【摘要】：林權(quán)登記是不動產(chǎn)統(tǒng)一登記內(nèi)容當(dāng)中重要的一部分,文章對昆明市林權(quán)不動產(chǎn)登記工作進(jìn)行研究探討,通過分析現(xiàn)狀,指出存在重視程度不高、檔案移交及數(shù)據(jù)整合推進(jìn)緩慢、業(yè)務(wù)系統(tǒng)對接困難、政策矛盾突出、權(quán)籍調(diào)查工作難以開展、林權(quán)抵押審核工作不明確、林權(quán)糾紛調(diào)處面臨的壓力較大等問題,結(jié)合工作實(shí)際,提出了加強(qiáng)部門間協(xié)調(diào)配合、建立檔案資料查詢互用機(jī)制、盡快打通數(shù)據(jù)通道、合理化解政策矛盾、合并開展權(quán)籍調(diào)查工作、有序辦理林權(quán)抵押、銜接做好林權(quán)糾紛調(diào)處的改進(jìn)措施及建議,為昆明市乃至云南省的林權(quán)不動產(chǎn)登記工作提供參考。
[Abstract]:Forest property registration is an important part of the unified registration of real estate. This paper studies and discusses the registration of forest real estate in Kunming. By analyzing the present situation, it points out that the degree of attention is not high, the transfer of archives and the integration of data are slow to advance. The business system is difficult to connect, the policy contradiction is prominent, the investigation of the right to the land is difficult to carry out, the audit work of forest property right mortgage is not clear, the pressure of the forest property right dispute mediation is great, and so on. Combined with the practice of the work, the paper puts forward to strengthen the coordination and coordination between the departments. To establish the mechanism of mutual use of archival data, to open up data channels as soon as possible, to resolve policy contradictions reasonably, to merge and carry out the investigation of rights and records, to handle the mortgage of forest property in an orderly manner, and to link up with the improvement measures and suggestions for the mediation and treatment of forest rights disputes. For Kunming City and even Yunnan Province forest real estate registration work to provide a reference.
