【摘要】：恩施州煙草業(yè)在當(dāng)?shù)亟?jīng)濟(jì)發(fā)展中占據(jù)著不可替代的重要地位,是當(dāng)?shù)剞r(nóng)業(yè)經(jīng)濟(jì)的重要組成部分,已成為湖北省最大的煙葉生產(chǎn)基地。但是,現(xiàn)如今恩施州煙草業(yè)正面臨著煙農(nóng)隊(duì)伍不斷流失與老齡化程度加劇的現(xiàn)狀。由于勞動(dòng)量大,生產(chǎn)成本過(guò)高,種煙收入與外出務(wù)工收入相比較低,基礎(chǔ)設(shè)施建設(shè)和專業(yè)化技術(shù)服務(wù)水平跟不上等種種原因,導(dǎo)致現(xiàn)代的年輕人放棄種煙,恩施州煙農(nóng)隊(duì)伍的穩(wěn)定受到了嚴(yán)重的威脅。在此背景下,本文進(jìn)行了深入調(diào)查與分析,力圖找出影響恩施州煙農(nóng)隊(duì)伍穩(wěn)定的因素并提出相應(yīng)的措施。本文以勞動(dòng)力轉(zhuǎn)移理論為基礎(chǔ),該理論認(rèn)為目前農(nóng)業(yè)收入過(guò)低,農(nóng)民選擇外出務(wù)工,造成了大量的勞動(dòng)力轉(zhuǎn)移,這為研究恩施州煙農(nóng)隊(duì)伍流失的現(xiàn)狀提供了理論依據(jù)。除此之外,國(guó)內(nèi)外學(xué)者還研究了農(nóng)業(yè)支持理論、可持續(xù)發(fā)展理論和煙草業(yè)可持續(xù)發(fā)展理論,并取得了一系列的成果,為本文提供了不少借鑒。文本通過(guò)宏觀、中觀和微觀三個(gè)層面對(duì)影響煙農(nóng)隊(duì)伍穩(wěn)定因素進(jìn)行了綜合性分析。宏觀層面,通過(guò)計(jì)量分析,試圖研究目前影響農(nóng)村勞動(dòng)力向城市轉(zhuǎn)移的原因;中觀層面,對(duì)恩施州各縣市煙農(nóng)進(jìn)行問(wèn)卷調(diào)查,統(tǒng)計(jì)進(jìn)年來(lái)種植煙葉的各項(xiàng)數(shù)據(jù),通過(guò)數(shù)據(jù)分析目前恩施州隊(duì)伍是否可持續(xù)發(fā)展;微觀層面,對(duì)具有典型特點(diǎn)的煙農(nóng)進(jìn)行上戶調(diào)查,訪問(wèn)詳細(xì)情況,了解不同年齡段煙農(nóng)的種植基本情況,包括種植的投入與收入,種植過(guò)程中遇到的困難和希望得到的幫助。針對(duì)以上的分析結(jié)果,文本得出以下結(jié)論:穩(wěn)定恩施州煙農(nóng)隊(duì)伍是可行的,只要建立合理的土地流轉(zhuǎn)制度,擴(kuò)大煙農(nóng)的經(jīng)營(yíng)規(guī)模,提供更好的專業(yè)化服務(wù),對(duì)煙葉過(guò)程中的各個(gè)環(huán)節(jié)進(jìn)行補(bǔ)貼,降低煙農(nóng)投入成本,同時(shí)提高煙葉收購(gòu)價(jià)格,增加煙農(nóng)種植煙葉的純收益,就一定能扭轉(zhuǎn)煙農(nóng)隊(duì)伍流失和老年化的趨勢(shì),以保障恩施州煙農(nóng)隊(duì)伍的穩(wěn)定性,促進(jìn)恩施州煙草業(yè)可持續(xù)發(fā)展。
[Abstract]:The tobacco industry in Enshi prefecture occupies an irreplaceable important position in the development of local economy. It is an important part of the local agricultural economy and has become the largest tobacco production base in Hubei Province. But now the tobacco industry in Enshi is facing the situation of the continuous loss of tobacco farmers and the aggravation of aging. Because of the large amount of labor, the high production cost, the low income from tobacco planting and the low income of migrant workers, and the fact that the level of infrastructure construction and specialized technical services has not kept pace with other factors, modern young people have given up growing cigarettes. The stability of the tobacco farmers in Enshi Prefecture has been seriously threatened. Under this background, this article carries on the thorough investigation and the analysis, tries to find out the factor which affects the Enshi county tobacco farmer troop stability, and puts forward the corresponding measure. This paper is based on the theory of labor force transfer, which holds that agricultural income is too low and farmers choose to go out to work, which results in a large amount of labor force transfer, which provides a theoretical basis for the study of the current situation of the loss of tobacco farmers in Enshi Prefecture. In addition, domestic and foreign scholars have also studied the agricultural support theory, the sustainable development theory and the tobacco industry sustainable development theory, and has obtained a series of achievements, has provided a lot of reference for this article. In this paper, the factors affecting the stability of tobacco farmers are comprehensively analyzed at macro, meso and micro levels. At the macro level, through econometric analysis, this paper attempts to study the reasons that affect the transfer of rural labor force to cities; At the middle level, the tobacco farmers in the counties and cities of Enshi were investigated by questionnaire, and the data of tobacco planting in recent years were counted, and the sustainable development of Enshi county was analyzed through the data. At the micro level, the tobacco farmers with typical characteristics were investigated, and the details were interviewed to understand the basic planting situation of tobacco farmers of different ages, including the input and income of planting, the difficulties encountered in the process of planting and the help they hoped to get. Based on the above analysis results, the text draws the following conclusions: it is feasible to stabilize the tobacco farmers in Enshi Prefecture, as long as a reasonable land transfer system is established, the scale of management of tobacco farmers is expanded, and better specialized services are provided. By subsidizing every link in the process of tobacco, reducing the input cost of tobacco farmers, raising the purchase price of tobacco leaves and increasing the net income of tobacco growers, the trend of loss and aging of tobacco farmers will be reversed. In order to ensure the stability of tobacco farmers in Enshi Prefecture, promote the sustainable development of tobacco industry in Enshi Prefecture.
