【摘要】：農(nóng)業(yè)新常態(tài)下,推進(jìn)晉城市農(nóng)業(yè)科技創(chuàng)新體系建設(shè)能夠改善晉城市農(nóng)業(yè)現(xiàn)狀,促進(jìn)晉城市農(nóng)業(yè)發(fā)展。農(nóng)業(yè)科技創(chuàng)新體系是指把農(nóng)業(yè)科技創(chuàng)新主體的農(nóng)業(yè)科技創(chuàng)新成果轉(zhuǎn)化為實(shí)際生產(chǎn)力的一個(gè)復(fù)雜的、動(dòng)態(tài)的良性循環(huán)系統(tǒng),可以實(shí)現(xiàn)農(nóng)業(yè)產(chǎn)前、產(chǎn)中、產(chǎn)后有效結(jié)合。農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ),農(nóng)業(yè)的發(fā)展直接關(guān)系著國(guó)計(jì)民生,而晉城市農(nóng)業(yè)的發(fā)展是當(dāng)?shù)亟?jīng)濟(jì)發(fā)展轉(zhuǎn)型的重要路徑之一。晉城市農(nóng)業(yè)步入新常態(tài)后,新常態(tài)為晉城市煤礦轉(zhuǎn)型以及農(nóng)業(yè)的發(fā)展提供了歷史性的機(jī)遇,這就迫切需要農(nóng)業(yè)科技創(chuàng)新與推廣支撐農(nóng)業(yè)的發(fā)展。基于此,本論文將晉城市農(nóng)業(yè)發(fā)展與農(nóng)業(yè)科技創(chuàng)新體系相結(jié)合,探索以農(nóng)業(yè)科技創(chuàng)新為載體,構(gòu)建“政府推動(dòng)、科研機(jī)構(gòu)與農(nóng)業(yè)高校主導(dǎo)、涉農(nóng)企業(yè)運(yùn)作”的新模式,解決晉城市農(nóng)業(yè)發(fā)展過(guò)程中面臨的上述難題。從科技與社會(huì)的視角出發(fā),以哲學(xué)基本理論為基礎(chǔ),結(jié)合山西省晉城市農(nóng)業(yè)實(shí)際情況,對(duì)新常態(tài)下晉城市農(nóng)業(yè)科技創(chuàng)新體系的構(gòu)建進(jìn)行研究。首先從概念出發(fā),對(duì)農(nóng)業(yè)科技創(chuàng)新體系的內(nèi)涵、基本特征及構(gòu)成進(jìn)行詳盡的分析;其次結(jié)合中國(guó)古代農(nóng)業(yè)哲學(xué)思想、現(xiàn)代系統(tǒng)論和拉普拉斯的硬核理論,對(duì)農(nóng)業(yè)科技創(chuàng)新體系能夠促進(jìn)農(nóng)業(yè)發(fā)展進(jìn)行了理論分析。接下來(lái)將晉城市農(nóng)業(yè)發(fā)展的自然條件、經(jīng)濟(jì)社會(huì)條件與農(nóng)業(yè)科技創(chuàng)新體系的發(fā)展要求有機(jī)結(jié)合,分析了晉城市農(nóng)業(yè)科技創(chuàng)新體系的現(xiàn)狀、存在的問(wèn)題以及構(gòu)建的可行性。最后根據(jù)中國(guó)古代“天人合一”的農(nóng)業(yè)思想,樹(shù)立農(nóng)業(yè)科技創(chuàng)新體系構(gòu)建的生態(tài)價(jià)值觀認(rèn)知,對(duì)傳統(tǒng)農(nóng)業(yè)范式進(jìn)行理性的回歸,從而突破農(nóng)業(yè)科技創(chuàng)新的技術(shù)硬核,準(zhǔn)確定位農(nóng)業(yè)創(chuàng)新主體,在認(rèn)知維、技術(shù)維、制度維和傳播維升級(jí),構(gòu)建多向多層次的農(nóng)業(yè)科技創(chuàng)新體系,促進(jìn)晉城市農(nóng)業(yè)發(fā)展。
[Abstract]:Under the new normal condition of agriculture, promoting the construction of agricultural science and technology innovation system in Jincheng city can improve the present situation of agriculture in Jincheng city and promote the development of agriculture in Jincheng city. The agricultural science and technology innovation system refers to a complex and dynamic benign circulatory system that converts the agricultural science and technology innovation achievements of the main body of agricultural science and technology innovation into actual productive forces, which can realize the effective combination of agriculture before, during and after production. Agriculture is the foundation of the national economy, and the development of agriculture is directly related to the national economy and people's livelihood, while the development of agriculture in Jincheng is one of the important paths for the transformation of local economic development. After Jincheng agriculture enters into the new normal, the new normal provides a historic opportunity for the transformation of coal mines and the development of agriculture in Jincheng, which urgently needs the innovation and extension of agricultural science and technology to support the development of agriculture. Based on this, this paper combines the agricultural development of Jincheng city with the agricultural science and technology innovation system, and explores the new mode of "government promotion, scientific research institutions and agricultural universities leading, agricultural enterprises operation", which takes agricultural science and technology innovation as the carrier. To solve the above-mentioned problems in the process of agricultural development in Jincheng City. From the angle of view of science and technology and society, based on the basic theory of philosophy and the actual situation of agriculture in Shanxi Province, this paper studies the construction of innovation system of agricultural science and technology in Jincheng city under the new normal state. First of all, from the concept, the connotation, basic characteristics and composition of agricultural science and technology innovation system are analyzed in detail. Secondly, combining with ancient Chinese agricultural philosophy, modern system theory and Laplace's hard core theory, this paper makes a theoretical analysis of agricultural science and technology innovation system which can promote the development of agriculture. Then combining the natural conditions of agricultural development, economic and social conditions with the development requirements of agricultural science and technology innovation system, this paper analyzes the present situation, existing problems and feasibility of construction of agricultural science and technology innovation system in Jincheng city. Finally, according to the agricultural thought of "harmony of nature and man" in ancient China, we establish the cognition of ecological values of agricultural science and technology innovation system, and return the traditional agricultural paradigm rationally, so as to break through the hard core of agricultural science and technology innovation. Positioning the main body of agricultural innovation accurately, upgrading the cognitive dimension, technical dimension, institutional dimension and dissemination dimension, constructing a multi-directional and multi-level agricultural science and technology innovation system to promote the agricultural development of Jincheng city.
