【摘要】：提出惠農(nóng)政策滿意度的概念及測(cè)量方法,并以惠農(nóng)政策的直接受益者——農(nóng)民和惠農(nóng)政策的直接執(zhí)行者——基層干部為調(diào)查對(duì)象,通過統(tǒng)計(jì)分析14個(gè)鄉(xiāng)鎮(zhèn)38個(gè)行政村的調(diào)查數(shù)據(jù),測(cè)算出7大惠農(nóng)政策的公眾滿意度。同時(shí),借助斯密斯政策執(zhí)行過程模型,深入剖析影響惠農(nóng)政策執(zhí)行效果的關(guān)鍵因素。研究表明:農(nóng)民及基層干部對(duì)惠民政策的總體滿意程度較高,但對(duì)不同惠農(nóng)政策的評(píng)價(jià)出現(xiàn)分化,可從減少政策執(zhí)行成本、保持政策連貫、加強(qiáng)政策統(tǒng)籌、優(yōu)化政策環(huán)境、夯實(shí)群眾基礎(chǔ)等方面入手,完善惠農(nóng)政策體系,提升惠農(nóng)政策效果。
[Abstract]:This paper puts forward the concept and measurement method of satisfaction degree of pro-agricultural policy, and takes grass-roots cadres as the object of investigation, which is the direct beneficiary of the policy-farmers and the direct executors of the policy of benefit to agriculture-grass-roots cadres. Through statistical analysis of the survey data of 38 administrative villages in 14 villages and towns, the public satisfaction degree of 7 agricultural benefit policies is calculated. At the same time, with the help of Smith policy implementation process model, in-depth analysis of the key factors affecting the implementation of the benefit agriculture policy. Research shows that farmers and grass-roots cadres are generally satisfied with policies to benefit the people, but the evaluation of different policies for the benefit of agriculture is divided, which can reduce the cost of policy implementation, maintain policy coherence, strengthen policy co-ordination, and optimize the policy environment. Tamping down the mass foundation and other aspects to improve the agricultural policy system, improve the effectiveness of the agricultural policy.
