天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管模式創(chuàng)新研究

【摘要】:當(dāng)前我國(guó)城市土地儲(chǔ)備制度正在發(fā)生深刻變革,城市土地整理儲(chǔ)備項(xiàng)目監(jiān)管工作的重要性愈發(fā)突出。本文選取天津市為研究對(duì)象,首先借鑒國(guó)內(nèi)外典型城市土地整理儲(chǔ)備項(xiàng)目監(jiān)管模式及平臺(tái)建設(shè)經(jīng)驗(yàn),剖析天津市監(jiān)管體系的現(xiàn)狀及問題。其次,分析天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管模式創(chuàng)新的驅(qū)動(dòng)因素,并基于全過程管理構(gòu)建天津市土地整理儲(chǔ)備項(xiàng)目評(píng)價(jià)體系。最后,提出天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管模式的創(chuàng)新路徑及動(dòng)態(tài)監(jiān)管平臺(tái)設(shè)計(jì)框架。主要研究?jī)?nèi)容分為以下六個(gè)方面:(1)梳理德國(guó)、美國(guó)、英國(guó)、俄羅斯等國(guó)家土地監(jiān)管方面的有益經(jīng)驗(yàn),總結(jié)上海、北京、云南、安徽等國(guó)內(nèi)省市在土地整理儲(chǔ)備及其監(jiān)管過程中的探索實(shí)踐,對(duì)天津市土地儲(chǔ)備項(xiàng)目監(jiān)管模式創(chuàng)新提供參考。(2)深入天津市土地整理中心等土地儲(chǔ)備機(jī)構(gòu)進(jìn)行調(diào)研,剖析天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管體系的現(xiàn)狀,厘清天津市土地整理儲(chǔ)備監(jiān)管工作在實(shí)踐操作中所存在的問題。(3)宏觀層面分析新型城鎮(zhèn)化對(duì)土地儲(chǔ)備項(xiàng)目監(jiān)管的內(nèi)在邏輯要求,中觀層面研判土地整理儲(chǔ)備項(xiàng)目監(jiān)管過程中的政府職能轉(zhuǎn)變的趨勢(shì),微觀層面探討天津市土地整理儲(chǔ)備項(xiàng)目風(fēng)險(xiǎn)防范管理亟待加強(qiáng)的內(nèi)容。(4)建立土地整理儲(chǔ)備項(xiàng)目評(píng)價(jià)的理論框架,提出土地整理儲(chǔ)備項(xiàng)目全過程管理的概念模型,進(jìn)而從立項(xiàng)、規(guī)劃、資金、實(shí)施、驗(yàn)收、后期管護(hù)等方面選取合適的評(píng)價(jià)指標(biāo),利用層次分析法確定指標(biāo)權(quán)重,給出針對(duì)土地整理儲(chǔ)備項(xiàng)目全過程進(jìn)行系統(tǒng)評(píng)價(jià)分析的方法。(5)從監(jiān)管類型、監(jiān)管強(qiáng)度、監(jiān)管主體與客體、監(jiān)管方式四個(gè)方面,研判天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管的發(fā)展趨勢(shì)。基于此,提出監(jiān)管主體專門化與聯(lián)動(dòng)化、監(jiān)管客體全程化與清晰化、監(jiān)管機(jī)制參與化與透明化、監(jiān)管平臺(tái)信息化、智能化、實(shí)時(shí)化、動(dòng)態(tài)化“四位一體”的天津市土地整理儲(chǔ)備監(jiān)管模式完善路徑。最后剖析基于全過程的天津市土地整理儲(chǔ)備項(xiàng)目監(jiān)管的重點(diǎn)及核心內(nèi)容。(6)從新形勢(shì)、新重心、新技術(shù)、新管理四方面分析土地整理儲(chǔ)備項(xiàng)目監(jiān)管平臺(tái)設(shè)計(jì)的現(xiàn)實(shí)依據(jù)。其次,提出建立集項(xiàng)目前期調(diào)查、資金動(dòng)態(tài)風(fēng)險(xiǎn)評(píng)估、整理儲(chǔ)備規(guī)劃設(shè)計(jì)、土地整理實(shí)施、項(xiàng)目驗(yàn)收情況于一體,涵蓋土地整理儲(chǔ)備項(xiàng)目全過程的動(dòng)態(tài)監(jiān)管平臺(tái)設(shè)計(jì)框架。
[Abstract]:At present, the urban land reserve system in China is undergoing profound changes, and the supervision of urban land consolidation and reserve projects is becoming more and more important. In this paper, Tianjin is chosen as the research object. Firstly, the supervision mode and platform construction experience of typical urban land consolidation and reserve projects at home and abroad are used for reference, and the present situation and problems of Tianjin supervision system are analyzed. Secondly, this paper analyzes the driving factors of the innovation of supervision mode of land consolidation and reserve project in Tianjin, and constructs the evaluation system of Tianjin land consolidation and reserve project based on the whole process management. Finally, the innovative path of Tianjin land consolidation and reserve project supervision mode and the design framework of dynamic supervision platform are put forward. The main contents of the study are divided into the following six aspects: (1) combing Germany, the United States, the United Kingdom, Russia and other countries in the land supervision experience, summarized Shanghai, Beijing, Yunnan, The exploration and practice of Anhui and other domestic provinces and cities in the process of land consolidation and storage and its supervision provide a reference for the innovation of supervision mode of land reserve projects in Tianjin. (2) go deep into the land consolidation center of Tianjin and other land reserve institutions to conduct research. This paper analyzes the present situation of supervision system of land consolidation and reserve projects in Tianjin. Clarify the problems existing in the practice of land consolidation and reserve supervision in Tianjin. (3) analyze the inherent logical requirements of new urbanization to the supervision of land reserve projects at the macro level. At the middle level, the trend of the transformation of government functions in the supervision process of land consolidation and reserve projects is studied and judged. At the micro level, the risk prevention and management of land consolidation and reserve project in Tianjin is discussed. (4) the theoretical framework of land consolidation and reserve project evaluation is established, and the conceptual model of the whole process management of land consolidation and reserve project is put forward. And then select the appropriate evaluation index from the aspects of project setting, planning, fund, implementation, acceptance and acceptance, late management and protection, etc., and determine the index weight by analytic hierarchy process (AHP). This paper gives a systematic evaluation and analysis method for the whole process of land consolidation and reserve project. (5) from four aspects: the type of supervision, the intensity of supervision, the subject and object of supervision, and the mode of supervision. Study and judge the development trend of land consolidation and reserve project supervision in Tianjin. Based on this, the author puts forward that the subject of supervision is specialized and joint, the object of supervision is full and clear, the mechanism of supervision is participating and transparent, the platform of supervision is information-based, intelligent, and real-time. Dynamic "four-in-one" supervision mode of land consolidation and reserve in Tianjin. Finally, it analyzes the key points and core contents of Tianjin land consolidation and reserve project supervision based on the whole process. (6) it analyzes the realistic basis of land consolidation and reserve project supervision platform design from four aspects: new situation, new center of gravity, new technology and new management. Secondly, it is proposed to set up a framework of dynamic supervision platform, which integrates pre-project investigation, dynamic risk assessment of funds, planning and design of consolidation and reserve, implementation of land consolidation and acceptance of projects, and covers the whole process of land consolidation and reserve projects.
