【摘要】：工業(yè)化和城鎮(zhèn)化必然要求部分農(nóng)民與農(nóng)村土地"人地分離",農(nóng)業(yè)生產(chǎn)方式的轉(zhuǎn)變加快了上述進(jìn)程。理論分析表明,農(nóng)業(yè)機(jī)械的廣泛使用,不僅可能對(duì)農(nóng)民的承包地退出意愿直接產(chǎn)生正負(fù)兩種作用,還可能會(huì)通過非農(nóng)就業(yè)這一中介變量間接影響農(nóng)民的退地意愿。為了考察當(dāng)前我國(guó)農(nóng)民的農(nóng)村土地退出意愿以及農(nóng)業(yè)機(jī)械化、非農(nóng)就業(yè)對(duì)其造成的影響,本文首先采用兩階段隨機(jī)抽樣法,對(duì)河北、山東、河南三省九縣(市、區(qū))620個(gè)農(nóng)戶進(jìn)行了問卷調(diào)查,發(fā)現(xiàn)相當(dāng)一部分農(nóng)民愿意有償退出農(nóng)村承包地,且對(duì)不同的退出方式有不同的選擇偏好。利用上述農(nóng)戶調(diào)查數(shù)據(jù),本文將農(nóng)村承包地退出劃分為"換工資收入"、"直接出售"和"被政府征用"三種具體方式,通過構(gòu)建mvprobit模型,計(jì)量分析了農(nóng)業(yè)機(jī)械化、非農(nóng)就業(yè)與農(nóng)民的承包地退出意愿之間的聯(lián)系。研究發(fā)現(xiàn),農(nóng)業(yè)機(jī)械使用比例的提高會(huì)強(qiáng)化農(nóng)民以承包地?fù)Q養(yǎng)老保險(xiǎn)等工資性收入的意愿,而農(nóng)民對(duì)農(nóng)機(jī)作業(yè)服務(wù)滿意程度的提升,則會(huì)抑制其直接出售承包地或用之換養(yǎng)老保險(xiǎn)等工資性收入的意愿。整體來看,農(nóng)業(yè)機(jī)械化對(duì)農(nóng)民"棄地進(jìn)城"有顯著的積極作用。非農(nóng)就業(yè)是農(nóng)業(yè)機(jī)械化影響農(nóng)民退地意愿的中介變量,但它對(duì)退地意愿的作用不顯著。成員非農(nóng)就業(yè)較穩(wěn)定的農(nóng)戶家庭,更愿意以一次性賣斷(直接出售或被政府征用)的方式處置承包地。為了避免陷入"日韓陷阱",推動(dòng)農(nóng)業(yè)轉(zhuǎn)型發(fā)展和農(nóng)民市民化,需要實(shí)施農(nóng)民的承包地退出制度,盡快為有意愿、有能力的進(jìn)城農(nóng)戶徹底放棄農(nóng)村土地提供制度出口。
[Abstract]:Industrialization and urbanization inevitably require the separation of man and land from rural land, and the transformation of agricultural production mode speeds up the above process. The theoretical analysis shows that the widespread use of agricultural machinery may not only have positive and negative effects on farmers' willingness to withdraw from contracted land, but also indirectly affect peasants' willingness to withdraw land through the intermediary variable of non-agricultural employment. In order to investigate the farmers' willingness to withdraw from rural land and the impact of agricultural mechanization and non-agricultural employment on it, this paper first uses two-stage random sampling method to study nine counties (cities) in Hebei, Shandong and Henan provinces. A questionnaire survey was conducted by 620 farmers. It was found that a considerable number of farmers were willing to withdraw from rural contracted land for compensation and had different preferences for different exit ways. Based on the above survey data, this paper divides the rural land withdrawal into three specific ways: "wage exchange income", "direct sale" and "expropriation by the government". Through the construction of mvprobit model, the paper measures and analyzes agricultural mechanization. The relationship between non-agricultural employment and farmers' willingness to withdraw from contracted land. The study found that the increase in the proportion of agricultural machinery use will strengthen farmers' willingness to exchange contracted land for old-age insurance and other wage income, while farmers' satisfaction with agricultural machinery services will be increased. Will inhibit their direct sale of contracted land or exchange for pension insurance and other wage income will be willing. Overall, agricultural mechanization has a significant positive effect on farmers'forsaking land and entering cities. Non-agricultural employment is the intermediary variable of agricultural mechanization which affects farmers' willingness to return land, but it has no significant effect on the willingness to return land. Households with stable non-agricultural employment are more willing to dispose of contracted land in the form of one-off sale (direct sale or expropriation by the government). In order to avoid falling into the trap of "Japan and South Korea" and to promote the development of agricultural transformation and the urbanization of farmers, it is necessary to implement the system of farmers' withdrawal from contracted land, and to provide institutional exports to farmers who have the will and ability to give up rural land completely as soon as possible.
