公平視角下精準(zhǔn)識別的基層實踐困境——以武陵山區(qū)兩類識別糾紛為切入點

【摘要】："全面建成小康社會,實現(xiàn)七千多萬貧困人口全部脫貧"是社會主義的本質(zhì)要求,也是中國減貧事業(yè)的莊嚴(yán)承諾。精準(zhǔn)扶貧是中國扶貧進入攻堅克難階段的新舉措,而精準(zhǔn)識別是實現(xiàn)精準(zhǔn)扶貧的前提保障和內(nèi)在要求。在當(dāng)前政策主導(dǎo)的扶貧模式中,貧困戶的識別伴隨著扶貧資源的傾斜性分配。在W鎮(zhèn)兩輪精準(zhǔn)識別過程中產(chǎn)生了諸多圍繞"公平"與否的識別糾紛。從分配公平視角來看,雖然各類識別糾紛在事實層面爭論的焦點各有不同,但其糾紛焦點本質(zhì)上都是正義、公正與平等三重公平維度的競爭與碰撞。國家層面、基層政府層面與村民群眾層面各自凸顯公平的一個維度,在識別政策逐步落地的過程中識別標(biāo)準(zhǔn)不斷轉(zhuǎn)化和變異。因而,精準(zhǔn)識別過程中需要捋順各級參與主體的分配公平觀、綜合考量精準(zhǔn)識別的社會基礎(chǔ),方可切實提高識別效度,優(yōu)化配置扶貧資源。
[Abstract]:"Building a well-off society in an all-round way and lifting more than 70 million poor people out of poverty" is the essential requirement of socialism and a solemn commitment to the cause of poverty reduction in China. Precision poverty alleviation is a new measure for China to reach a difficult stage of poverty alleviation, and precision identification is the prerequisite and inherent requirement for achieving precision poverty alleviation. In the current policy-oriented poverty alleviation model, poor households' identification is accompanied by the skewed distribution of poverty alleviation resources. In the process of two rounds of accurate identification in W Town, there are many identification disputes about fairness or not. From the perspective of distributive fairness, although all kinds of identification disputes have different focal points in fact, their dispute focus is essentially justice, competition and collision in the triple dimension of fairness and equality. At the national level, the grass-roots government level and the villagers' mass level highlight one dimension of fairness, and the standard of identification is constantly changing and changing in the process of gradually falling into the ground of the identification policy. Therefore, in the process of precision recognition, it is necessary to straighten out the distributive equity view of the participants at all levels, and consider the social foundation of precision recognition synthetically in order to improve the recognition validity and optimize the allocation of poverty alleviation resources.
