【摘要】：甘肅是一個農(nóng)業(yè)省份,農(nóng)業(yè)在其經(jīng)濟(jì)結(jié)構(gòu)中占據(jù)重要的比重,同時農(nóng)業(yè)人口眾多,占其全省總?cè)丝诘谋戎匾埠芨�。截止�?012年底,甘肅省農(nóng)業(yè)人口為1815.3萬人,占到總?cè)丝诘?9.98%,高于全國該比重的平均水平近5%；同時全省農(nóng)業(yè)總產(chǎn)值為521.53億元,占全國的比重為1.32%,糧食產(chǎn)量836.89萬噸,占全國的比重為1.73%,農(nóng)民人均純收入為1979.88元,比全國農(nóng)民人均純收入低1275.05元。正是由于農(nóng)業(yè)在甘肅國民經(jīng)濟(jì)中所占據(jù)的重要地位,同時農(nóng)村人口眾多、收入水平較低,所以“三農(nóng)”問題能否得到有效解決直接關(guān)系到甘肅省整個國民經(jīng)濟(jì)的發(fā)展好壞。而“三農(nóng)”問題的解決需要資金的投入,從這個意義上說,對甘肅省農(nóng)村資金投入情況的考察很有必要。與其他研究單純從規(guī)模、結(jié)構(gòu)角度出發(fā)來對甘肅省農(nóng)村資金投入狀況作出評價不同,本文著重以效率為研究對象,通過對甘肅省農(nóng)村資金配置效率的評價以及與其他地區(qū)農(nóng)村資金配置效率的比較,分析出甘肅省農(nóng)村資金配置效率狀況究竟如何并得出結(jié)論。隨后從理論上探究農(nóng)村資金配置效率的影響因素,對其分析之后,找出甘肅省農(nóng)村資金配置的問題所在,進(jìn)而針對性地提出政策建議,最終對甘肅省農(nóng)村資金配置問題的解決有所助益,并有助于解決甘肅省“三農(nóng)”問題。
[Abstract]:Gansu is an agricultural province, agriculture occupies an important proportion in its economic structure, at the same time, it has a large agricultural population and a high proportion of the total population of the province. By the end of 2012, the agricultural population of Gansu Province was 18.153 million, accounting for 69.98% of the total population, which was nearly 5 points higher than the average level of this proportion in the whole country. At the same time, the total agricultural output value of the whole province is 52.153 billion yuan, accounting for a proportion of 1.322.The grain output is 8.3689 million tons, the proportion of the whole country is 1.73 yuan, and the per capita net income of the peasants is 1979.88 yuan. It was 1275.05 yuan lower than the per capita net income of farmers in the whole country. It is precisely because agriculture occupies an important position in the national economy of Gansu, at the same time, the rural population is large, the income level is low, so whether the "three rural" problems can be solved effectively or not is directly related to the development of the whole national economy of Gansu province. In this sense, it is necessary to investigate the situation of rural capital investment in Gansu Province. Different from other studies on the evaluation of rural capital investment in Gansu Province from the perspective of scale and structure, this paper focuses on efficiency as the research object. Based on the evaluation of the efficiency of rural fund allocation in Gansu Province and the comparison between the efficiency of allocation of rural funds in Gansu Province and other regions, the paper analyzes the efficiency of rural fund allocation in Gansu Province and draws a conclusion. Then it explores the influencing factors of rural fund allocation efficiency theoretically, after analyzing it, finds out the problem of rural fund allocation in Gansu Province, and then puts forward some policy recommendations. Finally, it is helpful to solve the problem of rural fund allocation in Gansu province, and to solve the problem of agriculture, rural areas and farmers in Gansu province.
