【摘要】：黨的十八大報告以及一系列聚焦"三農(nóng)"的一號文件都直接反映了實現(xiàn)農(nóng)民收入超常規(guī)增長、縮小城鄉(xiāng)居民收入分配差距的重要性。從本質(zhì)上來看,農(nóng)民收入超常規(guī)增長必須提高農(nóng)民的自生能力,因此需要滿足各要素之間的優(yōu)化配置,其過程不僅需要技術(shù)、資金、勞動力、土地等傳統(tǒng)要素的優(yōu)化組合,更需要依靠改革創(chuàng)新驅(qū)動來引領(lǐng)新興要素優(yōu)化配置,具體包括推動農(nóng)業(yè)科技創(chuàng)新,加快推進農(nóng)業(yè)現(xiàn)代化進程;推動農(nóng)業(yè)生產(chǎn)組織創(chuàng)新,構(gòu)建新型農(nóng)業(yè)經(jīng)營體系,實現(xiàn)農(nóng)業(yè)生產(chǎn)經(jīng)營規(guī)�；I(yè)化、集約化、組織化、社會化;推動農(nóng)地制度創(chuàng)新,確保農(nóng)地與金融要素有效融合,盤活農(nóng)村土地要素;積極引導(dǎo)和大力支持農(nóng)業(yè)剩余勞動力自主創(chuàng)新創(chuàng)業(yè)或向城鎮(zhèn)二三產(chǎn)業(yè)和農(nóng)村其他地區(qū)轉(zhuǎn)移就業(yè)。
[Abstract]:The report of the 18th National Congress of the Party and a series of documents focusing on agriculture, countryside and farmers directly reflect the importance of realizing the extraordinary growth of farmers' income and narrowing the income distribution gap between urban and rural residents. In essence, the extraordinary growth of farmers' income must improve the farmers' self-generating ability, so it is necessary to meet the optimal allocation of various elements, and the process not only needs the optimized combination of traditional factors, such as technology, capital, labor force, land, etc. More need to rely on the reform and innovation drive to lead the optimization of the allocation of emerging elements, including promoting agricultural science and technology innovation, accelerate the process of agricultural modernization; Promoting the innovation of agricultural production organization, constructing a new agricultural management system and realizing the scale, specialization, intensification, organization and socialization of agricultural production and management; We should promote the innovation of agricultural land system, ensure the effective integration of agricultural land and financial elements, activate rural land elements, and actively guide and vigorously support the surplus agricultural labor force to innovate independently or to transfer employment to the secondary and tertiary industries of cities and towns and other rural areas.
