【摘要】：以西南地區(qū)一個(gè)國家級(jí)貧困縣的精準(zhǔn)扶貧實(shí)踐為分析對(duì)象,考察了精準(zhǔn)扶貧實(shí)踐的偏離問題,并從基層治理的角度對(duì)偏離的原因進(jìn)行了闡釋。從精準(zhǔn)識(shí)別來看,橫截面識(shí)別、標(biāo)準(zhǔn)化、僵化的指標(biāo)與村民生活的動(dòng)態(tài)變化、村莊現(xiàn)實(shí)的不規(guī)則性以及村莊道義相偏離;而在精準(zhǔn)扶貧的實(shí)施過程中,偏離主要表現(xiàn)為扶貧資源投入的內(nèi)卷化和人力投入的內(nèi)卷化。研究從基層治理的角度闡釋了精準(zhǔn)扶貧實(shí)踐偏離的原因。在村莊層面,精準(zhǔn)識(shí)別的"去政治化",即未能形成對(duì)大多數(shù)村民的政治動(dòng)員,是導(dǎo)致實(shí)踐偏離的重要因素之一。在縣、鄉(xiāng)層面,精準(zhǔn)扶貧實(shí)踐中"行政吸納政治"的邏輯也是實(shí)踐偏離的影響因素,以專業(yè)化、標(biāo)準(zhǔn)化為特征的技術(shù)治理、將"樹典型"作為目的而非手段、事本主義邏輯,都是構(gòu)成精準(zhǔn)扶貧內(nèi)卷化的原因。
[Abstract]:Taking the practice of precision poverty alleviation in a state-level poor county in southwest China as an analysis object, the deviation of precision poverty alleviation practice is investigated, and the reasons of deviation are explained from the angle of grass-roots governance. From the perspective of accurate recognition, cross-section recognition, standardization, ossified indicators and the dynamic changes of villagers' life, the irregularity of village reality and the deviation of village morality; In the implementation process of precision poverty alleviation, deviation is mainly reflected in the inrolling of poverty alleviation resources input and manpower investment. The study explains the reasons for deviation from the practice of precision poverty alleviation from the perspective of grass-roots governance. At the village level, the "depoliticization" of accurate identification, that is, the failure to form political mobilization to most villagers, is one of the important factors leading to the deviation of practice. At the county and township level, the logic of "administration absorbing politics" in the practice of accurate poverty alleviation is also the influence factor of the deviation of practice. The technological governance characterized by specialization and standardization takes "tree model" as an end rather than a means, and the logic of materialism. These are the reasons for accurate poverty reduction.
