【摘要】：國家高度重視“三農(nóng)”問題”,連續(xù)12年中央一號文件聚焦“三農(nóng)”。2010年和2014年中央分別兩次舉行中央新疆工作座談會。習(xí)近平同志發(fā)表重要講話,要求新疆生產(chǎn)建設(shè)兵團(tuán)要科學(xué)處理屯墾和維穩(wěn)戍邊、兵團(tuán)和地方的關(guān)系,在事關(guān)根本、基礎(chǔ)、長遠(yuǎn)的問題上發(fā)力。李克強(qiáng)指出,支持新疆生產(chǎn)建設(shè)兵團(tuán)發(fā)展壯大,發(fā)揮好新形勢下維穩(wěn)戍邊的特殊作用。自成立以來,新疆生產(chǎn)建設(shè)兵團(tuán)發(fā)揮著建設(shè)大軍、中流砥柱、銅墻鐵壁“三大作用”的作用。兵團(tuán)特殊體制和社會主義市場經(jīng)濟(jì)體制緊密結(jié)合的有效措施是“三化”(城鎮(zhèn)化、新型工業(yè)化、農(nóng)業(yè)現(xiàn)代化)。兵團(tuán)全面建成小康社會,實(shí)現(xiàn)兵團(tuán)跨越式發(fā)展和長治久安,提高兵團(tuán)職工生活質(zhì)量等離不如何開千方百計(jì)增加職工收入、促進(jìn)職工多元增收這個(gè)現(xiàn)實(shí)問題。在“絲綢之路經(jīng)濟(jì)帶”建設(shè)和兩次中央新疆工作座談會召開和等大背景下,深入研究探討兵團(tuán)團(tuán)場職工多元增收問題,具有比較深遠(yuǎn)的現(xiàn)實(shí)意義。本研究通過綜合運(yùn)用實(shí)證分析和理論分析等方法對一六四團(tuán)職工多元化增收進(jìn)行研究,厘清影響該團(tuán)職工增收多元化的主要因素,基于理論分析及推理得出職工增收多元化的實(shí)現(xiàn)途徑,拓寬一六四團(tuán)職工增收多元化的途徑:大力開展職工素質(zhì)培訓(xùn)工程,提高職工素質(zhì);進(jìn)行農(nóng)業(yè)結(jié)構(gòu)調(diào)整,提升大農(nóng)業(yè)附加值;大力發(fā)展商貿(mào)流通,營造多業(yè)并舉氛圍;依托基地建設(shè)帶動,促職工多元增收快速發(fā)展;適當(dāng)發(fā)展二三產(chǎn)業(yè),因地制宜發(fā)展團(tuán)場服務(wù)業(yè);落實(shí)國家惠農(nóng)補(bǔ)貼政策;加大宣傳引導(dǎo)力度,鼓勵(lì)職工積極創(chuàng)業(yè)。
[Abstract]:The state attaches great importance to the issue of "agriculture, countryside and farmers," and for 12 consecutive years, the first document of the Central Committee has focused on "agriculture, rural areas and farmers." in 2010 and 2014, the Central Committee held two meetings on the work of Xinjiang. Comrade Xi Jinping made an important speech, urging the Xinjiang production and Construction Corps to scientifically handle the relations between the corps and the local authorities on the fundamental, and long-term issues. Li Keqiang pointed out that the Xinjiang production and Construction Corps should be supported in its development and play a special role in maintaining stability and garrisoning the border under the new situation. Since its establishment, Xinjiang production and Construction Corps has played the role of building army, mainstay and iron wall. The effective measure of combining the special system of bingtuan with the socialist market economic system is the "three modernizations" (urbanization, new industrialization, agricultural modernization). Building a well-off society in an all-round way, realizing the leapfrog development and lasting stability of the Corps, improving the quality of life of the staff and workers of the Corps, and so on, how to do everything possible to increase the income of the workers and staff, and to promote the diversified income of the workers and staff, is a realistic problem. Under the background of the construction of "Silk Road Economic Belt" and the holding of two central Xinjiang work symposiums, it is of profound practical significance to deeply study and discuss the multiple income increase of staff and workers in Corps Farm. This study makes a comprehensive use of empirical analysis and theoretical analysis to study the multiple income increase of 164 regiment staff and workers, and clarifies the main factors that affect the income diversification of the staff and workers of this regiment. On the basis of theoretical analysis and reasoning, this paper concludes the ways to realize the diversification of staff and workers' income, and widens the ways of increasing the income of employees in 164th regiment: vigorously carrying out the project of staff quality training and improving the quality of staff and workers; To adjust the agricultural structure, to enhance the agricultural added value; to vigorously develop the circulation of commerce and commerce, to create a multi-industry and simultaneous development atmosphere; to rely on the base construction to promote the rapid development of diversified income of the staff and workers; Appropriate development of the secondary and tertiary industries, development of the service industry according to local conditions; implementation of the national subsidy policy for agriculture; increase publicity and guidance to encourage employees to start a business actively.
