【摘要】：農(nóng)民專業(yè)合作社是國(guó)家構(gòu)建新型農(nóng)業(yè)經(jīng)營(yíng)主體的重要組成部分,保持和激勵(lì)農(nóng)戶參與合作社的積極性至關(guān)重要。但是,在我國(guó)合作社發(fā)展過(guò)程中,農(nóng)戶"被參與"合作社的現(xiàn)象屢見(jiàn)不鮮�；跇�(gòu)建農(nóng)戶參與行為"自選擇"和"被參與"的理論框架,利用在江蘇、吉林和四川3省18個(gè)鄉(xiāng)鎮(zhèn)獲得的合作社相關(guān)數(shù)據(jù),運(yùn)用GLM模型,在合作社層面分析合作社官方發(fā)起和功能對(duì)農(nóng)戶參與率的影響。結(jié)果表明,在功能較弱的合作社中具有官方背景的合作社參與率達(dá)53.5%,明顯高于民間背景合作社(18.6%),而在功能較強(qiáng)的合作社中兩者參與率沒(méi)有明顯差異;在民間背景合作社中,功能強(qiáng)的合作社參與率比功能弱的合作社高出15.8%,參與率與組織自身功能完善程度呈現(xiàn)出顯著的正向關(guān)系,但官方背景合作社的參與率與其功能幾乎沒(méi)有關(guān)系,功能較弱的合作社參與率反而略高。研究表明,在目前的政策導(dǎo)向下,我國(guó)的農(nóng)民專業(yè)合作社面臨著嚴(yán)重的虛假參與問(wèn)題,并且主要集中在具有官方背景且功能較差的那類"空殼"合作社之中。因此,我國(guó)合作社數(shù)量高速增長(zhǎng)過(guò)程中的虛假參與問(wèn)題應(yīng)引起足夠重視,有關(guān)部門應(yīng)開(kāi)始著手提高合作社準(zhǔn)入門檻、加強(qiáng)補(bǔ)助資金監(jiān)管力度,并適時(shí)調(diào)整合作社扶持思路。
[Abstract]:The farmer specialized cooperative is an important part of the country to construct the new agricultural management main body. It is very important to maintain and encourage the farmers' enthusiasm to participate in the cooperative. However, in the process of cooperative development in China, the phenomenon of farmers' participation in cooperatives is common. Based on the theoretical framework of "self-selection" and "being involved" of farmers' participation behavior, the cooperative data obtained in 18 villages and towns in Jiangsu, Jilin and Sichuan provinces were used to apply GLM model. At the cooperative level, the influence of cooperative official initiation and function on farmers' participation rate is analyzed. The results showed that the participation rate of cooperatives with official background was 53.555%, which was significantly higher than that of non-government cooperatives (18.6%), but there was no significant difference in the participation rate between the two cooperatives. In the cooperatives with folk background, the participation rate of the powerful cooperatives is 15.8 higher than that of the weakly functioning cooperatives, and the participation rate has a significant positive relationship with the degree of functional perfection of the organization itself. However, the participation rate of cooperatives in official background has little to do with their functions, and the participation rate of the less functional cooperatives is slightly higher. The research shows that under the guidance of the present policy, the farmers' specialized cooperatives in our country are faced with the serious problem of false participation, and are mainly concentrated in the kind of "empty shell" cooperatives with official background and poor function. Therefore, enough attention should be paid to the problem of false participation in the process of the rapid growth of the number of cooperatives in our country. The relevant departments should start to raise the entrance threshold of cooperatives, strengthen the supervision of subsidy funds, and adjust the ideas of cooperative support in good time.
