城鄉(xiāng)發(fā)展一體化:解決“三農(nóng)”問(wèn)題的根本路徑

【摘要】："三農(nóng)"問(wèn)題的危機(jī)顯現(xiàn)揭示了我國(guó)農(nóng)村的兩大矛盾:一是傳統(tǒng)的農(nóng)業(yè)生產(chǎn)和我國(guó)正在發(fā)展的現(xiàn)代社會(huì)生產(chǎn)力的矛盾,二是"單打獨(dú)斗"的小農(nóng)經(jīng)濟(jì)與現(xiàn)代企業(yè)為特征的市場(chǎng)經(jīng)濟(jì)的矛盾。"三農(nóng)"問(wèn)題的解決在"反哺"中治標(biāo)不治本。從根本破解"三農(nóng)"問(wèn)題出發(fā),推進(jìn)城鄉(xiāng)發(fā)展一體化的核心是消滅傳統(tǒng)農(nóng)業(yè)生產(chǎn)和小農(nóng)經(jīng)濟(jì)。一方面,發(fā)展農(nóng)村生產(chǎn)力是根本,推進(jìn)城鄉(xiāng)發(fā)展一體化實(shí)質(zhì)是推進(jìn)農(nóng)村工業(yè)化和農(nóng)業(yè)現(xiàn)代化;另一方面,調(diào)整農(nóng)村生產(chǎn)關(guān)系是關(guān)鍵,只有把農(nóng)民組織起來(lái)發(fā)展現(xiàn)代農(nóng)業(yè)生產(chǎn),發(fā)展集體經(jīng)濟(jì)經(jīng)營(yíng),才能構(gòu)建農(nóng)村自生發(fā)展的內(nèi)在機(jī)制,才能進(jìn)一步保障城鄉(xiāng)發(fā)展一體化的推進(jìn)。
[Abstract]:The crisis of "agriculture, countryside and farmers" reveals two major contradictions in the countryside of our country: one is the contradiction between traditional agricultural production and the productive forces of modern society, which is developing in our country. Second, the contradiction between the small peasant economy and the market economy characterized by modern enterprises. " The solution to the problem of agriculture, rural areas and farmers is to cure the symptoms and not the root causes. The core of promoting the integration of urban and rural development is the elimination of traditional agricultural production and small-scale peasant economy. On the one hand, the development of rural productive forces is the fundamental, and the essence of promoting the integration of urban and rural development is to promote rural industrialization and agricultural modernization; On the other hand, adjusting the relations of production in rural areas is the key. Only by organizing farmers to develop modern agricultural production and develop collective economic management, can the intrinsic mechanism of rural self-development be constructed. In order to further safeguard the integration of urban and rural development.
