【摘要】：安徽省位于華東地區(qū),屬于我國中部內(nèi)陸省份。作為我國重要的農(nóng)業(yè)生產(chǎn)基地,農(nóng)業(yè)經(jīng)濟收入也在全國排列第九位,主要生產(chǎn)糧食、水果、蔬菜、肉類等。安徽省地形地勢、氣候、水文、地域、自然資源等自然條件方面得天獨厚,加之當(dāng)?shù)卣娃r(nóng)民的不斷努力,安徽省農(nóng)業(yè)經(jīng)濟獲得了可喜的成績。安徽省農(nóng)民生活狀況雖然取得了一定的進步,但安徽省農(nóng)村經(jīng)濟發(fā)展在我國所有省份中并不靠前,農(nóng)民生活狀況仍舊不容樂觀。農(nóng)業(yè)和農(nóng)村發(fā)展形勢依然嚴峻,在全面建設(shè)小康社會的進程中,仍面臨非常大的困難。筆者通過文獻研究的方法了解目前我國安徽省經(jīng)濟發(fā)展情況,通過實地調(diào)查,了解目前農(nóng)村地區(qū)真實情況,為論文研究提供有效信息,也為結(jié)論的提出奠定基礎(chǔ)。安徽省作為中部地區(qū)重要省份,也是我國的紅色革命老區(qū),其經(jīng)濟發(fā)展?fàn)顩r,尤其是農(nóng)村經(jīng)濟發(fā)展水平直接影響著我國整個社會的穩(wěn)定,影響著國家經(jīng)濟的發(fā)展和紅色文化的傳承。因此,這就需要政府、企業(yè)、農(nóng)民加強協(xié)作,共同促進農(nóng)村地區(qū)經(jīng)濟的發(fā)展。首先,加強政府對農(nóng)村經(jīng)濟的支持。推進農(nóng)村制度創(chuàng)新,推進農(nóng)村稅費改革,促進農(nóng)村信息化建設(shè),加大物質(zhì)技術(shù)裝備投入,多渠道引進資金加強農(nóng)村基礎(chǔ)設(shè)施建設(shè),支持農(nóng)民自主創(chuàng)業(yè),大力支持農(nóng)村科教文衛(wèi)事業(yè)發(fā)展。其次,轉(zhuǎn)變農(nóng)村經(jīng)濟發(fā)展模式。選擇內(nèi)生型農(nóng)村經(jīng)濟發(fā)展模式,進一步優(yōu)化農(nóng)村經(jīng)濟結(jié)構(gòu),推進農(nóng)村產(chǎn)業(yè)化經(jīng)營,大力發(fā)展鄉(xiāng)鎮(zhèn)企業(yè),提高農(nóng)產(chǎn)品質(zhì)量安全水平,大力發(fā)展生態(tài)農(nóng)業(yè)、循環(huán)農(nóng)業(yè),發(fā)展縣域經(jīng)濟,擴大農(nóng)業(yè)對外開放力度。第三,進一步完善農(nóng)村金融系統(tǒng)。構(gòu)建多元農(nóng)村金融機構(gòu),優(yōu)化農(nóng)村金融結(jié)構(gòu),引進高水平的農(nóng)村金融體系人才,完善農(nóng)村金融法律法規(guī)。第四,大力提升農(nóng)民自身素質(zhì),促進農(nóng)村剩余勞動力轉(zhuǎn)移。第五,加強農(nóng)業(yè)社會化服務(wù)體系建設(shè)。第六,不斷推進城鎮(zhèn)化進程。第七,發(fā)揮區(qū)位優(yōu)勢,加強區(qū)域合作。安徽省經(jīng)過一系列不斷調(diào)整,依靠國家政府的支持和農(nóng)民自身的努力,將盡快實現(xiàn)農(nóng)村經(jīng)濟的跨越式發(fā)展。
[Abstract]:Anhui Province is located in East China, belonging to China's central inland provinces. As an important agricultural production base in China, agricultural economic income ranks ninth in the country, mainly producing grain, fruit, vegetables, meat and so on. The topography, climate, hydrology, region, natural resources and other natural conditions of Anhui Province, coupled with the continuous efforts of the local government and farmers, Anhui's agricultural economy has achieved gratifying results. Although the living conditions of the peasants in Anhui Province have made some progress, the development of rural economy in Anhui Province is not advanced in all provinces of China, and the living conditions of the peasants are still not optimistic. The situation of agriculture and rural development is still austere, and in the process of building a well-off society in an all-round way, it still faces great difficulties. The author through the method of literature study to understand the current economic development of Anhui Province, through field investigation, to understand the real situation in rural areas, to provide effective information for the paper research, but also to lay a foundation for the conclusion. Anhui Province, as an important province in the central region, is also an old red revolutionary area in China. Its economic development, especially the level of rural economic development, has a direct impact on the stability of the whole society in our country. It affects the development of national economy and the inheritance of red culture. Therefore, this needs the government, the enterprise, the farmer strengthens the cooperation, promotes the rural area economic development together. First, strengthen the government's support for the rural economy. We will promote institutional innovation in rural areas, reform rural taxes and fees, promote information construction in rural areas, increase input in material technology and equipment, introduce funds through various channels to strengthen rural infrastructure construction, and support farmers to start their own businesses. We will vigorously support the development of science, education, culture, and health care in rural areas. Second, change the rural economic development model. Choose the endogenous rural economic development model, further optimize the rural economic structure, promote the industrialization of rural management, vigorously develop township enterprises, improve the quality and safety of agricultural products, vigorously develop ecological agriculture, circular agriculture, Developing county economy and expanding agricultural opening to the outside world. Third, further improve the rural financial system. We should construct diversified rural financial institutions, optimize rural financial structure, introduce high-level talents of rural financial system, and perfect the laws and regulations of rural finance. Fourth, vigorously improve the quality of farmers themselves, promote the transfer of rural surplus labor force. Fifth, strengthen the construction of agricultural socialized service system. Sixth, we should continuously promote the process of urbanization. Seventh, give full play to regional advantages and strengthen regional cooperation. After a series of adjustment, Anhui Province will realize the leapfrog development of rural economy as soon as possible, relying on the support of the national government and the efforts of farmers themselves.
