【摘要】：城鄉(xiāng)一體化是我國經(jīng)濟發(fā)展的必經(jīng)之路,是解決“三農(nóng)”問題的關(guān)鍵所在。山西省城鄉(xiāng)一體化建設(shè)路徑的選擇影響到山西省經(jīng)濟轉(zhuǎn)型的成敗、城鄉(xiāng)差距的擴大與縮小和人民生活水平質(zhì)量是否提升。目前,山西省城鄉(xiāng)一體化建設(shè)水平相對落后,需要借鑒和創(chuàng)新,走出屬于自己的城鄉(xiāng)一體化道路。本文首先研究了國內(nèi)外成功的城鄉(xiāng)一體化模式,通過類比的方法,得到對山西省城鄉(xiāng)一體化建設(shè)的啟示。然后,利用層次分析法構(gòu)建城鄉(xiāng)一體化綜合評價模型,該模型分為四個子系統(tǒng),分別為：空間一體化、經(jīng)濟一體化、社會一體化和生態(tài)一體化子系統(tǒng),四個子系統(tǒng)又由17個指標組成。通過查閱《中國統(tǒng)計年鑒》、《山西統(tǒng)計年鑒》和山西省人民政府網(wǎng)站獲得山西省從2005年到2012年八年的統(tǒng)計數(shù)據(jù),并利用數(shù)學工具軟件Matlab進行數(shù)據(jù)分析。分析結(jié)果表明：山西省城鄉(xiāng)一體化綜合指標的增長主要靠經(jīng)濟一體化指標的增長,空間、社會、生態(tài)一體化建設(shè)對總體一體化建設(shè)的貢獻要明顯小于經(jīng)濟,且在2010和2011年有下降的情況出現(xiàn)。根據(jù)研究結(jié)果,并結(jié)合山西省目前的機遇,本文作者從農(nóng)業(yè)、基礎(chǔ)設(shè)施建設(shè)、社會公共服務(wù)、戶籍制度等方面為山西省城鄉(xiāng)一體化路徑的選擇提出了建設(shè)性的意見。
[Abstract]:The integration of urban and rural areas is the only way for China's economic development and the key to solve the problem of agriculture, countryside and farmers. The choice of urban and rural integration construction path in Shanxi Province affects the success or failure of Shanxi's economic transformation, the widening and narrowing of the urban-rural gap and the improvement of the quality of life of the people. At present, the construction level of urban and rural integration in Shanxi Province is relatively backward, so it is necessary to draw lessons from and innovate and walk out of its own road of urban-rural integration. This paper first studies the successful urban-rural integration model at home and abroad, and gets the enlightenment to Shanxi's urban-rural integration construction by analogy method. Then, the comprehensive evaluation model of urban and rural integration is constructed by AHP. The model is divided into four subsystems: spatial integration, economic integration, social integration and ecological integration. Four subsystems are composed of 17 indexes. The statistical data of Shanxi Province from 2005 to 2012 were obtained by consulting the Statistical Yearbook of China, Shanxi Statistical Yearbook and the website of Shanxi Provincial people's Government, and the data were analyzed by using the mathematical tool software Matlab. The results show that the growth of the comprehensive index of urban and rural integration in Shanxi Province mainly depends on the growth of economic integration index. The contribution of the integration of space, society and ecology to the overall integration construction is obviously smaller than that of the economy. And there were declines in 2010 and 2011. Based on the research results and the present opportunities in Shanxi Province, the author puts forward constructive suggestions for the choice of the path of integration of urban and rural areas in Shanxi Province from the aspects of agriculture, infrastructure construction, social public services, household registration system, and so on.
