寧波市鄞州區(qū)畜產(chǎn)品質量安全監(jiān)管現(xiàn)狀與對策研究

【摘要】:畜產(chǎn)品質量安全是當今人民群眾最關心的話題之一,而畜產(chǎn)品質量安全監(jiān)管是保障畜產(chǎn)品質量安全的根本。自2004年我國出現(xiàn)首次禽流感群體性事件后,"畜產(chǎn)品質量安全"、"禽流感"、"蘇丹紅"、"速成雞"、"病死豬"、"瘦肉精"等等大量詞匯開始進入民眾的視線。普通民眾越來越關心自己舌尖上的安全。同時,畜產(chǎn)品質量安全問題關系到的不僅僅是居民的消費需求,還關系到了農(nóng)業(yè)產(chǎn)業(yè)結構的調整,關系到了農(nóng)民收入的增加,甚至關系到整個農(nóng)村的經(jīng)濟發(fā)展。越來越多的食品安全問題發(fā)生,也使得畜產(chǎn)品質量安全作為食品安全重要的一環(huán)也越來越受國家重視。但是由于動物疫情"全球化"大趨勢以及我國基本國情的影響,我國的畜產(chǎn)品質量安全問題一直得不到根治。本文通過對國外各國畜產(chǎn)品安全監(jiān)管體系的分析,初步總結國外先進管理方法,提煉出先進的管理經(jīng)驗,并與國內(nèi)畜產(chǎn)品安全監(jiān)管體系作對比。通過對國內(nèi)現(xiàn)存的畜產(chǎn)品安全監(jiān)管體系與寧波市鄞州區(qū)畜產(chǎn)品安全監(jiān)管體系的介紹,具體體現(xiàn)現(xiàn)階段我國畜產(chǎn)品安全監(jiān)管水平。從養(yǎng)殖環(huán)節(jié)、屠宰環(huán)節(jié)、管理環(huán)節(jié)三個方面,初步總結了寧波市鄞州區(qū)畜產(chǎn)品安全監(jiān)管體系現(xiàn)存的問題,以小見大,突出我國現(xiàn)階段畜產(chǎn)品安全監(jiān)管存在的主要問題。之后又從法律法規(guī)、安全意識、人員機構、技術設施這四方面進行論述,提煉出鄞州區(qū)出現(xiàn)畜產(chǎn)品質量安全問題的主要原因,并對主要原因進行全面地分析。最后,針對寧波市鄞州區(qū)畜產(chǎn)品安全監(jiān)管體系存在問題及產(chǎn)生的原因,逐條給出解決方案,同時提出建設信息化管理系統(tǒng)等具有代表性的新方案。為提升我國畜產(chǎn)品安全監(jiān)管水平提出建議,希望對加強畜產(chǎn)品質量安全監(jiān)管、優(yōu)化我國食品安全總體環(huán)境有所裨益。
[Abstract]:The quality and safety of animal products is one of the most concerned topics of the people, and the supervision of quality and safety of livestock products is the fundamental to ensure the quality and safety of livestock products. Since the first mass incident of avian influenza occurred in China in 2004, a large number of words such as "quality and safety of livestock products", "avian influenza", "Sudan red", "fast-growing chicken", "sick pig", "lean meat essence" and so on have come into the sight of the people. The general public is increasingly concerned about the safety of their tongue. At the same time, the quality and safety of livestock products is related not only to the consumption demand of residents, but also to the adjustment of agricultural industrial structure, the increase of farmers' income, and even the economic development of the whole countryside. More and more food safety problems occur, and animal product quality safety, as an important link of food safety, has been paid more and more attention by the state. However, due to the trend of "globalization" of animal epidemic situation and the influence of the basic national conditions of our country, the quality and safety of animal products in our country have not been cured. Based on the analysis of the safety supervision system of animal products in foreign countries, this paper summarizes the advanced management methods of foreign countries, extracts the advanced management experience, and makes a comparison with the safety supervision system of domestic animal products. Through the introduction of the existing domestic animal product safety supervision system and the animal product safety supervision system in Yinzhou district of Ningbo city, the present level of animal product safety supervision in our country is embodied in detail. This paper summarizes the existing problems of animal product safety supervision system in Yinzhou District of Ningbo City from three aspects: breeding link, slaughtering link and management link. Through a small part, we can see the whole, and highlight the main problems existing in the safety supervision of livestock products in our country at present. Then from the four aspects of laws and regulations, safety consciousness, personnel organization and technical facilities, the main reasons for the quality and safety problems of livestock products in Yinzhou district are extracted, and the main reasons are analyzed in an all-round way. Finally, aiming at the problems and causes of the animal product safety supervision system in Yinzhou District, Ningbo City, this paper gives a solution one by one, and puts forward some representative new schemes, such as constructing information management system and so on. In order to improve the level of animal product safety supervision in our country, it is hoped that it will be beneficial to strengthen the supervision of animal product quality and safety and to optimize the overall environment of food safety in our country.
