【摘要】：可持續(xù)安全是在新的歷史背景下提出的,是為了應(yīng)對(duì)非傳統(tǒng)安全因素帶來的威脅,以合作的方式追求當(dāng)前和未來一種和平與安全的狀態(tài),旨在以合作求發(fā)展,以發(fā)展保和平,在理想化的環(huán)境下實(shí)現(xiàn)國家崛起的戰(zhàn)略。其預(yù)防性和前瞻性要求必須在當(dāng)前采取行動(dòng)應(yīng)對(duì)未來的不確定因素,中國的崛起是在和平與發(fā)展的時(shí)代大背景下完成的厚積薄發(fā),在以后相當(dāng)長(zhǎng)的時(shí)間內(nèi),安全與發(fā)展依然是時(shí)代主旋律,當(dāng)前的努力用以鞏固未來發(fā)展是我們必須現(xiàn)在著手的。中俄農(nóng)業(yè)因素具有極強(qiáng)的互補(bǔ)性,同時(shí)雙方都有著發(fā)展農(nóng)業(yè)的迫切愿望,共同利益使兩國具有合作的必要性,同時(shí)也將推動(dòng)“中俄全天候戰(zhàn)略協(xié)作伙伴關(guān)系”向著更加務(wù)實(shí)全面的方向發(fā)展,各自農(nóng)業(yè)發(fā)展都面臨著較大問題,相互之間的合作成為解決問題的重要舉措,在滿足自己農(nóng)業(yè)需要的同時(shí),改進(jìn)兩國關(guān)系�！皣�,在于民相親”,不斷深化兩國傳統(tǒng)友誼,增進(jìn)兩國人民的相互了解,并以合作成果回饋人民,必然會(huì)使合作向著更加全面和深化的領(lǐng)域推進(jìn)。當(dāng)前中俄兩國的合作形式較為低級(jí)且存在著較大的不確定性,各自農(nóng)業(yè)發(fā)展瓶頸限制著雙方農(nóng)業(yè)的發(fā)展,同時(shí)雙方在合作的領(lǐng)域、形式和內(nèi)容上缺乏體制和機(jī)制的保障。兩國農(nóng)業(yè)合作面臨著多項(xiàng)挑戰(zhàn),只有頂層設(shè)計(jì)與扎實(shí)推進(jìn)相結(jié)合,以務(wù)實(shí)的態(tài)度積極穩(wěn)妥有步驟的推進(jìn)兩國合作,直面問題和困境,謀劃解決路徑才是實(shí)現(xiàn)雙方可持續(xù)合作的關(guān)鍵。為了實(shí)現(xiàn)中俄合作的有序、穩(wěn)定、可持續(xù),兩國應(yīng)該建立更多的溝通協(xié)調(diào)機(jī)制,保障合作的順利進(jìn)行。中俄兩國開展的農(nóng)業(yè)可持續(xù)性合作是兩國政府實(shí)現(xiàn)國家利益和保證未來發(fā)展的積極選擇,雙方本著相互尊重、平等共贏的原則,將合作推向新的高度,符合兩國人民愿望。“一帶一路”戰(zhàn)略是助推兩國合作的重要平臺(tái),中俄以農(nóng)業(yè)合作為突破口,實(shí)行產(chǎn)業(yè)化系統(tǒng)經(jīng)營,是非常有必要和實(shí)效的。
[Abstract]:Sustainable security is proposed in a new historical context to address threats posed by non-traditional security factors and to pursue, in a cooperative manner, a state of peace and security in the present and future, with the aim of pursuing development through cooperation in the interests of peace, The strategy of realizing the rise of a nation in an idealized environment. Its preventive and forward-looking demands must be taken at the present time to deal with the uncertainties of the future. China's rise was accomplished in the context of the era of peace and development, and for quite a long time to come, Security and development remain the main theme of the times, and current efforts to consolidate future development are what we must do now. The agricultural factors between China and Russia are highly complementary, and both sides have an urgent desire to develop agriculture, and the common interests make it necessary for the two countries to cooperate. At the same time, it will also promote the development of the "China-Russia all-weather strategic partnership of cooperation" in a more pragmatic and comprehensive direction. Their agricultural development is facing major problems, and cooperation between them has become an important measure to solve the problem. While meeting their own agricultural needs, the two countries should improve their relations. "the friendship between the two countries lies in the match-making of the people," he said. "by deepening the traditional friendship between the two countries, enhancing mutual understanding between the two peoples, and giving back to the people with the fruits of cooperation, cooperation will surely move forward in a more comprehensive and deepening field." At present, the form of cooperation between China and Russia is relatively low and there is great uncertainty. The bottleneck of agricultural development limits the development of agriculture of both sides. At the same time, the two sides lack the guarantee of system and mechanism in the field, form and content of cooperation. The agricultural cooperation between the two countries faces many challenges. Only by combining top-level design with solid progress, can we actively and steadily advance our cooperation step by step in a pragmatic manner to face up to the problems and difficulties. Planning a solution path is the key to achieving sustainable cooperation between the two sides. In order to achieve orderly, stable and sustainable cooperation between China and Russia, the two countries should establish more communication and coordination mechanisms to ensure the smooth progress of cooperation. Sustainable agricultural cooperation between China and Russia is a positive choice for the two governments to realize national interests and ensure future development.The two sides, based on the principle of mutual respect and win-win cooperation, have pushed cooperation to a new height, in line with the aspirations of the two peoples. The strategy of "Belt and Road" is an important platform for promoting the cooperation between the two countries. It is very necessary and effective for China and Russia to take agricultural cooperation as a breakthrough point and implement the industrialization system management.
