【摘要】：農(nóng)民是發(fā)展農(nóng)業(yè)現(xiàn)代化和社會(huì)主義新農(nóng)村建設(shè)的主體,目前我國(guó)農(nóng)村勞動(dòng)力已經(jīng)很難適應(yīng)現(xiàn)代化農(nóng)業(yè)發(fā)展的需要。職業(yè)農(nóng)民作為適應(yīng)現(xiàn)代農(nóng)業(yè)發(fā)展的新型職業(yè)群體,是農(nóng)業(yè)內(nèi)部分工和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的必然結(jié)果,是農(nóng)業(yè)現(xiàn)代化實(shí)現(xiàn)的前提和必要條件。因此,培育一支數(shù)量充足、結(jié)構(gòu)合理、熟練掌握現(xiàn)代農(nóng)業(yè)技術(shù)、懂經(jīng)營(yíng)、善管理的新型職業(yè)化農(nóng)民隊(duì)伍,對(duì)我國(guó)的現(xiàn)代化農(nóng)業(yè)發(fā)展和鞏固農(nóng)業(yè)基礎(chǔ)地位具有重要意義。2012年,中央第一次明確提出了“大力培育新型職業(yè)農(nóng)民”的要求。鑒于此,本文以人力資本理論、勞動(dòng)力轉(zhuǎn)移理論等理論為基礎(chǔ),針對(duì)昆明呈貢新區(qū)職業(yè)農(nóng)民培育問(wèn)題開(kāi)展實(shí)證研究,分析了呈貢新區(qū)快速城市化發(fā)展中的產(chǎn)業(yè)轉(zhuǎn)型升級(jí)和農(nóng)村勞動(dòng)力轉(zhuǎn)移等問(wèn)題,提出新型職業(yè)農(nóng)民培育問(wèn)題的重要性和必要性,同時(shí)又借助對(duì)發(fā)達(dá)國(guó)家地區(qū)職業(yè)農(nóng)民培育情況的研究總結(jié),借鑒主要發(fā)達(dá)國(guó)家在其現(xiàn)代化進(jìn)程中職業(yè)農(nóng)民教育和培育的有關(guān)經(jīng)驗(yàn)和特點(diǎn),來(lái)分析對(duì)呈貢新區(qū)新型職業(yè)農(nóng)民培育的啟示,最后提出解決昆明市呈貢新區(qū)職業(yè)農(nóng)民培育問(wèn)題的對(duì)策建議。通過(guò)研究,發(fā)現(xiàn)呈貢新區(qū)十分重視農(nóng)村轉(zhuǎn)移勞動(dòng)力的民生與就業(yè),出臺(tái)了一系列政策和措施鼓勵(lì)和安置農(nóng)民創(chuàng)業(yè)就業(yè),安排了大量資金給予保障,但對(duì)把握城市化建設(shè)和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整大變革機(jī)遇中的職業(yè)農(nóng)民培育問(wèn)題不夠重視、研究不多。呈貢區(qū)政府應(yīng)當(dāng)更加清醒地認(rèn)識(shí)自身作為職業(yè)農(nóng)民培育的主體和主導(dǎo)地位,結(jié)合新區(qū)發(fā)展的經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展,建議從繼續(xù)鞏固和完善農(nóng)村基礎(chǔ)教育,大力推進(jìn)農(nóng)民職業(yè)教育體系建設(shè),強(qiáng)化農(nóng)民職業(yè)教育和培訓(xùn),努力提高農(nóng)村基礎(chǔ)設(shè)施建設(shè)、公共服務(wù)水平和社會(huì)保障水平,提高農(nóng)村金融服務(wù)水平,推動(dòng)農(nóng)民專(zhuān)業(yè)合作社等農(nóng)民專(zhuān)業(yè)合作組織發(fā)展等五個(gè)方面加強(qiáng)工作,推動(dòng)職業(yè)農(nóng)民隊(duì)伍建設(shè)。
[Abstract]:Farmers are the main body of the development of agricultural modernization and the construction of new socialist countryside. At present, it is very difficult for the rural labor force in our country to adapt to the needs of the development of modern agriculture. As a new type of professional group adapted to the development of modern agriculture, the professional peasants are the inevitable result of the division of labor and the adjustment of industrial structure within agriculture, and the prerequisite and necessary condition for the realization of agricultural modernization. Therefore, it is of great significance for the development of modern agriculture and the consolidation of the basic position of agriculture in China to cultivate a new professional team of farmers who are abundant in quantity, reasonable in structure, proficient in modern agricultural technology, good at management and good at management. For the first time, the central government has clearly put forward the requirement of "vigorously cultivating new-type professional peasants". In view of this, based on the theories of human capital and labor force transfer, this paper carries out an empirical study on the cultivation of professional farmers in Chenggong New District of Kunming. This paper analyzes the problems of industrial transformation and upgrading and rural labor force transfer in the rapid urbanization of Chenggong New area, and points out the importance and necessity of cultivating new type of professional farmers. At the same time, with the help of the research and summary on the cultivation of professional farmers in developed countries, and drawing lessons from the relevant experiences and characteristics of the major developed countries in the process of their modernization, To analyze the inspiration to the cultivation of new type of professional farmers in Chenggong New District, and finally put forward the countermeasures and suggestions to solve the problem of cultivating professional farmers in Chenggong New District of Kunming City. Through research, it is found that Chenggong New District attaches great importance to the livelihood and employment of rural migrant workers, and has issued a series of policies and measures to encourage and resettle farmers to start up employment, and has arranged a large amount of funds to guarantee it. However, not enough attention has been paid to the cultivation of professional farmers in the opportunity of urbanization construction and industrial structure adjustment. The Chenggong District Government should be more aware of itself as the main body and leading position of professional farmers' cultivation, combining with the economic construction and social development of the new area, it is suggested that the basic education in rural areas should be further consolidated and perfected. We will vigorously promote the construction of a vocational education system for farmers, strengthen vocational education and training for farmers, and strive to improve the level of rural infrastructure, public services and social security, and improve the level of rural financial services. To promote the development of farmers' professional cooperative organizations and other professional cooperative organizations, strengthen the work and promote the construction of professional farmers' ranks.
