【摘要】：隨著國家科技體制的深化改革,科研經(jīng)費(fèi)的管理要求不斷提高,傳統(tǒng)的經(jīng)費(fèi)管理模式存在諸多體制機(jī)制上的障礙,必須切實(shí)有效地加以改進(jìn)。針對(duì)當(dāng)前省級(jí)農(nóng)業(yè)科研機(jī)構(gòu)科研經(jīng)費(fèi)管理中存在的經(jīng)費(fèi)管理體制、組織保障、信息溝通、預(yù)算管理、經(jīng)費(fèi)監(jiān)督機(jī)制問題,通過健全科研經(jīng)費(fèi)管理體制、完善科研經(jīng)費(fèi)管理的組織保障機(jī)制、建立科研經(jīng)費(fèi)管理的財(cái)務(wù)信息溝通機(jī)制、加強(qiáng)科研經(jīng)費(fèi)的預(yù)算管理機(jī)制、健全科研經(jīng)費(fèi)管理的經(jīng)費(fèi)監(jiān)督機(jī)制的研究與探析,力求找出在科技體制改革背景下,完善科研經(jīng)費(fèi)管理機(jī)制的對(duì)策與建議,以此促進(jìn)科研經(jīng)費(fèi)管理規(guī)范化和經(jīng)費(fèi)效益化,最終實(shí)現(xiàn)財(cái)務(wù)規(guī)范管理和高效服務(wù)的目標(biāo),更好地為農(nóng)業(yè)科研事業(yè)發(fā)展做好財(cái)務(wù)服務(wù)工作。
[Abstract]:With the deepening reform of the national science and technology system, the management requirements of the scientific research funds have been continuously improved, and there are many obstacles in the traditional funds management mode, which must be improved effectively. In view of the problems of fund management system, organization guarantee, information communication, budget management and fund supervision mechanism existing in the management of scientific research funds in provincial agricultural scientific research institutions at present, through perfecting the management system of scientific research funds, We will improve the organizational support mechanism for the management of scientific research funds, establish a financial information communication mechanism for the management of scientific research funds, strengthen the budgetary management mechanism for scientific research funds, and improve the research and analysis of the fund supervision mechanism for the management of scientific research funds. Try to find out the countermeasures and suggestions to perfect the management mechanism of scientific research funds under the background of the reform of the scientific and technological system, so as to promote the standardization and efficiency of the management of scientific research funds, and finally realize the goal of financial standardized management and efficient service. Better for the development of agricultural scientific research to do a good job of financial services.
