【摘要】：經(jīng)過幾十年的發(fā)展,新疆充分利用優(yōu)越的自然條件,成為了中國(guó)重要的棉花生產(chǎn)基地,為穩(wěn)定中國(guó)棉花生產(chǎn)、保障國(guó)家棉花安全作出了重要貢獻(xiàn)。2014年,新疆棉花播種面積達(dá)1953.3千公頃,環(huán)比增長(zhǎng)13.8%,占當(dāng)年中國(guó)棉花種植面積4219.10千公頃的46.3%;新疆棉花總產(chǎn)量達(dá)到歷史最高,為367.70萬(wàn)噸,環(huán)比增長(zhǎng)4.52%,占中國(guó)棉花總產(chǎn)量616.10萬(wàn)噸的59.68%。為穩(wěn)定新疆棉花生產(chǎn)、提高棉農(nóng)收益、保障國(guó)家棉花安全,2014年國(guó)家在新疆開展棉花目標(biāo)價(jià)格補(bǔ)貼試點(diǎn)。本文運(yùn)用相關(guān)波動(dòng)理論,通過統(tǒng)計(jì)描述法對(duì)新疆棉花生產(chǎn)概況進(jìn)行了分析,概括了新疆棉花生產(chǎn)的種植面積、單產(chǎn)及總產(chǎn)量的波動(dòng)情況,并利用剩余法對(duì)2000~2014年新疆棉花總產(chǎn)量的波動(dòng)情況進(jìn)行了測(cè)算,分析了進(jìn)入新世紀(jì)后新疆棉花總產(chǎn)量波動(dòng)的周期。接著,本文對(duì)建國(guó)以來棉花流通體制的變遷進(jìn)行了分階段描述,并分析了相應(yīng)的棉花補(bǔ)貼政策。我國(guó)的棉花目標(biāo)價(jià)格補(bǔ)貼政策來源于美國(guó)反周期補(bǔ)貼政策,因此在第4章中對(duì)美國(guó)的棉花補(bǔ)貼政策進(jìn)行了論述。最后,分析了新疆試點(diǎn)棉花目標(biāo)價(jià)格補(bǔ)貼的現(xiàn)實(shí)背景和政策背景,對(duì)政策的影響進(jìn)行了分析,并提出了對(duì)策建議。
[Abstract]:After decades of development, Xinjiang has made full use of its superior natural conditions and become an important cotton production base in China. It has made important contributions to stabilizing China's cotton production and ensuring the country's cotton security. In 2014, The planting area of cotton in Xinjiang reached 1953.3 million hectares, an increase of 13.8 hectares, accounting for 46.3 hectares of the total cotton planting area of 4219.10 million hectares in that year in China. The total cotton output in Xinjiang reached the highest level in history, at 3.677 million tons, an increase of 4.52 percent, accounting for 59.68 percent of the total cotton output of 6.161 million tons in China. In order to stabilize cotton production in Xinjiang, improve the income of cotton farmers and ensure the national cotton security, the state launched a pilot cotton target price subsidy in Xinjiang in 2014. In this paper, the general situation of cotton production in Xinjiang is analyzed by using the theory of relative fluctuation, and the fluctuation of planting area, unit yield and total yield of cotton production in Xinjiang is summarized. The fluctuation of total cotton yield in Xinjiang from 2000 to 2014 was measured by residual method, and the period of total cotton yield fluctuation in Xinjiang after entering the new century was analyzed. Then, this paper describes the changes of cotton circulation system in stages and analyzes the corresponding cotton subsidy policy since the founding of the people's Republic of China. The cotton target price subsidy policy of our country comes from the countercyclical subsidy policy of the United States, so the cotton subsidy policy of the United States is discussed in Chapter 4. Finally, the paper analyzes the realistic background and policy background of cotton target price subsidy in Xinjiang pilot, analyzes the influence of the policy, and puts forward some countermeasures and suggestions.
