【摘要】：隨著農(nóng)業(yè)現(xiàn)代化進(jìn)程的加快,先進(jìn)的農(nóng)業(yè)技術(shù)在農(nóng)業(yè)生產(chǎn)上的應(yīng)用逐漸增多�，F(xiàn)代化農(nóng)業(yè)技術(shù)的推廣應(yīng)用促進(jìn)了農(nóng)業(yè)生產(chǎn)模式的優(yōu)化升級(jí),使有限的土地發(fā)揮其最大的價(jià)值,實(shí)現(xiàn)帕累托最優(yōu)。在新型農(nóng)業(yè)技術(shù)需求和應(yīng)用不斷增多的背景下,使得新型農(nóng)業(yè)技術(shù)的傳播者農(nóng)業(yè)技術(shù)推廣服務(wù)人員的需求也在逐漸增加。農(nóng)業(yè)技術(shù)推廣人員服務(wù)水平和職業(yè)素養(yǎng),成為先進(jìn)農(nóng)業(yè)技術(shù)向農(nóng)民傳播和應(yīng)用的關(guān)鍵因素。研究分析農(nóng)技推廣人員,有利于提高農(nóng)技推廣人員的工作積極性,促進(jìn)農(nóng)業(yè)技術(shù)推廣應(yīng)用,從根本上提高農(nóng)作物產(chǎn)量和質(zhì)量;有利于在農(nóng)業(yè)技術(shù)推廣過(guò)程中加深閩侯縣農(nóng)業(yè)科技化程度,提高農(nóng)業(yè)技術(shù)推廣效率和農(nóng)民生產(chǎn)效率。同時(shí)也為政府制定農(nóng)業(yè)技術(shù)推廣政策提供參考的理論依據(jù)。本文利用文獻(xiàn)調(diào)查法,問(wèn)卷調(diào)查法,實(shí)證分析法和模糊綜合評(píng)價(jià)等方法對(duì)當(dāng)前農(nóng)業(yè)技術(shù)推廣服務(wù)的國(guó)內(nèi)外相關(guān)研究成果進(jìn)行了歸納總結(jié);就閩侯縣農(nóng)業(yè)技術(shù)推廣服務(wù)人員隊(duì)伍構(gòu)建及其工作滿意度進(jìn)行了調(diào)查;并對(duì)農(nóng)業(yè)技術(shù)推廣人員等基本概念和人力資本、馬斯諾需求層次等基本理論進(jìn)行了概述,為全文研究?jī)?nèi)容的開展奠定了基礎(chǔ)。研究結(jié)論如下:1、閩侯縣農(nóng)技推廣服務(wù)人員存在男女比例失調(diào)嚴(yán)重、創(chuàng)新能力不足、專業(yè)發(fā)展不平衡、經(jīng)驗(yàn)和知識(shí)儲(chǔ)備較弱等問(wèn)題。而農(nóng)技推廣服務(wù)人員工作滿意度評(píng)價(jià)處于"不滿意"和"比較滿意"之間,滿意度水平較低。2、農(nóng)戶對(duì)于農(nóng)技推廣服務(wù)人員服務(wù)的滿意度還處于較低水平,不滿意農(nóng)戶占比達(dá)到44%。模糊評(píng)價(jià)結(jié)果顯示閩侯縣農(nóng)技推廣服務(wù)人員整體素質(zhì)表現(xiàn)剛合格,還存在較多不足和需要繼續(xù)提升的地方。3、以馬斯洛需求理論為基礎(chǔ),構(gòu)建了包含:薪酬激勵(lì)、精神激勵(lì)、成長(zhǎng)性激勵(lì)以及保障化制度激勵(lì)4個(gè)方面的激勵(lì)機(jī)制框架。以此提高閩侯縣農(nóng)業(yè)技術(shù)推廣服務(wù)人員積極性,從而達(dá)到提高農(nóng)業(yè)技術(shù)推廣效率的目的。因此,提高農(nóng)技推廣人員的工作積極性和農(nóng)技推廣人員隊(duì)伍整體素質(zhì)是農(nóng)業(yè)技術(shù)推廣工作的側(cè)重點(diǎn)。
[Abstract]:With the acceleration of agricultural modernization, the application of advanced agricultural technology in agricultural production is increasing. The popularization and application of modern agricultural technology promote the optimization and upgrading of agricultural production mode, make the limited land give play to its maximum value, and realize the Pareto optimum. Under the background of the increasing demand and application of new agricultural technology, the demand of agricultural technology extension service personnel of the new agricultural technology communicator is also increasing gradually. The service level and professional accomplishment of agricultural extension personnel have become the key factors for the spread and application of advanced agricultural technology to farmers. The research and analysis of agricultural technology extension personnel will help to improve the enthusiasm of agricultural technology extension personnel, promote the application of agricultural technology, and fundamentally improve the yield and quality of crops. It is propitious to deepen the degree of agricultural science and technology in Minhou county in the process of agricultural technology extension, and to improve the efficiency of agricultural technology extension and farmers' production. At the same time, it also provides the theoretical basis for the government to formulate agricultural technology extension policy. In this paper, the literature survey, questionnaire, empirical analysis and fuzzy comprehensive evaluation of the current agricultural technology extension services at home and abroad related research results were summarized. The construction and job satisfaction of agricultural extension service personnel in Minhou county were investigated. The basic concepts such as agricultural extension personnel, human capital, Masno hierarchy of demand and other basic theories were summarized, which laid a foundation for the development of the full text of the research. The conclusions are as follows: 1. There are serious maladjustment of male and female ratio of male to female, insufficient innovation ability, unbalanced professional development, weak experience and knowledge reserve among agricultural extension service personnel in Minhou County. However, the evaluation of agricultural extension service workers' job satisfaction is between "unsatisfactory" and "relatively satisfactory", the satisfaction level is low, and the satisfaction of farmers for agricultural technology extension service personnel is still at a lower level. The proportion of dissatisfied farmers reached 44. The fuzzy evaluation results show that the overall quality of agricultural extension service personnel in Minhou County has just been qualified, and there are still many shortcomings and need to be further improved. 3. Based on Maslow's demand theory, the paper constructs a system that includes: salary incentive, spiritual incentive, etc. The incentive mechanism framework of growth incentive and guarantee system incentive. So as to improve the enthusiasm of agricultural technology extension service personnel in Minhou County, and achieve the purpose of improving the efficiency of agricultural technology extension. Therefore, improving the work enthusiasm of agricultural extension personnel and the overall quality of agricultural technology extension staff is the focus of agricultural technology extension work.
