【摘要】：2015年我國實施馬鈴薯主糧化戰(zhàn)略,馬鈴薯成為即小麥、水稻、玉米之后的第四大主糧,我國打算將馬鈴薯加工成居民日常需要的主食產(chǎn)品,并逐步實現(xiàn)馬鈴薯主食產(chǎn)業(yè)化發(fā)展。馬鈴薯主糧化戰(zhàn)略,不僅可以保障國家糧食安全、推動農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、豐富居民膳食消費新需求,還可以促進企業(yè)增效、農(nóng)民增收致富。馬鈴薯營養(yǎng)全面均衡、經(jīng)濟效益好、消費潛力巨大。滕州市是我國中原二季作區(qū)馬鈴薯種植面積最大,單產(chǎn)最高,效益最好的市,被稱為“中國馬鈴薯之鄉(xiāng)”,推動馬鈴薯主食產(chǎn)業(yè)化,給滕州市馬鈴薯產(chǎn)業(yè)的發(fā)展帶來了巨大的機遇。本文以滕州市馬鈴薯主食產(chǎn)業(yè)為研究對象,通過運用農(nóng)業(yè)產(chǎn)業(yè)化、產(chǎn)業(yè)集聚、產(chǎn)業(yè)組織等基礎(chǔ)理論,采用文獻研究法、實地調(diào)研法和個案分析法,詳細分析了滕州市馬鈴薯主食產(chǎn)業(yè)化發(fā)展的概況,主要從生產(chǎn)、加工、消費三個方面進行現(xiàn)狀分析,進而分析了滕州市主食產(chǎn)業(yè)化發(fā)展的優(yōu)勢和綜合效益,但是也存在著一些制約因素,主要表現(xiàn)在加工專用品種少、技術(shù)水平低、深加工滯后以及主食產(chǎn)品價格高等方面。接著對美國、荷蘭兩個國家的馬鈴薯主食產(chǎn)業(yè)化發(fā)展經(jīng)驗進行總結(jié),從而找出滕州市馬鈴薯主食產(chǎn)業(yè)化發(fā)展的路徑,具體路徑主要包括從加快優(yōu)質(zhì)種薯和專用種薯供給基地的建設(shè)、加強關(guān)鍵技術(shù)裝備研發(fā)和加工工藝的改進、健全馬鈴薯主食產(chǎn)品標(biāo)準(zhǔn)體系、強化主食產(chǎn)品開發(fā)和推廣應(yīng)用、培育馬鈴薯主食產(chǎn)業(yè)化集群這五個方面詳細分析。最后提出了相關(guān)政策建議,主要表現(xiàn)在:要強化馬鈴薯主食產(chǎn)業(yè)發(fā)展的規(guī)劃和引導(dǎo)、強化科技創(chuàng)新平臺和人才的建設(shè)、加大財政和金融政策的扶持力度、加強馬鈴薯主食產(chǎn)品示范推廣和消費引導(dǎo)、提高馬鈴薯主食加工企業(yè)的競爭力。總之,滕州馬鈴薯產(chǎn)業(yè)發(fā)展優(yōu)勢較為明顯,基礎(chǔ)較好,有利于馬鈴薯主食產(chǎn)業(yè)化發(fā)展,滕州市應(yīng)把握好發(fā)展的機遇,扶持一批馬鈴薯龍頭加工企業(yè),加快產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級,推廣多樣化馬鈴薯主食產(chǎn)品,逐步實現(xiàn)馬鈴薯主食產(chǎn)業(yè)化。
[Abstract]:In 2015, our country implemented the strategy of potato staple grain, potato became the fourth main grain after wheat, rice and corn. Our country plans to process potato into staple food product that residents need daily, and gradually realize the industrialization development of potato staple food. Potato main grain strategy can not only guarantee the national food security, promote the adjustment of agricultural industrial structure, enrich the new demand of residents' dietary consumption, but also promote the efficiency of enterprises and increase the income of farmers. Potato nutrition is balanced, economic benefit is good, consumption potential is huge. Tengzhou is the largest potato planting area, the highest yield per unit and the best benefit in the second cropping area of Central Plains in China. It is called "the hometown of Chinese potatoes" and promotes the industrialization of potato staple food. The development of potato industry in Tengzhou has brought great opportunities. This paper takes the potato staple food industry in Tengzhou as the research object. By using the basic theories of agricultural industrialization, industrial agglomeration and industrial organization, the paper adopts the methods of literature research, field investigation and case analysis. The general situation of potato staple food industrialization in Tengzhou is analyzed in detail, and the present situation is analyzed mainly from three aspects: production, processing and consumption, and then the advantages and comprehensive benefits of the industrialization development of main food in Tengzhou are analyzed. However, there are also some restrictive factors, such as few special-purpose varieties, low technical level, deep processing lag and high price of staple food products. Then it summarizes the development experience of potato staple food industrialization in the United States and the Netherlands, so as to find out the path of potato staple food industrialization development in Tengzhou. The specific ways include speeding up the construction of high quality seed potato and special seed potato supply base, strengthening the research and development of key technical equipment and improvement of processing technology, perfecting the standard system of potato staple food products, strengthening the development and popularization of staple food products. The cultivation potato staple food industrialization cluster these five aspects detailed analysis. Finally, the paper puts forward some relevant policy suggestions, which are as follows: to strengthen the development planning and guidance of potato staple food industry, to strengthen the construction of scientific and technological innovation platform and talents, and to strengthen the support of fiscal and monetary policies. Strengthen potato staple food product demonstration promotion and consumption guide to improve the competitiveness of potato staple food processing enterprises. In short, the potato industry in Tengzhou has obvious advantages and good foundation, which is conducive to the development of potato staple food industrialization. Teng Zhou City should grasp the opportunity of development, support a number of potato leading processing enterprises, and speed up the transformation and upgrading of industrial structure. Popularize variety potato staple food product, realize potato staple food industrialization step by step.
