【摘要】：休閑農(nóng)業(yè)是伴隨著經(jīng)濟(jì)社會(huì)的發(fā)展,人們生活水平的提高一起興起、發(fā)展、壯大的新型業(yè)態(tài)。它利用農(nóng)村生產(chǎn)設(shè)施、生活環(huán)境、生態(tài)資源、結(jié)合農(nóng)耕文化、現(xiàn)代科技、想象創(chuàng)意為城市市民提供觀光、體驗(yàn)、休閑、娛樂等多項(xiàng)需求融合的農(nóng)業(yè)經(jīng)營旅游活動(dòng),它是以農(nóng)村為基礎(chǔ)、休閑為目的、參與為手段、城市市民為目標(biāo)的第一、二、三產(chǎn)業(yè)相結(jié)合的新型產(chǎn)業(yè)形態(tài),是農(nóng)業(yè)旅游化與旅游農(nóng)業(yè)化的深度融合。此外,休閑農(nóng)業(yè)對(duì)于吸收農(nóng)村剩余勞動(dòng)力,消除城鄉(xiāng)二元結(jié)構(gòu),統(tǒng)籌區(qū)域發(fā)展,促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級(jí)具有戰(zhàn)略性意義。蒙城縣的休閑農(nóng)業(yè)資源十分豐富,自然景觀眾多、人文底蘊(yùn)深厚、田園風(fēng)光優(yōu)美、民俗文化濃厚,這為休閑農(nóng)業(yè)的發(fā)展提供了必要條件。然而,由于蒙城縣休閑農(nóng)業(yè)發(fā)展剛剛起步規(guī)模小、項(xiàng)目少、結(jié)構(gòu)單一、發(fā)展層次較低的問題還比較突出。因此,對(duì)蒙城縣休閑農(nóng)業(yè)的發(fā)展進(jìn)行研究促使其走上健康的發(fā)展道路十分重要。本文在總結(jié)國內(nèi)外休閑農(nóng)業(yè)發(fā)展歷史、研究現(xiàn)狀的基礎(chǔ)上,通過SWOT分析法、亳州市三縣休閑農(nóng)業(yè)發(fā)展競(jìng)合分析法對(duì)蒙城縣休閑農(nóng)業(yè)發(fā)展的現(xiàn)狀進(jìn)行全方位的分析,并在此基礎(chǔ)上結(jié)合相關(guān)理論對(duì)蒙城縣休閑農(nóng)業(yè)進(jìn)行了宏觀規(guī)劃。以縣域行政區(qū)為單位對(duì)休閑農(nóng)業(yè)進(jìn)行宏觀規(guī)劃擺脫了傳統(tǒng)分析問題、解決問題的套路,對(duì)于剛剛興起的蒙城縣休閑農(nóng)業(yè)的發(fā)展更具有實(shí)際意義。為保障休閑農(nóng)業(yè)規(guī)劃的順利實(shí)施和推廣,本文分別從休閑農(nóng)業(yè)發(fā)展的體制機(jī)制,休閑農(nóng)業(yè)發(fā)展的政策措施,構(gòu)建休閑農(nóng)業(yè)人才體系這幾方面提出了詳細(xì)的對(duì)策。
[Abstract]:Leisure agriculture is a new type of business with the development of economy and society and the improvement of people's living standard. It uses rural production facilities, living environment, ecological resources, combining farming culture, modern science and technology, and imagination and creativity to provide urban citizens with a combination of tourism, experience, leisure, entertainment, and many other agricultural management and tourism activities. It is a new type of industrial form which combines the first, second and third industries with the rural area as the foundation, the leisure as the purpose, the participation as the means, and the urban citizen as the target. It is the deep integration of agricultural tourism and tourism agriculture. In addition, leisure agriculture is of strategic significance for absorbing rural surplus labor force, eliminating urban-rural dual structure, coordinating regional development and promoting economic structural transformation and upgrading. The leisure agriculture resources in Mengcheng County are very rich, the natural landscape is numerous, the humanities is deep, the pastoral scenery is beautiful, the folk custom culture is strong, which provides the necessary condition for the development of the leisure agriculture. However, due to the small scale, few projects, single structure and low level of development, the development of leisure agriculture in Mengcheng County is still prominent. Therefore, it is very important to study the development of leisure agriculture in Mengcheng County. On the basis of summing up the development history of leisure agriculture at home and abroad and studying the present situation, this paper analyzes the present situation of leisure agriculture in three counties of Bozhou by means of SWOT analysis and competitive analysis of leisure agriculture development in Bozhou. And on this basis combined with the relevant theory of leisure agriculture in Mengcheng County macro-planning. Taking county administrative region as the unit, the macro planning of leisure agriculture gets rid of the traditional analysis problem and solves the problem routine, which has more practical significance for the development of the newly rising leisure agriculture in Mengcheng county. In order to ensure the smooth implementation and popularization of leisure agriculture planning, this paper puts forward some detailed countermeasures from the following aspects: the system and mechanism of leisure agriculture development, the policies and measures of leisure agriculture development, and the construction of leisure agriculture talents system.
