation of poverty alleviation in this village, and introduces the overall situation of precision poverty alleviation in China and the present situation of poverty alleviation in foreign countries. In view of the problems existing in the current accurate poverty alleviation work, such as the difficulty of "recognizing true poverty", the serious problem of corruption of poverty alleviation funds, the contradiction between the pursuit of commercial interests and the practice of financial poverty alleviation, and the social problems caused by formalism in poverty alleviation work, this paper puts forward some relevant suggestions: perfecting the means and methods of poverty recognition, ensuring accurate identification, strengthening the supervision of poverty alleviation funds and improving the effect of poverty alleviation; We should strengthen the institutionalization of poverty alleviation and establish a long-term mechanism, and financial institutions should balance the relationship between commercial interests and financial poverty alleviation.
