【摘要】：土地是經(jīng)濟(jì)、社會(huì)、文化活動(dòng)的必需載體,伴隨著全球人口的增多、社會(huì)經(jīng)濟(jì)的高速發(fā)展以及城市問題的產(chǎn)生,人們意識(shí)到土地利用對(duì)群體、城市、國(guó)家甚至整個(gè)人類社會(huì)實(shí)現(xiàn)可持續(xù)發(fā)展的重要性。伴隨城市化與工業(yè)化的發(fā)展,土地利用效率低下、空間擴(kuò)張過度的問題日趨顯著。為此,國(guó)務(wù)院提出了以嚴(yán)格保護(hù)耕地為前提,以嚴(yán)格控制建設(shè)用地?cái)U(kuò)張為重點(diǎn),以節(jié)約和集約利用土地為核心的指導(dǎo)思想,為我國(guó)新一輪土地利用總體規(guī)劃工作的開展提供了指導(dǎo)。最近幾年,國(guó)土資源部在不斷致力于土地的合理利用,在綜合考慮到國(guó)土資源調(diào)查結(jié)果的基礎(chǔ)上,深入開展開發(fā)區(qū)與城市土地利用評(píng)價(jià)與研究工作,確立了許多土地利用研究與實(shí)踐的課題,為學(xué)術(shù)界進(jìn)一步研究城市土地利用奠定了基礎(chǔ)。2015年中共中央政治局會(huì)議第一次談到了“綠色發(fā)展”理念,將綠色發(fā)展的重要性上升至與生活富裕、生產(chǎn)發(fā)展、生態(tài)良好一樣的高度,并提出了要打造合理、科學(xué)的農(nóng)業(yè)發(fā)展局面、城市化局面、生態(tài)安全局面。在此背景下,針對(duì)這一新理念,文章首先全面、系統(tǒng)的歸納概括了國(guó)內(nèi)外城市土地利用的研究概況,為后續(xù)研究分析我國(guó)城市土地綠色化利用奠定了基礎(chǔ)。在此基礎(chǔ)上以綠色化的視角分析了我國(guó)土地資源利用的現(xiàn)狀,從土地利用的分類、數(shù)量、品質(zhì)、構(gòu)造,土地后備資源及其潛力,土地開發(fā)利用程度,土地宏觀經(jīng)濟(jì)效益和土地利用生態(tài)效益這五個(gè)方面作具體分析。然后從“開源”“節(jié)流”的兩種角度厘清了綠色化的概念,進(jìn)而解釋了何為土地的綠色化利用,接著提出了以生態(tài)環(huán)境、糧食安全、人民安居樂業(yè)為要素的綠色化視角利用土地的必要性,最后給出了實(shí)現(xiàn)土地綠色化的對(duì)策建議,從政策、規(guī)劃、理念、保障機(jī)制以及整治手段等幾個(gè)方面展開敘述,以望為后續(xù)深入的土地綠色利用打下基礎(chǔ)。
[Abstract]:Land is the necessary carrier of economic, social and cultural activities. With the increase of global population, the rapid development of social economy and the emergence of urban problems, people realize that land use affects groups and cities. The importance of the sustainable development of the country and even the whole human society. With the development of urbanization and industrialization, the problems of low efficiency of land use and excessive expansion of space are becoming more and more obvious. For this reason, the State Council has put forward the guiding ideology of strictly protecting cultivated land, focusing on strictly controlling the expansion of construction land, and taking conservation and intensive use of land as the core. It provides guidance for the development of a new round of overall land use planning in China. In recent years, the Ministry of Land and Resources has been devoting itself to the rational use of land. On the basis of comprehensive consideration of the results of the investigation of land and resources, the Ministry of Land and Resources has carried out in-depth evaluation and research work on land use in development zones and cities. Has established many land use research and the practice topic, has laid the foundation for the academic circles to further study the urban land use. In 2015, the CPC Central Committee Politburo Conference first talked about the concept of "green development". The importance of green development is raised to the same height as that of rich life, development of production and good ecology. It is also put forward that we should create a reasonable and scientific situation of agricultural development, a situation of urbanization and a situation of ecological security. Under this background, in view of this new idea, the article first summarizes the domestic and foreign urban land use research general situation, establishes the foundation for the follow-up research and analysis our country city land green utilization. On this basis, the present situation of land resources utilization in China is analyzed from the perspective of greening. The classification, quantity, quality, structure, reserve resources and potential of land use, and the degree of land exploitation and utilization are analyzed in terms of land use classification, quantity, quality, structure, land reserve resources and their potential. Land macro-economic benefits and land use ecological benefits of these five aspects to make a specific analysis. Then it clarifies the concept of greening from the two angles of "open source" and "throttling", then explains what is the green use of land, and then puts forward the concept of ecological environment and food security. The necessity of making use of land from the green perspective of people living and working in peace and contentment is given. Finally, the countermeasures and suggestions to realize the greening of land are put forward, which are described from the aspects of policy, planning, concept, security mechanism and means of regulation, etc. Hope for the follow-up to lay a foundation for the further green use of land.
