【摘要】：貧困是長期制約我國經(jīng)濟(jì)發(fā)展和社會穩(wěn)定的重要因素之一,國內(nèi)外的學(xué)者對扶貧工作進(jìn)行了大量的研究,認(rèn)為我國由政府主導(dǎo)的扶貧開發(fā)工作一直是注重結(jié)果而不注重投入,注重宏觀不注重微觀,注重形式不注意實(shí)際,因此我國的扶貧績效廣受外界的質(zhì)疑。因此扶貧開發(fā)要注重績效管理,要防止無用功低績效的扶貧投入。因此,廣東在2009年提出“規(guī)劃到戶,責(zé)任到人”的扶貧模式,動(dòng)員全省力量開展瞄準(zhǔn)度高的扶貧工作,希望通過較高的瞄準(zhǔn)度提高扶貧績效,本文從從化市烏石村的“雙到”扶貧工作為切入點(diǎn),通過問卷調(diào)查,數(shù)據(jù)分析,對比烏石村三年前后的經(jīng)濟(jì)發(fā)展、基礎(chǔ)設(shè)施建立的情況,貧困人口的收入情況、貧困問題等方面進(jìn)行研究,根據(jù)多方數(shù)據(jù)顯示“雙到”扶貧工作為烏石村的貧困戶的收入大幅提高,但“雙到”扶貧的行政成本非常高、資金投入的脫貧貢獻(xiàn)率極低,因此,本文深入分析了績效不高的原因以及解決績效不高的對策和建議,本文分為六大部分:第一部分是緒論,通過介紹研究背景與意義,研究國內(nèi)外對貧困、扶貧、績效等問題的探討,進(jìn)而明確目前國內(nèi)外的研究發(fā)展趨勢,提出具體的研究內(nèi)容、思路、技術(shù)路線、研究方法。第二部分是相關(guān)概念界定和基礎(chǔ)理論部分,對貧困、標(biāo)準(zhǔn)線、扶貧及扶貧開發(fā)“雙到”等基本理論概述進(jìn)行界定。第三部分是從化市烏石村“雙到”扶貧工作現(xiàn)狀,回顧廣東扶貧開發(fā)歷史,對從化市烏石村的貧困現(xiàn)狀進(jìn)行分析,對主要措施以及取得成效進(jìn)行闡述。第四部分是從化市烏石村“雙到”扶貧工作的績效進(jìn)行評價(jià),通過對烏石村經(jīng)濟(jì)、生產(chǎn)等各方面分析研究,分析扶貧績效情況并且對其進(jìn)行了研判。第五部分是對扶貧績效分析得出的問題及其原因進(jìn)行闡述。第六部分是對提高“雙到”扶貧工作績效問題提出對策與建議。由于“規(guī)劃到戶,責(zé)任到人”的扶貧工作研究在全國有普遍性和相似性,本文研究對全國扶貧開發(fā)工作有一定的參考意義。
[Abstract]:Poverty is one of the important factors that restrict the economic development and social stability of our country for a long time. Scholars at home and abroad have done a lot of research on poverty alleviation, and hold that the poverty alleviation and development work led by the government in our country has always focused on the results rather than on the input. Pay more attention to macro-level and form, therefore, our country's poverty-alleviation performance has been questioned by the outside world. Therefore, poor development should pay attention to performance management, to prevent poor performance of the poor input. Therefore, in 2009, Guangdong put forward the poverty alleviation model of "planning to households, responsibility to people," and mobilized the strength of the whole province to carry out high-targeted poverty alleviation work, hoping to improve poverty alleviation performance through a higher targeting degree. From the "double to" poverty alleviation work in Wushi Village of Conghua City as the starting point, through questionnaire survey and data analysis, this paper compares the economic development, the establishment of infrastructure and the income of the poor population in the village after three years. According to various data, the poverty alleviation work of "Shuangzhi" has greatly increased the income of poor households in Wushi Village, but the administrative cost of "Shuangzhi" poverty alleviation is very high, and the contribution rate of financial input to poverty eradication is extremely low. This paper deeply analyzes the causes of poor performance and the countermeasures and suggestions to solve the problem. The first part is the introduction, through the introduction of the research background and significance, research on poverty, poverty alleviation at home and abroad, This paper discusses the problems such as performance, then clarifies the development trend of research at home and abroad, and puts forward specific research contents, ideas, technical routes and research methods. The second part defines the basic theories of poverty, standard line, poverty alleviation and poverty alleviation. The third part is the current situation of "double to" poverty alleviation in Wushi Village of Conghua City, reviewing the history of poverty alleviation and development in Guangdong Province, analyzing the present poverty situation of Wushi Village in Conghua City, and expounding the main measures and achievements. The fourth part is the performance evaluation of "double to" poverty alleviation in Wushi Village of Conghua City. Through the analysis and research on the economic and production aspects of Ushi Village, the paper analyzes the performance of poverty alleviation and makes a study of it. The fifth part is the analysis of poverty reduction problems and their causes. The sixth part puts forward countermeasures and suggestions to improve the performance of double-to-poor work. Because of the universality and similarity of the research of "Planning to households, responsibility to people", the study of this paper has certain reference significance for the work of poverty alleviation and development in the whole country.
