安徽省農(nóng)村勞動力轉(zhuǎn)移中的勞動者素質(zhì)研究

【摘要】：農(nóng)村勞動力轉(zhuǎn)移是增加農(nóng)民收入、促進農(nóng)村經(jīng)濟發(fā)展和縮小城鄉(xiāng)差距、保障社會和諧的關(guān)鍵環(huán)節(jié)和重要途徑。中國社會長期存在的特殊的城鄉(xiāng)二元結(jié)構(gòu),導(dǎo)致農(nóng)村勞動者的素質(zhì)相對較低。農(nóng)村勞動者素質(zhì)偏低制約了農(nóng)村勞動力的有效轉(zhuǎn)移,阻礙了城鄉(xiāng)經(jīng)濟的協(xié)調(diào)發(fā)展。安徽省是我國中部典型的農(nóng)業(yè)大省,2014年年末戶籍人口6928.5萬,常住人口為6082.9萬,其中農(nóng)村勞動力人口為3093.2萬,占常住人口總數(shù)比重50.8%；而農(nóng)村人均耕地面積約為1.81畝。面對人多地少的現(xiàn)實狀況,要實現(xiàn)安徽省的可持續(xù)發(fā)展,必須將一部分農(nóng)村勞動力從農(nóng)村轉(zhuǎn)移出去,但是轉(zhuǎn)移面臨很多困難,其中最重要的是勞動者素質(zhì)問題。在勞動者素質(zhì)的諸多構(gòu)成要素中,思想道德素質(zhì)和法制素質(zhì)制約其對政策法律的認知和執(zhí)行,文化素質(zhì)影響勞動者轉(zhuǎn)移的規(guī)模、速度和穩(wěn)定,職業(yè)的經(jīng)營管理素質(zhì)影響勞動力轉(zhuǎn)移的方式和流向,身體素質(zhì)影響勞動力轉(zhuǎn)移的難易程度。所以,要實現(xiàn)安徽省農(nóng)村勞動力的有效轉(zhuǎn)移,必須重視提高農(nóng)村勞動者的素質(zhì)。論文以馬克思主義農(nóng)村勞動者素質(zhì)及其作用的思想為理論基礎(chǔ),結(jié)合國內(nèi)外的最新研究成果,運用文獻法、問卷調(diào)查法等研究方法,選取了安徽省作為研究對象展開調(diào)研,主要從農(nóng)村勞動者的道德和法制素質(zhì)、文化和科技素質(zhì)、職業(yè)經(jīng)營管理素質(zhì)、身體素質(zhì)等四個方面剖析探索了農(nóng)村勞動者素質(zhì)在勞動力轉(zhuǎn)移中的重要作用,并據(jù)此提出了提高勞動者素質(zhì)的思路：通過加強對農(nóng)村勞動者的思想政治教育和法制教育,引導(dǎo)農(nóng)村勞動者正確培養(yǎng)思想素質(zhì)；通過樹立城鄉(xiāng)教育公平理念和對農(nóng)村勞動者實行教育傾斜,提高其文化素質(zhì)和科技素質(zhì)：通過加強勞動者職業(yè)教育和拓展勞動者就業(yè)渠道,提高其職業(yè)素質(zhì)；通過提高勞動者生活水平和改善醫(yī)療環(huán)境來提高勞動者的身體素質(zhì),從而促進安徽省農(nóng)村勞動力的有效轉(zhuǎn)移。
[Abstract]:The transfer of rural labor force is a key link and an important way to increase farmers' income, promote the development of rural economy, narrow the gap between urban and rural areas, and ensure social harmony. The special urban-rural dual structure in Chinese society for a long time leads to the relatively low quality of rural laborers. The low quality of rural laborers restricts the effective transfer of rural labor force and hinders the coordinated development of urban and rural economy. Anhui Province is a typical agricultural province in the central part of China. At the end of 2014, the household registration population was 69.285 million, the resident population was 60.829 million, and the rural labor force population was 30.932 million, accounting for 50.8 percent of the total resident population. The rural per capita cultivated area is about 1.81 mu. In order to realize the sustainable development of Anhui Province, a part of rural labor force must be transferred out of the countryside, but the transfer is faced with many difficulties, the most important of which is the quality of workers. Among the many constituent elements of laborer's quality, ideological and moral quality and legal quality restrict their cognition and execution of policy and law, and cultural quality influence the scale, speed and stability of laborer's transfer. The management quality of occupation affects the way and direction of labor force transfer, and the physical quality affects the difficulty degree of labor force transfer. Therefore, in order to realize the effective transfer of rural labor force in Anhui Province, we must attach importance to improving the quality of rural laborers. Based on the thought of Marxist rural laborer's quality and its function, combined with the latest research results at home and abroad, this paper selects Anhui Province as the research object, using the methods of literature and questionnaire. This paper analyzes and explores the important role of rural laborer's quality in the transfer of labor force from four aspects: moral and legal quality, cultural and scientific quality, professional management quality and physical quality. On the basis of this, the author puts forward some ideas to improve the quality of laborers: to guide rural workers to cultivate their ideological quality by strengthening the ideological and political education and legal education of rural workers; Through setting up the concept of urban and rural education equity and the inclination of education to rural workers, we can improve their cultural quality and scientific and technological quality, and improve their professional quality by strengthening their vocational education and expanding their employment channels. In order to promote the effective transfer of rural labor force in Anhui Province, the physical quality of workers can be improved by improving their living standard and medical environment.
