【摘要】：農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ),隨著科技的發(fā)展,我國已基本從傳統(tǒng)農(nóng)業(yè)階段過渡到了現(xiàn)代農(nóng)業(yè)階段。相較于傳統(tǒng)的農(nóng)業(yè),在現(xiàn)有市場經(jīng)濟(jì)環(huán)境下,農(nóng)業(yè)成為經(jīng)濟(jì)增長的一個環(huán)節(jié),并與其他環(huán)節(jié),如資本、技術(shù)等市場因素,建立了有機(jī)的聯(lián)系。完整的國民經(jīng)濟(jì)系統(tǒng)中,各個產(chǎn)業(yè)之間發(fā)生著良性的互動。如今,政府確定了我國未來經(jīng)濟(jì)發(fā)展的模式。經(jīng)濟(jì)的增長將不再單一依靠勞動力、資金、資源或物質(zhì)設(shè)備的投入,新經(jīng)濟(jì)環(huán)境下的農(nóng)業(yè)生產(chǎn)也將不再單純依靠土地本身和人力投入來獲得產(chǎn)量的增加,與其他轉(zhuǎn)型中的產(chǎn)業(yè)一樣,都在尋求更高的技術(shù)支持。在這種發(fā)展背景下,國家和政府積極提倡農(nóng)業(yè)科學(xué)與技術(shù)的推廣,制定了專門的《農(nóng)業(yè)技術(shù)推廣法》,更是以法律的約束力確定這一政策。本文除了理論分析之外,還將進(jìn)行案例分析,選取了河北省下的具有代表性的農(nóng)業(yè)生產(chǎn)小縣。在《河北省現(xiàn)代農(nóng)業(yè)發(fā)展規(guī)劃(2012—2015年)》中明確了河北省關(guān)于農(nóng)業(yè)發(fā)展的七大類26個具體指標(biāo),農(nóng)業(yè)技術(shù)投入包括在其中。其中規(guī)定到2015年,河北省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率需達(dá)到56%。在整個農(nóng)業(yè)技術(shù)的推廣進(jìn)程中,再新的技術(shù)也要與農(nóng)業(yè)生產(chǎn)實(shí)踐相結(jié)合,才能發(fā)揮技術(shù)的優(yōu)勢,真正促進(jìn)農(nóng)業(yè)生產(chǎn)模式的改變。由此,農(nóng)業(yè)技術(shù)的實(shí)驗和推廣的重點(diǎn)選取了基層農(nóng)業(yè)生產(chǎn)單位,比如本文將重點(diǎn)研究香河縣,就是農(nóng)業(yè)技術(shù)的推廣實(shí)驗點(diǎn)。香河縣緊鄰京津兩大城市,是京津冀協(xié)同發(fā)展戰(zhàn)略的"橋頭堡",傳統(tǒng)農(nóng)業(yè)正向綠色生態(tài)、高效有機(jī)、休閑體驗等為主體的現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變。本文主要對"北京的菜籃子"廊坊市香河縣的農(nóng)業(yè)科技推廣現(xiàn)狀進(jìn)行了研究,在大量文獻(xiàn)閱讀和走訪調(diào)研兩種研究方法的結(jié)合基礎(chǔ)上,總結(jié)了目前該縣的農(nóng)業(yè)生產(chǎn)現(xiàn)狀,尤其是該縣對農(nóng)業(yè)科技的投入情況。其次,在總結(jié)基礎(chǔ)上,指出在現(xiàn)有的農(nóng)業(yè)技術(shù)推廣過程中存在的不足,導(dǎo)致技術(shù)優(yōu)勢不能充分發(fā)揮對農(nóng)業(yè)生產(chǎn)的作用。最后,針對問題,給出筆者對未來該縣農(nóng)業(yè)技術(shù)推廣過程中的優(yōu)化對策和建議。
[Abstract]:Agriculture is the foundation of the national economy. With the development of science and technology, our country has basically changed from the traditional agricultural stage to the modern agricultural stage. Compared with the traditional agriculture, under the present market economy environment, agriculture has become a link of economic growth, and has established an organic relationship with other links, such as capital, technology and other market factors. In a complete national economic system, there is a benign interaction between the various industries. Today, the government has determined the future economic development model of our country. Economic growth will no longer depend solely on the input of labour, capital, resources or material equipment, nor will agricultural production in the new economic environment rely solely on the input of land itself and human resources for increased production. Like other industries in transition, they are seeking higher technical support. Under the background of this development, the state and the government actively promote the extension of agricultural science and technology, and have formulated a special Act on Agricultural Technology extension, which is determined by the binding force of the law. In addition to the theoretical analysis, this paper will also carry on the case analysis, select the representative agricultural production small counties in Hebei Province. In the Plan of Modern Agricultural Development in Hebei Province (2012-2015), 26 specific indicators of seven categories of agricultural development in Hebei Province are defined, among which agricultural technology input is included. Among them, by 2015, Hebei Province agricultural science and technology progress contribution rate should reach 56%. In the whole process of agricultural technology extension, new technology should also be combined with agricultural production practice in order to bring into play the advantages of technology and really promote the change of agricultural production mode. Therefore, the agricultural technology experiment and extension of the focus selected the grass-roots agricultural production units, for example, this paper will focus on Xianghe County, is the experimental point of agricultural technology extension. Xianghe County, close to Beijing and Tianjin, is the "bridgehead" of Beijing-Tianjin-Hebei coordinated development strategy. Traditional agriculture is changing to modern agriculture with green ecology, high efficiency and organic efficiency, leisure experience and so on. This paper mainly studies the present situation of agricultural science and technology extension in Xianghe County, Langfang City, "the vegetable basket of Beijing". Based on the combination of a great deal of literature reading and visiting and investigating methods, this paper summarizes the present situation of agricultural production in this county. In particular, the county's investment in agricultural science and technology. Secondly, on the basis of summary, it is pointed out that the deficiency existing in the existing agricultural technology extension process leads to the technical advantage not being able to give full play to the role of agricultural production. Finally, in view of the problems, the author gives the future agricultural technology extension of the county in the process of optimization countermeasures and suggestions.
