【摘要】：近年來(lái),全球范圍內(nèi)發(fā)生了多起關(guān)于農(nóng)產(chǎn)品質(zhì)量安全的問(wèn)題,導(dǎo)致廣大消費(fèi)者對(duì)農(nóng)產(chǎn)品的購(gòu)買需求產(chǎn)生了一系列變化,迫使農(nóng)產(chǎn)品質(zhì)量可追溯體系建設(shè)得到廣泛的關(guān)注并被提上地方政府議程。為了我國(guó)農(nóng)產(chǎn)品生產(chǎn)質(zhì)量安全水平的提升,增強(qiáng)監(jiān)管生產(chǎn)者的力度,使得相關(guān)從業(yè)人員業(yè)務(wù)素質(zhì)、能力進(jìn)一步提升,滿足消費(fèi)者對(duì)農(nóng)產(chǎn)品質(zhì)量要求的不斷提高,建立一套完善的農(nóng)產(chǎn)品質(zhì)量可追溯管理體系變得十分必要。本文的包括五個(gè)方面的內(nèi)容:第一部分對(duì)農(nóng)產(chǎn)品質(zhì)量追溯體系管理的研究背景、研究意義及文章的相關(guān)概念進(jìn)行了界定、介紹了本文的研究方法、技術(shù)路線和論文的結(jié)構(gòu)。第二部分系統(tǒng)地闡述了農(nóng)產(chǎn)品質(zhì)量追溯管理問(wèn)題研究中的相關(guān)理論基礎(chǔ),從供應(yīng)鏈理論、道德風(fēng)險(xiǎn)理論及企業(yè)理論四個(gè)方面進(jìn)行了概括。并且對(duì)國(guó)內(nèi)外目前對(duì)農(nóng)產(chǎn)品質(zhì)量可追溯體系管理的系統(tǒng)建設(shè)狀況進(jìn)行了詳實(shí)介紹。第三部分分析了國(guó)內(nèi)的農(nóng)產(chǎn)品質(zhì)量可追溯體系的建設(shè)情況。并重點(diǎn)介紹了江西云山集團(tuán)的農(nóng)產(chǎn)品追溯體系現(xiàn)狀及組成。第四部分通過(guò)調(diào)查研究發(fā)現(xiàn)云山集團(tuán)的農(nóng)產(chǎn)品質(zhì)量追溯體系在運(yùn)行時(shí)的問(wèn)題所在。主要表現(xiàn)在因系統(tǒng)認(rèn)識(shí)不夠,追溯管理制度精細(xì)化程度不夠,追溯管理操作水平較低,追溯管理中資料檔案規(guī)范程度不高,追溯管理人員素質(zhì)較低等五個(gè)方面。第五部分在前面分析不足的基礎(chǔ)上提出相應(yīng)的改進(jìn)措施。首先,通過(guò)對(duì)農(nóng)產(chǎn)品追溯體系建設(shè)理念進(jìn)行故事化、理念化宣傳,讓職工積極投身企業(yè)文化建設(shè),增強(qiáng)職工對(duì)農(nóng)產(chǎn)品追溯體系的核心價(jià)值觀認(rèn)識(shí)。其次,要加強(qiáng)精細(xì)化管理和創(chuàng)新活動(dòng),通過(guò)行之有效的方式方法提升企業(yè)競(jìng)爭(zhēng)力。第三,要提升追溯管理人員系統(tǒng)操作能力,強(qiáng)化體系的監(jiān)督管理規(guī)范運(yùn)行。第四,要從完善檔案建設(shè)的基礎(chǔ)條件、健全檔案管理制度、建立科學(xué)的用人機(jī)制、加強(qiáng)指導(dǎo)培訓(xùn)、加快數(shù)字化加工進(jìn)程、增撥專項(xiàng)資金等六方面入手,規(guī)范追溯管理中資料檔案管理。第五,通過(guò)對(duì)業(yè)務(wù)培訓(xùn)的加強(qiáng),完善現(xiàn)有的培訓(xùn)制度,制定科學(xué)的培訓(xùn)內(nèi)容,在培訓(xùn)方式上結(jié)合實(shí)際勇于創(chuàng)新,從而提高集團(tuán)中所有參與系統(tǒng)建設(shè)的全面素質(zhì)。
[Abstract]:In recent years, there have been a number of problems concerning the quality and safety of agricultural products around the world, resulting in a series of changes in the purchase demand of agricultural products by the vast number of consumers. Forcing the construction of traceability system of agricultural product quality has been widely concerned and put on the agenda of local government. In order to improve the quality and safety level of the production of agricultural products in our country and strengthen the supervision of producers, the professional quality and ability of the relevant practitioners can be further improved to meet the continuous improvement of consumers' requirements for the quality of agricultural products. It is necessary to establish a perfect traceability management system of agricultural product quality. This paper includes five aspects: the first part defines the research background, research significance and related concepts of agricultural product quality traceability system management, and introduces the research method, technical route and structure of this paper. The second part systematically expounds the theoretical basis of the research on the quality traceability management of agricultural products, including supply chain theory, moral hazard theory and enterprise theory. At present, the system construction of traceability system management of agricultural products at home and abroad is introduced in detail. The third part analyzes the domestic agricultural product quality traceability system construction situation. The present situation and composition of the agricultural products traceability system of Yunshan Group in Jiangxi Province are introduced emphatically. The fourth part finds out the problems in the operation of Yunshan Group's agricultural product quality traceability system through investigation and research. It is mainly reflected in five aspects, such as insufficient systematic understanding, insufficient refinement of traceability management system, low level of traceability management operation, low standardization of data and files in traceability management, and low quality of retrospective management personnel. The fifth part puts forward the corresponding improvement measures on the basis of the previous analysis. First of all, through the agricultural product traceability system construction idea to carry on the story, the rational propaganda, lets the worker actively participate in the enterprise culture construction, enhances the worker to the agricultural product traceability system core value understanding. Secondly, to strengthen the fine management and innovation activities, through effective ways and methods to enhance the competitiveness of enterprises. Thirdly, it is necessary to improve the operation ability of traceability management system and strengthen the supervision and management standard operation of the system. Fourth, we should start from six aspects: perfecting the basic conditions of archives construction, perfecting the archives management system, establishing a scientific mechanism for employing personnel, strengthening guidance and training, speeding up the process of digital processing, and allocating additional special funds. Standardize the management of data files in retroactive management. Fifth, through the strengthening of business training, improve the existing training system, formulate scientific training content, in combination with the actual training mode of innovation, so as to improve the overall quality of all involved in the system construction in the group.
