六盤水市村級(jí)集體經(jīng)濟(jì)發(fā)展研究

【摘要】：村級(jí)集體經(jīng)濟(jì),作為一種特殊的所有制經(jīng)濟(jì),在農(nóng)業(yè)經(jīng)濟(jì)發(fā)展中一直發(fā)揮著重要的作用。農(nóng)業(yè)是我國國民經(jīng)濟(jì)的基礎(chǔ),在現(xiàn)行的經(jīng)濟(jì)體制和社會(huì)背景下,農(nóng)村經(jīng)濟(jì)還有許多問題亟待解決,因此加強(qiáng)村級(jí)集體經(jīng)濟(jì)的發(fā)展具有現(xiàn)實(shí)的緊迫性和必要性。改革開放以來,我國的村級(jí)集體經(jīng)濟(jì)發(fā)展迅速,呈現(xiàn)出經(jīng)濟(jì)增長快、農(nóng)民收入高、發(fā)展模式多樣化的繁榮局面,但從客觀上看,由于歷史、社會(huì)、制度、資源、區(qū)域和資金等諸多原因,也存在各種各樣的問題。因此又有必要從理論的角度對(duì)村級(jí)集體經(jīng)濟(jì)本身展開研究,分析其現(xiàn)狀和問題,并尋求解決的途徑。本文選擇貴州省六盤水市的村級(jí)集體經(jīng)濟(jì)為研究對(duì)象,通過大量的數(shù)據(jù)和實(shí)例,首先對(duì)六盤水農(nóng)業(yè)經(jīng)濟(jì)基本情況、村級(jí)集體經(jīng)濟(jì)總體面貌、現(xiàn)有的幾種運(yùn)行模式、取得的主要成效進(jìn)行了描述和總結(jié)；根據(jù)實(shí)地調(diào)研和理論分析,認(rèn)為六盤水村級(jí)集體經(jīng)濟(jì)存在整體實(shí)力薄弱、發(fā)展不平衡、發(fā)展動(dòng)力不足、村級(jí)債務(wù)加重、生產(chǎn)經(jīng)營性收入過低和村級(jí)產(chǎn)業(yè)覆蓋率低等六方面的問題；并對(duì)其制約機(jī)制從地區(qū)難以解決全國性問題、現(xiàn)有發(fā)展模式相對(duì)滯后、思想認(rèn)識(shí)和積極性不高、相關(guān)政策的副作用和管理制度有待完善等五方面進(jìn)行了具體分析。其次,為了參考借鑒國內(nèi)外發(fā)展農(nóng)村集體經(jīng)濟(jì)的先進(jìn)經(jīng)驗(yàn),本文選取了韓國新村運(yùn)動(dòng)、德國城鄉(xiāng)等值化建設(shè)、澳大利亞中介組織、日本農(nóng)業(yè)協(xié)同組合和美國農(nóng)場主合作社等五種國外先進(jìn)模式,以及溫州模式、蘇南模式和珠江三角洲等三種國內(nèi)發(fā)展較為典型的模式,分析了其取得成效的具體做法、經(jīng)驗(yàn)和啟示。最后,結(jié)合六盤水的現(xiàn)狀及國內(nèi)外先進(jìn)經(jīng)驗(yàn),本文從立足全局,統(tǒng)籌規(guī)劃、促進(jìn)村級(jí)集體經(jīng)濟(jì)模式的多元化發(fā)展、加大改革創(chuàng)新和政策扶持力度、加強(qiáng)人才隊(duì)伍建設(shè)、落實(shí)保障措施等五個(gè)方面提出了六盤水市村級(jí)集體經(jīng)濟(jì)發(fā)展的具體對(duì)策和建議。
[Abstract]:Village-level collective economy, as a special ownership economy, has been playing an important role in the development of agricultural economy. Agriculture is the foundation of our national economy. Under the current economic system and social background, there are still many problems to be solved urgently in rural economy. Therefore, it is urgent and necessary to strengthen the development of village collective economy. Since the reform and opening up, the village level collective economy in our country has developed rapidly, showing a prosperous situation of rapid economic growth, high farmers' income and diversified development mode. But objectively, because of history, society, system and resources, Many reasons, such as region and fund, also exist various problems. Therefore, it is necessary to study the village level collective economy itself from the angle of theory, analyze its present situation and problems, and seek the way to solve it. This article chooses the village level collective economy of Liupanshui City of Guizhou Province as the research object, through the massive data and the example, first of all, to Liupanshui agricultural economy basic situation, the village level collective economy overall appearance, the present several kinds of operation modes, The main achievements are described and summarized. According to the field investigation and theoretical analysis, it is concluded that the overall strength of the collective economy of Liupanshui village is weak, the development is unbalanced, the power of development is insufficient, and the debts of the village level are aggravated. Low income of production and operation and low coverage rate of village-level industries; The paper also makes a concrete analysis on the five aspects of its restriction mechanism, such as the difficulty of solving the national problems in the region, the lagging of the existing development mode, the lack of ideological understanding and enthusiasm, the side effects of relevant policies and the need for improvement of the management system. Secondly, in order to refer to the advanced experience of developing rural collective economy at home and abroad, this paper selects the Korean New Village Movement, the equivalent construction of urban and rural areas in Germany, and the intermediary organizations in Australia. Five foreign advanced models, such as Japan Agricultural Cooperation and American Farmers' Cooperative, as well as three more typical models of domestic development, such as Wenzhou model, southern Jiangsu model and Pearl River Delta, are analyzed in this paper. Experience and inspiration Finally, combined with the current situation of Liupanshui and advanced experience at home and abroad, this paper bases on the overall situation, overall planning, promote the diversified development of village collective economic model, increase reform, innovation and policy support, strengthen the construction of talent team. This paper puts forward the concrete countermeasures and suggestions for the development of village collective economy in Liupanshui.
