【摘要】：新疆生產(chǎn)建設(shè)兵團(tuán)第八師一五二團(tuán)被譽(yù)為軍墾名城石河子市的城中花園,有土地3.3萬(wàn)畝。2003年前,團(tuán)場(chǎng)主要是在次棉區(qū)上種棉花,作物種植結(jié)構(gòu)單一,團(tuán)場(chǎng)經(jīng)濟(jì)發(fā)展水平和職工收入水平增長(zhǎng)幅度有限。依據(jù)團(tuán)場(chǎng)良好的資源稟賦條件,結(jié)合城郊地緣優(yōu)勢(shì),團(tuán)場(chǎng)重點(diǎn)在農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整上進(jìn)行探索,大力發(fā)展釀酒葡萄產(chǎn)業(yè),基本形成了“三分田,三分園,三分經(jīng)濟(jì)作物拿訂單”的種植結(jié)構(gòu),成為天山北坡地區(qū)的優(yōu)質(zhì)高效、綠色無(wú)公害釀酒葡萄生產(chǎn)示范基地,為打造中國(guó)的“波爾多”起到了帶動(dòng)和示范作用,有效推進(jìn)團(tuán)場(chǎng)農(nóng)業(yè)的可持續(xù)發(fā)展。一五二團(tuán)釀酒葡萄產(chǎn)業(yè)大體經(jīng)歷了三個(gè)階段,依次為葡萄產(chǎn)業(yè)化初期的試種階段、產(chǎn)業(yè)化初具規(guī)模階段和龍頭企業(yè)帶動(dòng)下的大發(fā)展階段,通過(guò)發(fā)展釀酒葡萄產(chǎn)業(yè),一五二團(tuán)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)得到進(jìn)一步調(diào)整優(yōu)化,在龍頭企業(yè)帶動(dòng)下,團(tuán)場(chǎng)經(jīng)營(yíng)方式和農(nóng)業(yè)產(chǎn)業(yè)組織化水平顯著提升,團(tuán)場(chǎng)職工收入較以往明顯提高,葡萄產(chǎn)業(yè)發(fā)展收到了顯著的社會(huì)經(jīng)濟(jì)效益。一五二團(tuán)享受釀酒葡萄產(chǎn)業(yè)成果的同時(shí),調(diào)查表明在葡萄種植環(huán)節(jié)、銷售環(huán)節(jié)以及產(chǎn)業(yè)分配環(huán)節(jié)還存在一定的問(wèn)題,主要表現(xiàn)在小規(guī)模分散種植影響葡萄品質(zhì)、葡萄種植管理不規(guī)范、龍頭企業(yè)與農(nóng)戶合作機(jī)制不暢、利潤(rùn)分配與風(fēng)險(xiǎn)承擔(dān)不對(duì)等、葡萄產(chǎn)業(yè)鏈延伸乏力、葡萄酒文化建設(shè)滯后等幾個(gè)方面。通過(guò)加快釀酒葡萄產(chǎn)業(yè)基地建設(shè)、推動(dòng)葡萄種植標(biāo)準(zhǔn)化和規(guī)范化管理、完善“公司+基地+農(nóng)戶”模式、健全釀酒葡萄產(chǎn)業(yè)組織結(jié)構(gòu)和競(jìng)爭(zhēng)機(jī)制、培養(yǎng)葡萄酒文化、延長(zhǎng)葡萄產(chǎn)業(yè)鏈等措施,將有助于一五二團(tuán)釀酒葡萄產(chǎn)業(yè)的平穩(wěn)健康持續(xù)發(fā)展。
[Abstract]:The 152nd regiment of the eighth Division of the Xinjiang production and Construction Corps is known as the in-city garden of Shihezi City, a famous military reclamation city, with a land of 33000 mu. Before 2003, the farm mainly planted cotton in secondary cotton areas, with a single crop planting structure. The level of economic development and income of the workers and staff members of the regiment is limited. On the basis of the favorable resource endowment conditions and the geographical advantages of the suburbs, the farm focuses on the adjustment of the agricultural industrial structure and vigorously develops the wine grape industry, which has basically formed a "three-point field, a three-point garden," The planting structure of "taking orders for three cash crops" has become a high quality and efficient, green and pollution-free wine grape production demonstration base on the northern slope of Tianshan Mountain, which has played a leading and exemplary role in creating China's "Bordeaux". We will effectively promote the sustainable development of farm agriculture. The wine grape industry of the 152nd regiment has experienced three stages, namely, the trial planting stage in the early stage of grape industrialization, the initial stage of industrialization and the big stage of development led by leading enterprises. Through the development of wine grape industry, The agricultural industrial structure of the 152nd regiment was further adjusted and optimized. Driven by leading enterprises, the management mode of the farm and the level of organization of the agricultural industry were significantly improved, and the income of the workers and staff of the regiment was obviously increased compared with the past. The development of grape industry has received remarkable social and economic benefits. While enjoying the fruits of the wine grape industry, the investigation shows that there are still some problems in grape planting, sales and industrial distribution, mainly manifested in the effect of small scale scattered planting on grape quality. The management of grape planting is not standardized, the cooperation mechanism between leading enterprises and farmers is not smooth, profit distribution and risk bearing are not equal, grape industry chain extension is weak, wine culture construction lags behind, and so on. Through speeding up the construction of wine grape industry base, promoting the standardization and standardization management of grape planting, perfecting the model of "company base peasant household", perfecting the organization structure and competition mechanism of wine grape industry, cultivating wine culture, Measures such as prolonging the grape industry chain will contribute to the steady and sustainable development of the wine grape industry.
