【摘要】：土地整治重大工程的實施在保障國家糧食安全、促進城鄉(xiāng)統(tǒng)籌發(fā)展、改善農(nóng)村生產(chǎn)生活條件、促進生態(tài)文明建設(shè)以及全面建成小康社會中發(fā)揮著重要作用。就湖北省南水北調(diào)漢江沿線土地開發(fā)整理重大工程為例,從經(jīng)濟效益、社會效益、生態(tài)效益三個方面提取出準則層9項、方案層34項的效益評價指標體系。針對效益評價運用層次分析法(AHP)分別確定不同的指標權(quán)重,用多層模糊綜合評價法(Multi-FCE)對3大效益分別進行評分,提出指標貢獻度的概念,并應(yīng)用該成果對效益評價進行分析,建立對土地整治重大工程效益的AHP-FCE量化評價模型。研究結(jié)果表明:土地整治重大工程的實施能夠增加有效耕地面積,提高耕地質(zhì)量,有效控制水土流失,改善農(nóng)村人居環(huán)境及提高農(nóng)民生活水平;AHP-FCE模型的評價體系能夠較為全面的覆蓋土地整治重大工程的各個效益點,客觀反映重大工程項目效益實際情況,評價更具科學(xué)合理、系統(tǒng)與可靠性;經(jīng)濟效益、社會效益與生態(tài)效益具有相互促進或相互牽制的特點。研究對土地整治重大工程效益評價具有一定的理論價值和生產(chǎn)實際意義。
[Abstract]:The implementation of major land regulation projects plays an important role in ensuring national food security, promoting the overall development of urban and rural areas, improving the conditions of rural production and living, promoting the construction of ecological civilization and building a well-off society in an all-round way. Taking the important project of land development and consolidation along the Hanjiang River of the South-to-North Water transfer Project in Hubei Province as an example, the benefit evaluation index system of 9 items of criterion layer and 34 items of scheme layer is extracted from three aspects of economic benefit, social benefit and ecological benefit. In view of benefit evaluation, (AHP) is used to determine different index weights, and multi-layer fuzzy comprehensive evaluation (Multi-FCE) is used to evaluate the three benefits, and the concept of index contribution degree is put forward. The results are used to analyze the benefit evaluation, and the AHP-FCE quantitative evaluation model for the benefit of major land renovation projects is established. The results show that the implementation of major projects of land regulation can increase the area of effective cultivated land, improve the quality of cultivated land, effectively control soil erosion, improve the living environment in rural areas and improve the living standards of farmers. The evaluation system of AHP-FCE model can comprehensively cover all benefit points of major projects of land regulation, objectively reflect the actual situation of benefits of major projects, and the evaluation is more scientific, reasonable, systematic and reliable. Economic, social and ecological benefits have the characteristics of mutual promotion or mutual restraint. The study has certain theoretical value and practical significance for the evaluation of the benefit of major land regulation projects.
