【摘要】：改革開放以來,我國農(nóng)業(yè)經(jīng)濟(jì)發(fā)生了巨大的變化,但隨著工業(yè)化、城鎮(zhèn)化進(jìn)程的不斷加快,農(nóng)業(yè)在國民經(jīng)濟(jì)中的占比卻有所下降,農(nóng)業(yè)逐漸出現(xiàn)了結(jié)構(gòu)失衡、資源過度消耗、環(huán)境破壞嚴(yán)重等亟待解決的問題,傳統(tǒng)的粗放型農(nóng)業(yè)發(fā)展方式已與當(dāng)前的生產(chǎn)力發(fā)展不相適應(yīng),迫切需要轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式和加快調(diào)整農(nóng)業(yè)結(jié)構(gòu)。十八大報(bào)告中明確強(qiáng)調(diào):“加快發(fā)展現(xiàn)代農(nóng)業(yè),增強(qiáng)農(nóng)業(yè)綜合生產(chǎn)能力,確保國家糧食安全和重要農(nóng)產(chǎn)品的有效供給。轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式是貫徹落實(shí)科學(xué)發(fā)展觀的根本要求,是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的必然選擇。”農(nóng)業(yè)部在2012年7月21日正式確定延安市為國家現(xiàn)代農(nóng)業(yè)示范區(qū)后,延安農(nóng)業(yè)極其重要的戰(zhàn)略地位與延安農(nóng)業(yè)發(fā)展方式滯后的矛盾逐漸凸顯,轉(zhuǎn)變延安農(nóng)業(yè)發(fā)展方式刻不容緩。全文共分為六個(gè)部分:一、緒論。該部分主要闡述了本論文的研究背景和國內(nèi)外有關(guān)農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變的研究綜述以及論文的研究方法、思路以及創(chuàng)新之處。二、農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變的概念界定與相關(guān)理論。這部分主要界定農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變的內(nèi)涵以及馬克思主義關(guān)于農(nóng)業(yè)發(fā)展方式的論述,為本文研究轉(zhuǎn)變延安農(nóng)業(yè)發(fā)展方式奠定堅(jiān)實(shí)的理論基礎(chǔ)。三、延安農(nóng)業(yè)發(fā)展方式的特征及其轉(zhuǎn)變的現(xiàn)實(shí)意義。該部分主要介紹了延安農(nóng)業(yè)發(fā)展的概況,總結(jié)了當(dāng)前延安農(nóng)業(yè)發(fā)展方式的特征,為延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變提供現(xiàn)實(shí)依據(jù);同時(shí),進(jìn)一步論述了延安轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式對加速推進(jìn)農(nóng)業(yè)現(xiàn)代化、增加延安農(nóng)民收入、推動延安生態(tài)文明建設(shè)、促進(jìn)延安經(jīng)濟(jì)良性發(fā)展有著重要的理論意義和現(xiàn)實(shí)意義。四、延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變面臨的主要問題。該部分主要剖析了延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變在農(nóng)民主體、農(nóng)業(yè)生產(chǎn)經(jīng)營體制、農(nóng)業(yè)資金投入、農(nóng)業(yè)科技應(yīng)用以及農(nóng)業(yè)服務(wù)體系等諸多方面存在的主要障礙。五、延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變的路徑選擇。該部分主要確立了延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變的目標(biāo)、確定了延安農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變應(yīng)該堅(jiān)持的原則,并有針對性地提出了轉(zhuǎn)變延安農(nóng)業(yè)發(fā)展方式的主要舉措。六、結(jié)論。該部分主要總結(jié)了本文的主要觀點(diǎn),同時(shí)對本研究存在的不足提出了后續(xù)研究的計(jì)劃。
[Abstract]:Since the reform and opening up, great changes have taken place in the agricultural economy of our country, but with the industrialization and the acceleration of the urbanization process, the proportion of agriculture in the national economy has declined, and the agriculture has gradually appeared structural imbalance and excessive consumption of resources. The traditional extensive agricultural development mode is not suitable for the development of current productive forces. It is urgent to change the mode of agricultural development and speed up the adjustment of agricultural structure. The report of the 18th CPC National Congress clearly stressed: "accelerate the development of modern agriculture, strengthen comprehensive agricultural production capacity, and ensure national food security and effective supply of important agricultural products." Changing the mode of agricultural development is the fundamental requirement of carrying out the scientific development view and the inevitable choice of realizing agricultural modernization. " After the Ministry of Agriculture officially confirmed Yanan City as the national modern agricultural demonstration area on July 21, 2012, the contradiction between the extremely important strategic position of Yanan agriculture and the lagging behind of the agricultural development mode of Yan'an gradually became prominent, so it is urgent to change the agricultural development mode of Yan'an. The full text is divided into six parts altogether: first, introduction. This part mainly describes the research background of this paper and the research summary of the transformation of agricultural development mode at home and abroad as well as the research methods, ideas and innovations of the paper. Second, the concept of the transformation of agricultural development and related theories. This part mainly defines the connotation of the transformation of agricultural development mode and Marxist exposition on agricultural development mode, which lays a solid theoretical foundation for this article to study and transform the agricultural development mode of Yan'an. Third, the characteristics of Yanan agricultural development mode and the practical significance of its transformation. This part mainly introduces the general situation of agricultural development in Yan'an, summarizes the characteristics of current agricultural development mode in Yan'an, and provides practical basis for the transformation of agricultural development mode in Yan'an. At the same time, it is further discussed that the transformation of agricultural development mode in Yan'an has important theoretical and practical significance in accelerating agricultural modernization, increasing farmers' income, promoting the construction of ecological civilization in Yan'an and promoting the benign development of Yanan economy. Fourth, the main problem that Yan'an agricultural development mode changes face. This part mainly analyzes the main obstacles existing in the transformation of Yanan agricultural development mode in many aspects, such as farmers' main body, agricultural production and management system, agricultural capital input, agricultural science and technology application and agricultural service system, etc. Fifth, the way to change the agricultural development mode in Yan'an. This part mainly establishes the goal of the transformation of agricultural development mode in Yan'an, determines the principles that should be adhered to in the transformation of agricultural development mode in Yan'an, and puts forward the main measures to change the mode of agricultural development in Yan'an. VI. Conclusions This part summarizes the main points of this paper, and puts forward the plan for the following research.
